The City of Salem Board of Aldermen met Monday evening at the City Hall Council Chambers. At the meeting, Karen Bundy discussed the lack of lighting on the city’s walking trail from 3rd Street all the way to the Water Treatment Center creating a safety concern for those who walk the trail. Electric Superintendent Brian Johns said those lights have been repaired except for one that needs parts. He said he would get an estimate to replace the current lighting with LED lighting at the next meeting that would reduce the cost to the city of having the lights on versus the current lighting. Judy and Davis Pierce were not in attendance after asking to speak on changing the due date on utility bills and reducing reconnect fees. The city asked for proposals from interested persons or parties to provide Parks and Recreational Services. Only one bid was received and it was from Healthy Dent County and it was for $266,450 not to exceed $275,000. This bid was reviewed and discussed by the Salem Park Board Friday and Park Board President S.N. Ball was in attendance to discuss the bid in closed session with the aldermen. The board approved the one interest rate bid received from the Bank of Salem for a lease/purchase agreement to buy a 2016 Ford Regular Cab F-750 and a 10 foot dump bed with hydraulics that totals $76,104. The interest rate was 1.92% and the city will make a down payment of $30,000 leaving a balance of $46,104 that will be financed over a two-year period. City Attorney William Camm Seay reported on the Planning and Zoning Commission meeting held prior to the board meeting to discuss the Reviewed Use for a Day Care in a Residential Zone. Seay said a petition in the neighborhood had two persons against the Day Care due to the traffic, busses and parking. The commission considered the proposal and objections before recommending approving the request. The Board approved the recommendation. City Administrator Ray Walden thanked everyone for attending the Salem Initiative on Saturday, November 7th. He said the playground equipment at the city park is still being installed and should be done next week. The surface material to go underneath the equipment will be laid down once the equipment is installed. Walden said the city met with Archer-Elgin Engineering to discuss the new waste water treatment center improvements and how the city will need an estimate of the cost of making those improvements by April 1st in preparing for their next fiscal year budget. He also said the city administrative offices would be closed for the Thanksgiving holiday on November 26th and 27th. Mayor J.J. Tune reiterated the thanks to those attending the Salem Initiative meeting before he addressed some limitations he felt the city would need to make for budgetary reasons. He feels there needs to be a cap on what the city will pay in insurance benefits, review paid sick leave, and the need for supervisors to scrutinize non-productive employees on slow work days or by eliminating them. He also said he would like to have all health insurance bids in 30 days before it is due. The board then went into closed session to discuss real estate and contracts.

Athletic director Mack Rhoades said the 63-year-old Pinkel won't be involved in the search for a successor. As expected, outfielder Jason Heyward and right-hander John Lackey declined qualifying offers from the Cardinals on Friday. Heyward and Lackey each turned down the one-year, $15.8 million contract offer, a value determined by averaging the top 125 player salaries from the previous season.
