The City of Salem Park and Recreation Board met Thursday evening at the Salem Community Center @ the Armory. Parks and Recreation Director Tye Lydon reported Flag football just ended after the four week program. He had 39 1st and 2nd graders and 51 3rd and 4th graders. Children received participation coupons from Scoops and Pizza Inn. He said signups for the Youth Basketball Program are going on now through November 18th. He said the program will start a little earlier this year to avoid having conflicts with the high school gym. The program is open to boys and girls in kindergarten through the 6th grade. The children in kindergarten through 2nd grade will be coed squads, the 3rd and 4th grade and those in 5th and 6th grade will be separated into boys and girls teams. The cost is $25 per child. He said an adult basketball league will be held next year starting in the middle of January and lasting ten to 11 weeks. There will be a maximum of 12 people per team and the registration for those teams will be starting soon. Lydon said he did not do a volleyball league this year as Rolla held one and there were some conflicts. He will look at doing this again next year. Lydon did report that the baseball equipment for this past season and a few sets from the previous season have now all been turned in. He said the city has 25 sets of catching equipment and he knows of four that need to be replaced: two larger size and two youth size. He said the city has about 200 batting helmets and he threw away four that needed to be replaced. The bats he said were in pretty good shape. He will start looking now for deals on equipment to replace what is needed for the next season. Lydon said he will be attending a workshop for the All-Inclusive Playground next week as Salem is still waiting to hear if they have been awarded the grant for the playground. Lydon felt that since he was asked to attend the workshop, chances are Salem got the grant. He should know before November 1st. Park Board President Stan Podorski reported the wheelchair for the pool and the AED for the park has been donated by the Salem Memorial District Hospital and he wanted to thank Kasey Lucas and the hospital for the donation. The board discussed the Salem Pool House roofing project and they have received two bids, but need another before talking it to the alderman for approval as the cost will exceed $3,000. They also discussed the Al Brown Concession stand and the roofing project there. Discussion centered around what to do with the current concession stand and building itself which is not in the best of shape. It was thought it may be able to be used for storage for equipment to maintain the park, but a suggestion to do a thorough inspection to see what can be done with the structure was well received by the board and will be done before any final recommendation is made. Podorski went over the TAP Grant that could provide handicapped accessible sidewalks and parking at the Al Brown Fields and the Salem City Park that the board recently gave approval to apply for. Although some changes need to made to what the engineer provided, Podorski told the board that if the Park Board approved applying for this grant, it could take up a large portion of the Capital Improvement budget for the Parks and Recreation for this fiscal year if work was started right away after the grants are awarded which is January 2nd. However, since the project needs to be completed in 23 months, Podorski said this could be split up over two fiscal year budgets. The board approved applying for the grant and Podorski will discuss the application and the plan updates with Alderwoman Kim Shelton who was present at the meeting. The deadline for the grant is November 1st.  The board also approved the Park Board By-Laws as requested by City Attorney William Camm Seay with minor modifications. Podorski also wanted to get the board’s opinion of possibly contracting out field preparation services that would still allow the city crews to take care of the common areas at the park, but the fields would have a specific protocol developed that would have to be followed so that every field would be ready for city leagues games, high school games, traveling team games and tournaments. The board was open to the idea and Podorski said he would get with Park Board member Don Smith who was unable to make the meeting to create the protocol that would need to be followed. They will bring the protocol back to board for their approval before getting bids. The board also discussed the property on Highway 19 south that was purchased with the intent to put in soccer fields. He said there are grants out there, but not for grass fields, but for lighting, equipment and irrigation if needed. He said he and Lydon visited the property. It is dry and fairly flat, and he feels that if the ground is in decent shape where little earth moving would be necessary, he felt that a soccer park could be built there and possibly be ready by the fall of 2018. The problem is the thicket that covers the field now makes it impossible to view. It was suggested that a few swaths be cut down the middle of the field to see what condition the ground is in, or have a controlled burn done to view the area. Once that is done, he recommended the park board go out and visit the site and make a determination as to how they want to proceed. The board was in unanimous approval of the suggestion. Podorski also asked if any park board members see things with the parks that need to be repaired or have any ideas to please e-mail them to him so he can comprise a list that will be used to help prepare next year’s Parks and Recreation Budget. Podorski said another meeting will be called fairly quickly once the roof bids are in so that a recommendation can be made to the alderman at their meeting on November 7th to get that work done before the pool season. The meeting was then adjourned.
