The Salem Memorial District Hospital regular board meeting was held Tuesday evening in the Hospital Library and began with the audit report from Eddie Marmouget from B K & D. Marmouget said for the fiscal year ending June 30th, 2015, the hospital had a loss from operations of $1,400,885 and an excess of expenses over revenues of $890,230. Marmouget said that there were audit adjustments needed on third party settlements as well as for contractual allowance and provisions for uncollectible accounts. He indicated the hospital had cash on hand to operate for 38 days which is down from last year when it was 67 days of cash on hand. He said he would like to see the hospital have cash on hand between 90 to 100 days. Marmouget stated that the hospital had a 12 % decrease in acute care admissions for the year and under billed Medicare about $500,000. The hospital is still waiting on reimbursement from the 2011 Medicare cost report of over $300,000 and spent from $250,000 to $300,000 on the relocation and construction work at the clinics. Marmouget was concerned that the hospital’s net operating margin fell to -7.3% and their total margin dropped to -4.8%. Marmouget reported there were no material weaknesses with the audit. He then updated the board on swing bed reimbursement as it is being targeted by the government and may be cut. He said that the hospital must continue to negotiate private insurance contracts in an attempt to cover the shortfalls of the Medicare reimbursement or face serious income limitations. He showed a graph that if the federal government continues with the same trends in Medicare including cuts, fixed cuts and Sequestration, in eight years the projected income will have only increased 26.23% while projected expenses will have increased 43.61%. In conclusion, Marmouget said the hospital’s financial situation is solid as their current ratio of current assets to current liabilities is over 3:1 and their long-term debt to capitalization is a very low 5.55%. The Salem Memorial District Hospital continues to offer health care at a very affordable rate with the average gross revenue of $7,976 and $4,076 in operating expenses per adjusted discharge which are both far below the average rural Missouri charge and even less than what the Salem Memorial District Hospital charged last year when the average gross revenue was $8,049 per adjusted discharge. He wanted to thank his assistant Jean Nyberg as well as Dennis, Kasey and Monica for their assistance in preparing the audit.
