The Salem R-80 Board of Education held their regular monthly meeting Thursday evening at the district administrative offices. The board recognized Josh Sirois as the Salem Student Council Liaison to the meeting. Superintendent John McCulloch gave the September membership numbers and said there were 1,329 students in kindergarten through 12th grade and another 62 pre-kindergarten students to bring the total to 1,391 students. These numbers are on pace with the numbers from last school year. Board members then gave their take on the MSBA Annual Conference and things they took from the meeting. It was decided the board may meet to discuss and review the different topics they heard about at the conference and also talk about some non-traditional educational methods presented. McCulloch presented the budget update to the board stating that since the board meeting was early this month, the state monies and tuitions from all but one school have not yet been received so income levels are below what is expected, but he felt once those monies are received, the school will be in good shape. On the expense side, McCulloch said expenses last year at this time were at $2.9 million while this year that number stood at $2.79 million. In the facilities update, McCulloch reported the Middle School Practice Field has been laid out and is all but competed. Grass seed has been planted on and around the field and it should be ready next fall. He also said MUSIC inspected the school and found 14 minor violations that have since been corrected with the largest violation being safety straps on the retractable basketball goals in the gym. The maintenance staff installed those to save the district some money. McCulloch also reported that the school now has to number each exit door for safety and response reasons and Action Graphic is working on those numbers for the doors. Josh Sirois gave the report on the Homecoming Dance and it was a tremendous success with over 200 students attending and it raised enough money to buy a new commercial popcorn machine. He also said a SHS Student Council officer is running for a district office. High School Principal Marty Anderson explained to the board the ACT Compass program is being phased out by November of 2016. Salem will be testing students in 11th and 12th grade with ACT Compass who have not met the Performance Standard 3 level of proficiency. He also reported that starting this year, Work Keys will be used for a Performance Standard 3 approved assessment and Salem High School will become a licensed testing site. Anderson said the high school is working with City Administrator Ray Walden and the Dent County Certified Work Ready Initiative team. He said a grant has been awarded through the MRPC that will pay for the seniors to take the test for free and all seniors are to take the test. Anderson also discussed Tiger Time and some adjustments being made to the program that will allow Tier 1 students to do more. He did report that High School Band took 3rd place in the Bi-State Marching Festival in Potosi. From Middle School on down, parent-teacher conferences will be held on Tuesday and Thursday, October 20th and 22nd, but they will accommodate parents any way they need to. The William Lynch Elementary students will be having a reward party on October 30th as the students and staff will dress in like the 1950’s and have a parade downtown at 1:00 along with a street sock hop. High School Principal Marty Anderson spoke with the board about some reforms that need to be made to the Academic Probation Policy for the 2016-2017 school year for 7th through 12th graders. He feels that the new policy will offer timely verifiable academic support in order to remediate academic skills.  Currently the policy has trouble tracking the progress of students as the work is excessive and timely intervention is not the norm. There also needs to be one source of support for the students since the policy is a high school and middle school policy, it need to be implemented and supported with high school and middle school personnel. He also said some students are not pursuing support services once placed on Academic Probation, thus fall sports are not impacted when those students do not make any effort to meet the requirements of the current policy. The policy will be reviewed by the board for their comments. The board approved the MSBA 2015 C Policy updates before going into closed session.
