The Salem Board of Aldermen met Monday night at the city hall council chamber. In the hearing of persons, Jeff Meadows with Archer-Elgin updated the board on the work being done at the City’s Waste Water Treatment Facility.  Archer-Elgin has been working with DNR on behalf of the City to ensure compliance with regulations and working thru a variance process with DNR regarding the total max daily load limits for Spring Creek. The first task is to deal with the short term disinfection limits of Spring Creek since the permit has been extended until July 2018. The second task is to develop a plan for a facility that will include meeting the daily limits and reserve space for future DNR requirements and changes. Both tasks will run concurrently and take about nine months to complete. The board approved a bid from Compass Minerals for 100 ton of de-icing salt for this winter at $86.47 per ton. The board also approved a bid from All Inclusive Rec to install the new playground equipment. The equipment has already been purchased and is currently in storage. Healthy Dent County will pay $3,050 and the City will pay a total of $16,400 for this installation. The city also received a grant for the new ground covering that will be installed also. City Clerk Mary Happel verified that Tod Kinerk resigned from the board of Adjustment and has taken a new position on the Planning and Zoning Board. The Missouri Conservation Commission set season dates and limits for the 2016-2017 fall deer season and gave initial approval to several deer-hunting regulation changes. The approved changes to fall deer season structure for 2016-2017 include maintaining the current timing of the November portion and reduce the length from 11 to 9 days, expand the late youth portion to three days beginning the first Friday after Thanksgiving, reduce the length of the antlerless portion from 12 to 3 days and begin on the first Friday in December, and eliminate the urban zones portion. Proposed regulation changes to fall deer season structure for 2016-2017 include allowing crossbows as a legal method during the archery deer and turkey seasons, allowing the use of crossbows during the fall firearms turkey season, reduce the limit of antlered deer from 3 to 2 during the combined archery and firearms deer hunting season, with no more than one antlered deer taken during the firearms deer hunting season and also to remove the hunting method exemption requirement related to crossbows. Missouri’s rule-making process includes a 30-day public comment period. Comments related to the proposed regulation changes can be submitted online to the Conservation Department now through October 31st at the mdc.mo.gov website.
