An accident occurred Friday in Texas County on Highway 63 six miles south of Houston that took the life of a Licking woman. Thirty-year old Amber M. Brignole of Licking was pronounced dead at the scene after the 2008 Dodge Caliber she was driving was struck head-on. According to the highway patrol report, a 2004 KIA Sorento, driven by 27 year-old Sean M. Rief of Bucyrus, crossed the centerline and sideswiped a 2003 Yamaha Venture, driven by 56 year-old David R. Mathis of Cabool. The Kia then struck the Dodge head-on that Brignole was driving. According to the report, all three drivers were wearing a safety restraint. Rief and Mathis both sustained serious injuries and were life flighted to Mercy Hospital in Springfield. The Kia and the Dodge were totaled and removed from the scene by Jay’s Automotive, while the Yamaha sustained moderate damage and was removed by Triangle Service.

The Salem Park Board held a meeting Thursday afternoon for their quarterly meeting. After opening the meeting, Park Board President S.N. Ball yielded the floor to Sherry Lea from the Council for Healthy Dent County. The Council presented a contract for services to the Salem Board of Aldermen at their last meeting to manage the Salem City Park, Alice Craig Municipal Pool, and the Al Brown Fields for three years and the aldermen voted to have the Salem Park Board hear the proposal and give their feedback. Lea explained the contract would be to provide services to take care of all the sports programs and concessions, run the Alice Craig Municipal Pool, and they would bid out services for the mowing and maintaining of the fields for sports. The agreement calls for the Council to hire a Community Health and Recreation Director who would be in charge of all the sports programs. Lea said the agreement would allow the current park board to serve in an advisory capacity similar to what it does now and members from both boards would serve on each other boards to make sure that concerns are heard. Lea and other members from the Council were then asked to leave so the Park Board could discuss the proposal. Park Board President S.N. Ball and the rest of the Park Board along with Mayor J.J. Tune, Alderman Hadyn Powell and City Administrator Ray Walden discussed the responsibilities of the city and Council from the contract from grass cutting to capital improvements, plus a number of positives and negatives by using this contract for services. Park Board member and Council for a Healthy Dent County member Andrew Wynn remained silent most of the meeting, but plainly stated that the city could continue to run the sports programs as they have in the past, but the Council wants to do it better and he felt they could. After deliberation, the park board voted unanimously to give their support. Walden did report the flag football program would not be held this year. The meeting was then adjourned.

The Salem Board of Aldermen met Thursday evening at the city hall council chambers. At the meeting, the board approved the request from Amanda Horton from the New Harmony Church to block off Center Street from Oak Street to Pershing Avenue for a special event Halloween night at His Place from 5:00 to 8:30. The board postponed the appointment of Tod Kinerk to the Planning and Zoning Board until the next meeting to allow Kinerk to submit a letter of resignation from the Planning and Zoning Board of Adjustment. City Administrator Ray Walden said he met with MoDOT and Lochner Engineering about the proposed Airport Improvements, and Mayor Tune was at the Salem Public Library Grand Opening festivities on 4th Street on September 12th. He said the city submitted a small community grant that could provide up to $50,000 in engineering to develop a draft facility plan for the new DNR regulations at the Waste Water Treatment plant. Jeff Meadows from Archer Engineering would be at a meeting in October to discuss this. Walden said he attended the MPUA Utility Conference where a lot of attention was given to the EPA Clean Air Requirements which could affect the electric rates as the Midwest uses a lot of coal and natural gas to generate electricity, and he also attended the MML Annual Conference where a lot of attention was given to the need for cities to use social media and to make sure their data was secure. He said the city-wide yard sale would be October 3rd and the City Cleanup Week would be October 5th through 9th. Walden also said the city would pickup leaves and grass in biodegradable bags the first Monday of the month from the curb. Those biodegradable bags are available at the City of Salem Administration Building at the utility counter at a cost of $2.50 for 10 bags. Other collections may be held once the leaf bags start to accumulate. Mayor Tune reported that a Salem Economic Development Initiative meeting would be held on November 7th at the Salem Community Center@The Armory, but no time has yet been determined. He also said he would like to review the Sick Leave Pay policy where employees who do not use their sick pay in a year can be reimbursed for their unused days the following year at their regular wages or accumulate them up-to-30 days. Tune said when he signed checks in April this amount came to almost $30,000. He believes paying them full pay as a reimbursement doesn’t make sense and would like the board to review the policy. City Administrator Ray Walden will collect information from other cities on how they handle this situation. The board then went into closed session where they voted on and approved a contract on the airport improvements and land acquisition. Back in open session, the board approved Bill #3304 that allows the mayor to execute a contract between the city and the Missouri Highway and Transportation Commission for land acquisition to acquire property within the Runway 17 runway protection zone. The meeting then adjourned.

Derek McClain rushed for 236 yards and four touchdowns and Antonio Quick added two more scores as Salem scored 26 unanswered points in the 2nd half to beat Willow Springs Friday night, 40-14. Salem is now 3-3 on the year and 2-2 in the SCA. They will host Mountain Grove Friday.

The Salem Lady Softball Tigers will be at St. Clair today at 4:30. Salem is 11-7 on the year.

The Salem Lady Volleyball Tigers will be at Bunker tonight for action beginning at 6:00.

Jason Rogers pinch hit grand slam off Trevor Rosenthal and Khris Davis' 2nd homer of the game, a three run shot, both in the 9th inning led Milwaukee to an 8-4 win over the Cardinals Sunday. The Cards and Brewers split the series and the Cards have a three game lead in the Central Division. They will be in Pittsburgh tonight to face the Pirates in the first of three games starting at 5:10 on KSMO Radio.

The Pittsburgh Steelers hung on after Ben Roethlisberger got hurt to defeat the St. Louis Rams Sunday in St. Louis, 12-6. St. Louis is now 1-2 on the year and they will play the Arizona Cardinals Sunday afternoon.

No. 25 Missouri scored a TD first early in the first half but then its offense went silent and could muster only two field goals as Kentucky held on to upset the Tigers by the final score of 21-13. Missouri is 3-1 on the year and 0-1 in the SEC. They will play South Carolina Saturday.

Funeral services for Evelyn Lewis of Laquey, formerly of St. James, age 76, will be held Tuesday, at 1:00 at the James and Gahr Mortuary in St. James. Visitation will be from 11:30 until service times. Interment will be in the St. James Cemetery.

Graveside services for Clarence “Barney” Barnhill of Steelville, age 81, will be held Thursday at the Brown Chapel Cemetery in Paragould, Arkansas. Memorial services will be held Tuesday at 5:00 at the Canaan Community Church in Cook Station. Visitation will be held Tuesday from 4:00 until service time. All arrangements are under the direction of the Britton-Bennett Funeral Home in Steelville.
