The Missouri Department of Revenue has filed an emergency rule to direct local governments in the process of implementing municipal court reforms required by Senate Bill No. 5. The emergency rule filed directs local governments regarding the process of remitting excess revenue they receive from fines, bond forfeitures and court costs associated with minor traffic violations. The emergency rule will go into effect September 11th. Senate Bill No. 5, signed by Gov. Nixon on July 9th, lowers the percentage of annual general operating revenue cities, towns, villages, and counties are allowed to retain from minor traffic violations.   Revenue in excess of these statutory limits must be remitted to the Department of Revenue. Senate Bill No. 5 also establishes a cap on fines and court costs for minor traffic offenses and prohibits courts from suspending drivers’ licenses for failure to appear in court or failure to pay a fine for a minor traffic violation. Additionally, the Department has received orders from several municipal courts removing license suspensions that had been imposed for reasons such as failure to appear in court. As of September 1st, the department has reinstated more than 6,000 drivers’ licenses. Formal notices are being mailed to affected individuals to notify them of the municipal court action.

The Salem Police Department released their reports involving a burglary, a shoplifter, damage to private property and a peace disturbance. On Friday, August 21st at 11:00 in the morning, an officer was contacted at the station in reference to a burglary. The investigation of the report revealed that a person or persons unknown entered the shed at a residence in the 200 block of North Pershing and took two fishing poles valued $140. That afternoon at 2:00, an officer made contact with a 30-year old Salem male in the 100 block of East Fifth who had an active arrest warrant from the City of Salem. He was taken into custody on the warrant and incarcerated pending a court appearance. Then that night at 7:40, an officer was detailed to Dollar General in reference to a shoplifter. The investigation of the report led to the arrest of a 32-year old Salem female for stealing merchandise valued $3.00. She was issued a summons to appear in court and was released. On Saturday, August 22nd at 6:08 in the evening, an officer was dispatched to a residence in the 100 block of North Water in reference to damage to private property. That investigation revealed someone unknown cut a tire valued at $100.00 on a blue 1999 Chevrolet Cavalier. On Sunday, August 23rd at 2:59 in the early morning, an officer was sent to a residence in the 300 block of East Tenth in reference to a peace disturbance. The investigation of the report revealed that a 27-year old Salem male was playing a vehicle stereo excessively loud. He was warned to keep the volume down and officers were then sent back to the residence at approximately 3:25 in the morning for another call of loud music. He was issued a summons to appear in court for peace disturbance and was released. On Monday, August 24th at 7:11 at night, officers were conducting an investigation at a residence in the 600 block of South Jackson. The investigation led to the arrest of a 29-year old Salem male for possession of methamphetamine and unlawful use of drug paraphernalia, a 22-year old Salem male for possession of drug paraphernalia and a 47-year old Salem male for possession of drug paraphernalia. The 29-year old male was incarcerated pending the application of a warrant. The other men were issued summonses to appear in court and were released. The Missouri Department of Revenue was authorized by House Bill 384 to offer a tax amnesty from September 1st, thru November 30th. The tax amnesty provides individuals and businesses with a one-time opportunity to pay back taxes that were due prior to December 31, 2014 without having to pay interest or penalties. Tax types that are amnesty eligible include individual income tax, corporate income tax, corporate franchise tax, employer withholding tax, sales tax, consumer’s use tax, vendor’s use tax and fiduciary tax. The program requires taxpayers to stay in compliance with all state tax laws for eight years after signing the agreement. Taxpayers who are the subject of any civil or criminal state tax-related investigations or litigation cannot participate in amnesty. The Missouri Department of Revenue will mail tax amnesty notices to delinquent taxpayers and businesses. The mailings include information such as the amounts owed and the amount the taxpayer will save in interest and penalties. Shelby Carr and Bekah Kirker each had two hits and three RBI as the Salem Lady Softball Tigers defeated the Ava Lady Bears, 11-2. Salem finished with 12 hits on the game and Carr threw a four hitter giving up two runs while striking out six. Salem is now 2-2 on the year and 1-0 in the SCA. They will not play again until Tuesday in Houston.

Brandon Moss hit a three-run walk-off home run with two outs in the ninth, giving the St. Louis Cardinals an 8-5 win over the Washington Nationals on Tuesday night. Moss, who struck out with the bases loaded to end the third, homered off Casey Janssen (1-4) to straightaway center on a 1-0 count. Janssen took the loss on Monday, allowing four runs in two-thirds of an inning. The Cardinals play the Nationals tonight at 7:15 on KSMO Radio.

Justin Verlander threw his fifth consecutive quality start, and Ian Kinsler homered and drove in three runs as the Detroit Tigers beat the Kansas City Royals 6-5 Tuesday night. Kendrys Morales homered in the fourth off Verlander. Alex Gordon, drove in a Royals' run with a sacrifice fly in the second. Omar Infante and Alcides Escobar had RBIs in the seventh. The Royals play Detroit tonight at 7:10.

Visitation for Lawrence “Ray” Inman of Salem, age 73, will be held tonight from 6:00 to 8:00 at the Dent County Memorial Chapel. There will be no service. Memorials may be made to the Dent County Animal Welfare Society.

Funeral services for Sue Ann Plank of Salem, age 75, will be held Friday at 10:00 at the Dent County Memorial Chapel. Visitation will be Thursday from 5:00 to 7:00. Interment will be in the North Lawn Cemetery.

Funeral services for Clella L. Jukanovich of Yuma, Arizona, age 80, will be held Saturday at 1:00 at the James and Gahr Mortuary in Salem. Visitation will be from 11:00 until service time. Interment will be in the Cedar Grove Cemetery.

Funeral services for Dennis Phillip Stephenson of Rolla, age 75, will be held Wednesday, August 9th at 11:00 at the James and Gahr Mortuary in Rolla. Visitation will be Tuesday from 5:00 to 7:00. Interment will be in the Missouri State Veterans Cemetery in Waynesville, with Full Military Honors. Memorials are suggested to the VFW Post 2025..
