The Salem Board of Aldermen held their regular meeting Tuesday night at the City Hall Council Chambers with the exception of Alderwoman Molly Zettel who was not in attendance. In the hearing of persons, the board approved allowing fireworks to be shot off at the football games after the National Anthem and after touchdowns. Michael Fleetwood who is licensed will shoot off the fireworks at no charge. An ordinance has to be approved before the fireworks can be shot off and it will be presented at the next meeting before the first football game. The fireworks would be set off behind the large “S” on the north hill. The board approved the bid of $89,694 by Vandevanter Engineering to provide a Well Control System that features five radios and can be adjusted remotely by smartphone for wells 2, 4, 6 and 8. The city will own the system and there is a 90-day warranty for labor and 1 year on the equipment. The board postponed making a decision on the MAQS surfacing system until the next meeting which will allow them time to investigate which roads need the resurfacing the most. This system is known as micro-paving. The required tax rate hearing was next. The city currently has a tax rate of $.6334 per $100 assessed valuation and the state allowed rate came to $.6374 per $100 assessed valuation. After only one comment, the hearing was closed. Planning and Zoning Chairman Jerry Craig said at the public hearing and meeting held Monday, the planning and zoning commission recommended annexing lots 2 & 3 of the Westwood Hills Subdivision owned by Ron Hedley and they would be zoned R-1 residential. The board approved the recommendation to annex the properties. City Administrator Ray Walden reported the city is looking at a grant from DNR to help offset the expenses of the anticipated required Waste Water Treatment Facility improvements, and that a consultant with the city’s computer system will be in town to help Walden create new reports that can help the city track expenses and hours on individual projects. Walden said he would get draft reports to the aldermen for their review before finalizing the reports. Walden said the city offices would be closed on Labor Day, September 7th, and the Missouri Municipal League annual meeting as well as the Missouri Public Utility Alliance annual meeting would be held in September. The board approved six ordinances dealing with International Codes for fuel and gas, residential care, buildings, mechanical and plumbing with the last ordinance allowing the city to adopt a rate schedule to issue the permits and collect fees for the contractors for new construction, remodeling, demolition and more. The new IBC Code ordinances will go into effect on January 1st. The board approved the tax rate for the year 2015 for the City of Salem at $.6374 per $100 assessed valuation that should provide about $298,472 revenue to the city according to the State Auditor’s calculations. The board voted on approving Ordinance #3300 that dealt with overtime and holiday pay for city employees that was 2 votes for and 1 against, but City Clerk Mary Happel reported that ordinance could not be passed because it was passed without a majority of the ELECTED officials. Since Alderwoman Zettel was not in attendance, the ordinance could not be passed with a 2-1 vote and will have to be put on the next agenda. The board approved changing the meeting dates in September to Monday, the 8th and Thursday, the 24th at 7:00. The board approved to repair the backup pump for the Waste Water Treatment Facility from Evans Enterprises for $5,285 that is used for the return of activated sludge. The board then went into closed session.

The Salem R-80 Board of Education will conduct a tax rate hearing today beginning at 5:50 PM and then conduct their regular August Board meeting at 6:00 PM. During the regular meeting, after approval of the agenda and communications, will be the superintendent’s reports on Professional Development Days and the MSBA Fall meeting and annual conference. Principals from the respective buildings will then give their reports. In new business, the Board will approve the 2014/2015 annual secretaries of the board report (ASBR) and the 2015 tax rate. The Board will then consider the MSBA 2015B policy update, non-resident student(s) and address resignations. The Board will then vote to go into closed session for the purpose of discussing personnel. The tax rate hearing and regular August meeting of the Salem R-80 Board of Education is open to the public.

Yadier Molina's 100th career home run in the bottom of the eighth inning snapped a tie and the St. Louis Cardinals beat the San Francisco Giants 4-3 on Wednesday night. Molina added an RBI single in the first and rookie Stephen Piscotty homered in the third for St. Louis, which took two of three from the NL West-contending Giants. The Cardinals are 77-43 overall and 46-19 at home, both tops in the majors. The Cardinals have the day off and will start a series with San Diego Friday at 9:10 on KSMO Radio.

Lorenzo Cain had a tie-breaking RBI single in the second inning, Ben Zobrist had four hits and Kansas City benefited from a Cincinnati baserunning gaffe as the Royals beat the Reds 4-3 Wednesday night to complete a two-game sweep. Ben Zobrist had his eighth career four-hit game as the Royals completed a sweep of the four-game season series with Cincinnati. The Royals have won five straight and the Reds have lost five straight. The Royals play Boston tonight at 6:10.

Funeral services for Thomas D. Black of Edgar Springs, age 21, will be this morning at 11:00 at the James and Gahr Mortuary in Rolla. Interment will be in the Boone Creek Cemetery in Licking.

A Celebration of Life for Eva Lavera Vaughan of Salem, age 92, will be held this morning at 11:00 at the Salem Church of Christ. Memorials may be made to Horizon Academy or Master’s Peace Clinic of Hope. All arrangements are under the direction of the Wilson Mortuary in Salem.

Funeral services for Beverly Kay Grouns of St. James, age 50, will be held Friday at 12:00 at the Calvary Apostolic Church in St. James. Visitation will be today from 5:00 to 7:00 at the James and Gahr Mortuary in St. James. Memorials may be made to the Samuel Karlinski Educational Fund.

Funeral services for Freeman W. Burrus of Salem, age 90, will be held Friday at 7:00 at the Hutson Funeral Home in Steelville. Visitation will be from 4:00 until service time. Interment will be Saturday at 10:00 am at the North Lawn Cemetery with Full Military Honors. Memorials may be given to the Children’s Heart Foundation in Lincolnshire, Illinois.

Funeral services for Gilbert R. Halbrook of Salem, age 80, will be held Sunday at 2:00 at the Dent County Memorial Chapel. Visitation will be Saturday from 5:00 to 7:00. Interment will be in the North Lawn Cemetery .
