missourinetLOCAL NEWS:

Monday night at 8:25, an accident occurred on Highway 19 about seven miles south of Salem. According to the highway patrol report, a 1999 Ford F350 driven by Gerald Hubbard from Eminence was traveling southbound on Highway 19. The Ford F350 struck a 1997 Chevrolet 3500 and a 1996 GMC Jimmy that was parked in the roadway. The Chevrolet 3500 then struck a pedestrian, 22-year old Michael Suhling of Salem, pinning him between the Chevrolet and the GMC Jimmy. The Chevrolet was parked facing north in the southbound lane. Suhling suffered serious injuries and was transported by Air Evac Air ambulance to Mercy Hospital in Springfield. Hubbard was wearing a seat restraint at the time of the accident. The Chevrolet 3500 sustained moderate damage, the 1996 GMC Jimmy sustained minor damage and the 1999 Ford F350 sustained moderate damage. All vehicles were towed by Whitaker’s Towing.

The Salem Board of Aldermen held their regular meeting and tax hearing Monday night at the City Hall Council Chambers. Mayor Brad Nash and Alderwoman Molly Zettel were not in attendance. The board heard from City Administrator Ray Walden about two bids to remove the foundation, do site cleanup and grading at the property located at 816 East Hunt Street. The board approved the low bid from Camden Excavating for $2,250. The board also approved two bids for the purchase of two new police vehicles that fit into the vehicle rotation system set up three years ago. The first bid approved was for a 2017 Ford Police Interceptor Utility AWD for $27,106 from Dave Sinclair Ford in St. Louis. The second bid approved was the state bid for $25,089 for a 2016 Dodge Charger. A property tax hearing was then held with no one in attendance wanting to challenge the rate. The rate in 2015 was 63.74 cents per $100 assessed valuation, but the 2016 property tax assessed value for the city went down, so for the city to keep the same revenues as they budgeted, they were allowed by the state to raise the rate to 64.84 cents per $100 assessed valuation. The board approved Bill #3315 adopting the tax rate. City Administrator Walden reported on the Planning and Zoning Meeting held on August 8th where no action was taken on a request by Austin Shelton to operate a steel fabrication business out of a detached garage at 1203 Jennifer Blvd. The Planning and Zoning Board took no action as the business was in violation of neighborhood covenants. Stan Podorski, President of the Park and Recreation Board, reported on their meeting held on August 11th. He told the alderman he asked park board members to look at all the city parks and come to the next meeting with suggestions, comments, recommendations or criticisms of what they see and what needs to be addressed. One of those criticisms is the lack of handicapped accessibility at the parks. He also asked permission from the alderman to get bids for new roofs at the Salem City Pool House in the city park as well as the roof at the Al Brown Concession Stand. Podorski feels these capital projects should be paid for by the City of Salem Capital Improvements Sales Tax as these roofs have needed to be replaced for years and should not be deducted from the Park and Recreation Sales Tax Fund. The alderman agreed to allow bids to be received on both roofs, but did not comment on how they would be paid for. City Attorney Camm Seay received a copy of the Park Board By-Laws from 1993 and was asked by Podorski to update them and to include the legal descriptions of the responsibilities of the park board. City Administrator Walden said he, Water and Sewer Superintendent Jack Emory, representatives from Archer-Elgin Engineering and DNR will meet to discuss the voluntary compliance agreement for the Wastewater Treatment facility. Also, Walden said N.B. West Asphalting of Sullivan would start asphalting some streets and parking lots today. The board approved the bill from Capital Quarries of $3,699.46 for rock for the redoing the city parking lots on 3rd Street and approved the request from Chief Keith Steelman for the police department to apply for a Local Law Enforcement Block Grant for $10,000 that is non matching. This grant is for officer safety equipment. After a few budget adjustments were made, the meeting was adjourned.
