An accident happened Monday afternoon at 2:30 in Dent County on Highway 68 at Highway U that took the life of an Owensville man. According to the highway patrol report, a 2003 Chevrolet 3500 driven by 16-year old Dyllan Gillam of Salem was traveling eastbound on Highway 68 and was attempting to cross the highway turning left and entered into the path of a 1998 Honda motorcycle driven by 73-year old Gerhard Scheer of Owensville. The Honda struck the passenger side of the Chevrolet. Dr. Brent Caudill at the Salem Memorial District Hospital pronounced Scheer dead at 4:15. A passenger on the Honda, 73-year old Patricia Scheer suffered serious injuries and was flown to Mercy Hospital in St. Louis. Everyone was wearing a safety device at the time of the accident. The Honda motorcycle sustained extensive damage and was towed by Whitaker’s Towing. The Chevrolet 3500 sustained minor damage and was driven from the scene.

The Salem Board of Aldermen met Monday night at the city hall council chamber. City Administrator Ray Walden presented a request to donate an additional sum on their utility bill each month to help. Suggestions also included creating a non-profit corporation to tear down and sell the cleaned up properties, to having the city and county offer tax abatements to build new homes or rebuild homes. No decisions were made. Terry Norwood from Midwest Public Risk said their group has an attorney the city has three to five hours to use that may be able to help with the nuisance problems. He also reported they help the city with their Workman’s Comp and Liability through a pool of 180 government entity units that use all three of their services or just some of their services. The board approved the license for the trailer court at 101 North Park as they came in compliance at their last inspection. Alderman Powell asked if there was something that can be done to stop these owners from going beyond the June 30th deadline and Attorney Seay stated the owners can be given a citation by the police, but the city currently does not do that. The board approved writing up an ordinance to change the holiday pay where regular straight pay will be given to the employees where the holiday falls in their regular work schedule, but they will also be paid their holiday pay for that holiday they work. They would no longer get time and a half for the working on the holiday that is in their regular work shift. City Administrator Ray Walden said the 90-day public comment period on the IBC codes has ended and there were no comments. There are five sections that an ordinance would have to be drawn up for that and would go into effect on January 1, 2016. Walden said the last scheduled day for the pool to be open is August 12th. He also said if citizens have questions on their water and sewer bill to please contact the city administrative offices or drop by the office. They will be glad to go over your bill with you and explain it to you. In closed session, the City of Salem Board of Alderman voted unanimously for MoDOT to retain MacArthur Avenue/Highway J with all previous agreements still in place. The Board decided to proceed with the Runway Protection Zone project, which will be funded by grant funds with a 10% match from the City. Also in closed session, the Board agreed to the county’s offer for tax collection for one more year. The city has been paying Dent County $15,000 a year and this year the county is asking for $12,000 and Dent County Collector Dennis Medlock is asking for $5,500 to be paid to him personally and a 1099-misc form be furnished to him personally at the end of the year for tax collection services. This is an increase of $2,500 and the city will be looking into what other options there are for tax collection in the future.
