The Salem Board of Aldermen met Wednesday evening in a special meeting at the city hall council chambers to review the proposed budget for the next fiscal year with Alderwoman Molly Zettel not in attendance due to illness. City Administrator Ray Walden reviewed the process following the city’s protocol of holding a capital improvements meeting with the department heads where they were seeking over 4.4 million dollars in improvements. That was whittled down to $2,080,903. Two finance committee meetings followed where the budget was reviewed line by line. Walden said there was an increase of 2% to the budget through merit raises that made up 1% and also a 1% cost of living increase. In the proposed budget, funding was included for a full time economic development director starting October 1st, plus funds for an additional police officer have been allocated with the COPS grant paying 3/4ths of the salary. Walden said the city will discontinue the Saturday recycling collections to save money and the board approved a cap of $550 per employee per month for health insurance, but did offer three plan options for each employee to select from with two of them falling under the cap. Walden stated the total amount of anticipated revenues for the next fiscal year came to $11,930,345 that did not include transfers, and the total amount of anticipated expenditures came to $11,790,000 that also did not include transfers. The board approved the proposed budget and then approved bill #3314 to adopt that budget for the fiscal year 2016-2017. The meeting was then adjourned.

The Salem Police Department released reports involving a traffic crash, a burglary, property damage and a phone scam. On Monday, June 20th at 2:28 in the early morning, an officer was detailed to a traffic crash at Highway 19 and Center. The investigation of the crash led to the arrest of a 22-year old Salem male for driving while being intoxicated. He was issued a summons to appear in court and was released. That afternoon at 4:21, an officer was sent to a residence in the 200 block of East First in reference to a burglary. The report revealed a 30-year old Salem male had forced entry to a residence and took property valued at $761.00. Further investigation led to the arrest of the suspect who was incarcerated pending the application for warrants. On Tuesday, June 21st at 6:30 in the evening, an officer transported a 42-year old male of St. Clair, from the Franklin County Jail to the Dent County Jail in lieu of nine active arrest warrants from the City of Salem. He was incarcerated pending a court appearance. That same night at 8:20, an officer located a 32-year old Salem male in 400 block of West Dent who had an active arrest warrant from Jefferson County. He was taken into custody on the warrant and was incarcerated pending extradition. On Wednesday, June 22nd at 11:01 in the morning, an officer was dispatched to a residence in the 600 block of South Henderson in reference to property damage. The report revealed someone unknown damaged an above ground pool. Early that afternoon at 2:19 an officer was contacted at the Salem station in reference to a phone scam.  The investigation of the report revealed the victim was deceived over the phone and enticed to send money to someone believed to be a relative that needed help acquiring a plane ticket to get home. An accident occurred Wednesday morning at 11:38 in Phelps County on Highway 68 about two miles south of St. James. According to the highway patrol report, a 2000 Ford F250 driven by 39-year old Kevin Backus of Macon was traveling westbound on highway 68 when it encountered a 2008 Chevrolet Impala driven by eastbound by 43-year old Angela Patterson of St. James. The Ford F-250 traveled off the right side of the roadway and Backus then over-corrected. The Ford F-250 then traveled across the centerline and struck the Chevrolet Impala. Both vehicles came to rest off the roadway. Patterson and a passenger in the Chevrolet, 40-year old Robert Skouby of St. James both suffered moderate injuries while Backes suffered minor injuries and all were transported by the St. James ambulance to the Phelps County Regional Medical Center. No one was wearing a seat restraint at the time of the accident. The Ford F-250 sustained extensive damage while the Chevrolet Impala was totaled. Both vehicles were removed from the scene by Spurgeon’s Towing. The highway patrol was assisted by the St. James Fire Department and ambulance.

An accident occurred at 12:44 on the afternoon of Thursday, June 9th on Highway 32 at Carty Street in Salem. According to the Salem Police report, a 2010 Subaru Forester driven by Curtis Carle of Salem and a 2015 Chevrolet Cruze driven by Tekuila Richardson of Salem were both westbound on Highway 32 and came to a complete stop in traffic. A westbound 2016 Kia Sorento driven by Keith Mahurin of Salem, failed to come to a stop and made contact with the Chevrolet which caused the Chevrolet to make contact with the Subaru. Mahurin and Carle sustained no apparent injuries while Richardson showed the officer her lip that had a cut on the inside and stated that she would drive herself to the hospital to be checked out. The Subaru Forester, Chevrolet Cruze and the Kia Sorento all sustained minor damage.

The Artist in the Woods exhibit at the Ozark Natural and Cultural Resource Center (ONCRC) at 202 South Main in Salem will open this Friday and will be open until Friday, July 22nd. This exhibit is sponsored by the Spring Creek Artisans of Salem and the Current River Artists of Licking. A host of talented individuals who are skilled in wood carving, quilting, pottery, basket weaving, engraving, fine arts and other time honored skills are on display. The exhibit is free to the public and open Monday through Friday from 9:00 am to 5:00 pm and Saturdays from 9:00 am to 1:00 pm. For more information call the ONCRC at 729-0029.

After squandering leads in the ninth and 10th, Alcides Escobar dropped an RBI double along the right-field foul line to send the Royals to a 3-2 win over the Cardinals in 12 innings on Wednesday night. The extra-innings victory, Kansas City's fourth of the season, helped the Royals regain the edge in the I-70 Series. The Cardinals play the Royals tonight at 6:15. You can hear the game on KSMO Radio today starting at 5:20 with the pre-game show.

Celebration of Life service for Louama Bingham of Salem, age 94, will be held Friday at 1:00 at the Wilson Mortuary in Salem. Visitation will be from 11:00 until service time. Interment will be in the Cedar Grove Cemetery. Memorials may be given to the Salem Public Library or a charity of choice.

Funeral services for Paul Elisha Brooks of Salem, age 84, will be held Saturday at 12:00 at the Wilson Mortuary in Salem. Visitation will be from 10:00 until service time. Interment will be in the Cedar Grove Cemetery with Full Military Honors. Memorials may be given to the First Baptist Church Youth Group.

Celebration of Life service for Bonnie Lu Thomas of Salem, age 64, will be held Saturday at 12:00 at the Wilson Family Center. Memorials may be given in lieu of flowers to the American Heart Foundation. All arrangements under the direction of the Wilson Mortuary in Salem.
