The search for Weston Kinsey of Bunker continues after a shooting occurred in Bunker Monday morning. Reynolds County Sheriff Tom Volner reports a warrant has been issued for the 28-year old Kinsey from Springfield, who is the main suspect in the shooting. The Reynolds County Sheriff's Department was dispatched to a house near Reynolds County Road 914 around 2:00 Monday morning after receiving a report of multiple shots being fired. Upon arriving at the scene, authorities found a male suspect, 51-year old Jeffery Parker, on the ground who had been shot multiple times. He was airlifted to St. Louis. Volner said investigators did recover the weapon used in the alleged crime. However, he said Kinsey should still be considered armed and dangerous. Kinsey is facing charges for assault, armed criminal action and felony possession of a firearm. Anyone who may come in contact with Kinsey is asked not to approach him and to call law enforcement. If anyone has any information about the shooting or about where Kinsey may be, please contact the Reynolds County Sheriff's Department at (573) 648-2491, your local law enforcement agency or by calling 9-1-1.

The Drug Enforcement Agency will hold their "Drug Take Back" program again this Saturday. The Salem Police Department will be participating in the program from 10:00 AM to 2:00 PM at Salem Police Department at 500 North Jackson Street. Anyone may drop off unused, out of date, unwanted/unneeded drugs that they want disposed of. The drugs will be disposed of safely by professionals in an environmentally friendly manner. The Dent County Sheriff's Department has received a medication disposal box. This allows the public to stop by anytime to drop off any unused medication. The disposal box gives the community the opportunity to dispose of medication at any time without needing to wait. This will get the medication out of your homes when it is not needed. Please do not drop any biohazard materials or syringes. The box is located in the lobby at the Dent County Sheriff's Office at 112 East 5th Street and is available 24 hours a day, seven days a week.

At a regular board meeting of the Salem R-80 School District Board of Education on April 14th, a refunding bond resolution was approved that established a final terms committee for the purpose of setting the final interest rates on the refunding bonds. That committee was comprised of Board President Dr. Bernie Sirois, R-80 Superintendent John McColloch and Larry J. Hart, President and CEO of L.J. Hart & Company. On Monday, April 25th, the final terms committee agreed to lock in the interest rates for the $3,900,000 General Obligation Refunding Bonds at an average interest rate of 2.13%, compared to the Series 2013 Bonds which carry an average interest rate of about 4.07%. The final rates are less than the previously projected level of 2.35% and resulted in another $102,815 of interest savings. The District reduces the future interest expense by $511,592 over the remaining seventeen years of the bonds as the Refunding Bond principal payments are nearly identical to those of the Series 2013 Bonds. The Series 2016 Refunding Bonds were offered to local investors as part of the L.J. Hart & Company marketing process with great success as Town and Country Bank, Progressive Ozark Bank and the Bank of Salem each respectively purchased amounts of $725,000, $690,000 and $470,000 for a total of $1,885,000. Brad M. Wegman, Assistant Vice President with L.J. Hart & Company, prepared the refunding proposal. He explained how this can fit into the long range plans of the District and mentioned the three significant factors making the Series 2016 refunding possible were the lower interest rates than in 2013, the fact that the Series 2013 Bonds are subject to prepayment on March 1, 2018 at no penalty, and the District’s ability to participate in the State of Missouri’s Direct Deposit Program. This program makes it possible for the District to receive a “AA+” rating from Standard & Poor’s Corporation on the refunding bonds. The refunding bond proceeds are deposited into an escrow account which consists of U.S. Treasury Securities and will pay the interest on the refunding bonds through March 1, 2018.  The closing for the Series 2016 Refunding Bond issue is to occur on May 31, 2016 with the prepayment of the Series 2013 Bonds taking place on March 1, 2018. The legal documents to complete the issuance of the bonds were prepared by John W. Brickler, Esq. of Spencer Fane LLP in its role as bond counsel for the District.
