The Salem Board of Aldermen met Monday night at the city hall council chamber. City Administrator Ray Walden presented a request from the Current River Cruisers to seek permission to close the streets around the courthouse for their annual car show on June 18. Their request was approved. In unfinished business, City Attorney William Camm Seay presented a Release of Liability document that will be used at the Salem Community Center @ the Armory to allow for alcohol to be served at events at the facility. This document will release the City and Healthy Dent County from all liability regarding misuse of alcohol or consequential damages caused during the term of the rental. Healthy Dent County will be responsible for ensuring that all events have the proper permits and licenses at the time of facility rental. Alderman Molly Zettel reported the Utility Committee meeting held prior to the Alderman meeting. The committee discussed trailer court, apartment and hotel unit charges; auditing gallons of water pumped vs. gallons billed; and auditing electric power purchased vs. billed. These issues were postponed to get additional data after the rate increases have been in effect for a year. They also discussed automatic rate increases of 3% each year and will investigate the current ordinance wordings to see if this can be done annually, or just when the supplier initiates an increase. Park and Recreation Director Tye Lydon reported on the March 16th Park Board meeting. There were 172 kids signed up for the spring soccer league. The t-ball, baseball and softball league will run the month of June and July. Saturday, May 14th will be a community Summer Kick-Off event at the City Park, Senior Games will be held in May and an adult co-ed kickball league will be held on Thursdays in May. The bathrooms at the park and Al Brown Fields will be opened this week. The park board discussed building a pavilion near the new playground structure and placing memorial benches around the structure. City Administrator Ray Walden reported that he has met with the County Commissioners regarding funding for the fireworks and that a fund will be established with the Dent County Community Foundation of the Ozarks to allow for citizens to donate to the fund. The recipients of the Growth in Rural Ozarks economic development grant will be announced on April 22nd.  There will be an Economic Development workshop at SBU on April 12th, a Finance Committee meeting on April 12th at 6 pm at the Armory, a Customer Service Training on April 15th at the Armory, a public hearing regarding the sewer rate for Heartland Metal on April 18th and the MS&T Project Management class students projects presentation and dinner on April 19th at the Salem Community Center @ the Armory.  Mayor Tune presented a proclamation for National Service Recognition Day to Ben Latimer, AmeriCorps volunteer and Suzanne Till, AmeriCorps Vista volunteer. Tune reported that he has recently met with Salem Initiative members and other community members regarding filling the vacant Economic Development Director position. He supports filling this position with specific goals in place.  He asked for a vote on whether to fund this position by hiring a local person, during the next fiscal year. The Aldermen did not want to vote on the position at this time, instead they wanted to wait until after the election so the new members could take up the issue. The Board then went into closed session.
