The Dent County Commissioners met Monday for their regular meeting at the courthouse. In the road report, District 1 Commissioner Dennis Purcell stated materials would be added and grading done on Dent County Roads 6350 and 6490. He also indicated only grading would be done on county roads 5525 and 6255 while brush would be cut on county road 4280. In District 2, Commissioner Gary Larson reported grading would be done on Dent County Roads 2330 and 5260 while materials would be added and grading done on county road 4050. Presiding Commissioner Darrell Skiles read to the commissioners a Proclamation for National Service Recognition Day that is to be held April 5th. Sarah Hultine-Massengale from the Dent County Extension and Ben Latimer from Americorp attended the meeting representing the proclamation. The commissioners approved the Proclamation by a 3-0 vote. Skiles said the Proclamation is a way to say “thank you” to those who serve and find ways to give back to their communities. It was also announced the Road and Bridge Department will put out for chip and seal bids and those bids are due back on April 18th at 10:00 in the morning. At 10:00, superintendents or representatives from all Dent County schools were in attendance to discuss the county looking into a FEMA Hazard Mitigation plan. Dent County is the only county in the State of Missouri that is not in the plan. The county had a public hearing back in October of 2006 concerning the Federal Hazard Mitigation Plan at the Salem City Hall Auditorium and a large number of people attended with a number of concerns that could not answered to their satisfaction by Will Roberts who was supposed to be well versed in FEMA codes. It was just a few days later that in a combined meeting with the Salem Board of Aldermen that both the commission and city agreed not to adopt the plan. Oak Hill R-1 Superintendent Deron Gibbs explained the state of Missouri received FEMA funds from a state of emergency declared for flooding from December 23rd of 2015 through January 9th of 2016. Gibbs said 20% of the money from the total amount of the emergency funds is put into a pool to be used for low water crossing repairs, tornado safe rooms and other flood related matters. Since Dent County is not part of the FEMA Hazard Mitigation Plan, the local school districts do not have the ability to apply for these funds to create Tornado Safe Rooms. Gibbs said his R-1 Board of Education and Kevin Prugh from Green Forest R-2 have adopted resolutions to ask the county to look creating a plan. Northwood R-4 and Salem R-80 Boards will discuss resolutions at their next meetings while a Dent-Phelps R-3 representative said this was a county issue, but they do not want to impede any district from applying for these funds. Commissioner Darrell Skiles said local financial institutions did not want Dent County to be a part of the plan if it meant property in Dent County would fall under the National Flood Insurance Program. Skiles was told by MRPC representative Tammy Snodgrass that she did not believe the county had to be in that program to have a plan. The actual dollar cost would be about $3,600 to the county to have a plan created and the plan would have to be renewed every five years at a cost to the county. He said the process to get a plan completed would take about a year. Skiles did feel it was not right for a government agency to dangle money in front of school districts and tell them they could have access to it IF they can get the county government to adopt a federal plan. The Commissioners agreed they would look into doing a plan very carefully after doing more research, but it would be one written so as not to infringe on citizens private property rights and meet the concerns of the citizens of Dent County. The next meeting of the Dent County Commissioners will be Thursday at 9:00 at the courthouse and the meeting is open to the public.
