The City of Salem Board of Aldermen met Monday night for their regular meeting at the city hall council chambers. The board approved the request by Randy League of the Midwest Blues Oval Club to close the streets around the courthouse square and also 4th Street from Highway 19 to Washington on September 10th for a car show, and they approved to let John Stagner meet with the employees to discuss the Legal Shield identity theft program. Sherry Lea and Kim Shelton from the Salem Community Center@ the Armory asked the city to allow the use of alcohol at special events at the Salem Community Center, but they wanted to see if their insurance would cover that liability before approving their request. In bids, the board approved the bid from Town & Country Bank for 1.79% interest plus a $200 document fee and $27 title fee for the lease purchase of a 2016 Ford F-150 for $26,120 and a 2016 Ford Explorer for $26,210. The financing will be over 3 years for a total amount of $46,930. The board discussed replacing a faulty soft starter for well #2 that was based upon a recommendation by Tim Ciccero from Vandeventer Engineering of Fenton, but the board wanted assurances from whoever installed the starter that it would correct the problem with the well. Water and Sewer Department Supervisor Jack Emory was to talk to the two bidders. The board approved the purchase and installation of a powder coated steel picket rail around the concrete slab at the city park that houses the new playground equipment and the wheel chair ramp to the playground from Small Wood Pipe and Steel, Inc. of St. James for $7,961.50. City Attorney William Camm Seay said the Planning and Zoning Commission tabled the request from Midnight Hookers Repossession Services to have an in-home business at 101 North Warfel until they find a place in the county where the vehicles could be taken plus meet some other requirements; and Alderwoman Molly Zettel gave her report on the utility committee meeting. The utility committee recommended lowering the water rate for Heartland Metal from $.003 per 1,000 gallons to $.002 per 1,000 gallons and the board approved that recommendation. This will also affect their sewer rate so a public hearing will be held on April 18th to reduce those rates. Zettel also said the committee agreed to create budget billing for customers in good standing where their utility bill would be averaged over a 12 month period with a 2% recapture adjustment added in. She also said the city billing cycle would be changed and instead of ending on 27th of the month, the billing cycle would now end on the 5th of the following month to allow people who get their checks at the beginning of the month to pay their bills without getting disconnected and having to pay reconnection fees. The utility committee will have another meeting on April 4th at 6:00. City of Salem Parks and Recreation Director Tye Lydon requested the board approve a new policy on physical contact during sporting activities as well as verbal threats that can remove a participant from playing. Lydon said this policy would be a blanket policy for all sports. The board approved his new policy. City Administrator Ray Walden reported there is an Economic Development Grant that is being funded by the Community Foundation of the Ozarks that will provide economic development services to three communities that comes to $100,000 worth of service for three years. Walden said that the county is on board as well as the Salem Initiative group and others to apply for this grant. The city or all the local entities would have to commit to putting up a total of $5,000 if the grant goes to Salem. The board approved pursuing the grant. The board approved Bill #3311 to adopt a video conference meeting policy for the board of aldermen, and they approved Resolution 2-2016 that allows the City of Salem to apply for Small Community Engineering Assistance Grant for the wastewater treatment plant project the city will have to do. The board then approved the purchase of pipe and coupling from G & C Supply for $4,878 and valves and hydrants from Imco Supply for $8,691.30 that are used in the replacement of 2 inch water lines with 6 inch water lines. The board then went into closed session.

The deadline has been extended to sign up for the University of Missouri Extension’s 2016 East Central Missouri Cattlemen’s Bus Tour that will be held on March 17th through the 19th. This tour will feature a variety of educational tour stops on different segments of the beef and agricultural industries. The tour departs on March 17th from Rolla with pick-up’s in Vienna and Fulton. Tour stops will include Musgrave Angus in Griggsville, IL, the University of Illinois Orr Beef Research Center in Perry IL, the Tyson Fresh Meats Beef Packing Facility in Joslin, IL, the John Deere Harvester Works in Moline, IL, the Drebes Farm in Monroe City, MO, and the Linnenbringer Farms in Hatton, MO. The cost for the tour, which includes all the transportation, lodging, fees, and the majority of meals, is $675 per couple (double occupancy hotel room) or $475 per single (single occupancy hotel room). The new deadline to register for the tour is this Friday, March 11th. The SCA Conference meeting to determine the All-SCA Conference for boys and girls was held Monday night. For the boys, Kobe Mead was named to the All-SCA 1st team, Antonio Quick was picked for the All-SCA 2nd Team and Logan Woolf was named to the All SCA Honorable Mention team. For the SCA Champion Lady Tigers, Salem Coach Jake Reardon was named Coach of the Year, Payton Curley was named to the All-SCA 1st Team, Baylee Bilyou was picked for the All-SCA 2nd Team, and Kari Hatridge was named to the All-SCA Honorable Mention Team. Payton Curley was also named the 2015-2016 SCA Most Valuable Player!! Congratulations to all those saluted by the SCA Conference for their fine play.

Aledmys Diaz went 4-4 including two doubles and drove in two runs, and Anthony Garcia smacked a two run homer as the St. Louis Cardinals beat the Minnesota Twins, 5-3 in the Grapefruit League play Tuesday. The Cardinals are now 4-2 in pre-season play and they will face the Miami Marlins today.

Royals starter Edinson Volquez did not allow a hit in three scoreless innings and pair of Kansas City home runs helped the Royals claim a 3-2 victory over the Rockies at Surprise Stadium on Tuesday. The Royals will have split squad action again today as they will play Seattle and also Milwaukee.

The St. Louis Blues will host the Chicago Blackhawks tonight in a big Central Division game. The Blues are two points behind Chicago for first place. You can hear the game on KSMO starting at 6:30. 

The Salem High School Winter Sports banquet will be held Thursday night at 6:30 at the Salem High School Cafeteria. The banquet will salute the boys and girls basketball teams as well as the cheerleaders.

Funeral services for Judy Diane Green of Steelville, age 65, will be held Friday at 11:00 at the Britton-Bennett Funeral Home in Steelville. Visitation will be Thursday from 5:00 to 8:00. Inurnment will be at a later date at the Davisville Cemetery. Memorials may be given to the Missouri Society for the Blind in care of the Britton-Bennett Funeral Home in Steelville.

Funeral services for Richard Payne of Moscow Mills, MO., age 47, will be held Saturday morning at 10:00 at the Grace Community Church in Salem. Visitation will be held from 5:00 to 7:00 Friday at the church. Interment will be in the Empire Cemetery. Memorials may be made to the continued care of Lilly Mae and Macey Lynn Payne. All arrangements are under the direction of the James and Gahr Mortuary in Salem.

Funeral services for Francis Flint of Salem, age 78, will be held Saturday morning at 11:00 at the Dent County Memorial Chapel. Visitation will be held from 4:00 to 7:00 Friday. Interment will be in the Cedar Grove Cemetery. All arrangements are under the direction of the James and Gahr Mortuary.

Funeral services for Scotti Mitchell of Cherryville, age 57, will be held Saturday at 1:00 at the McSpadden Funeral Home in Bunker. Visitation will from 10:00 until service time. Interment will be in the Boss Cemetery. Memorials may be made to the McSpadden Funeral Home for funeral expenses or the American Diabetes Association.

Funeral services for Mr. David Lee Colonius of St. Louis, age 31, will be held Saturday at 2:00 at the Fox Funeral Home in Licking. Visitation will be from 1:00 until service time.
