The Salem Board of Aldermen met Monday night at the city hall council chambers for their regular meeting after holding a public hearing on water and sewer rates. City Administrator Ray Walden presented the proposed rates at the hearing. The proposed water rates for businesses (including manufacturing) and residences in the city limits include a $6.00 base with a $2.70 volume rate charge for every 1,000 gallons of water. The Heartland Metal rate would be a base of $6.00 plus a $2.00 per thousand gallons water volume charge. For businesses and residences outside the city limits that use city water, the base rate is $12.00 with a volume rate charge of $3.70 per 1,000 gallons of water. The proposed sewer rates for homes and businesses within the city limits is a $6.00 base with a $3.00 per 1,000 gallon volume charge, while business and homes outside the city limits would have a base of $12.00 with a $3.00 per 1,000 gallon volume charge. Flat use units like trailers and apartments, and hotels and motels in the city would pay a base charge of $6.00 with a $3.00 per 1,000 gallon volume charge, but no per unit or room charge. For those who are on city sewer but do not use city water, there would be a flat fee of $15.00. According to Walden, the proposed rates would provide $114,500 in revenue over the 2014 water charges and revenues for sewer charges would exceed the 2014 charges by $250,000. After the hearing, the board approved the proposed rates and they would take effect July 1st. There was some discussion that the $15.00 charge for those who are not on city water but use the city sewer was too low, but another public hearing would have to be held to change that rate. There were only eight accounts of this type according to Walden. Administrator Walden reported the city swimming pool opened on time for Memorial Day and vending machines have been delivered to the pool at no cost to the city that will generate income for the Park and Recreation Department. There were 5,396 people utilized the facility at the Salem Community Center at the Armory in May. The board will hold a Capital Improvement Committee meeting on June 8th, and the board rescheduled the June 15th meeting for June 16th at 7:00. Mayor J.J. Tune said Park Street will be a priority in getting paved in the next few weeks, while street sweeping needs to be done all over town. He mentioned that there were some complaints still on McArthur and Walden said he would check with MoDOT what can be done. The board approved to have an ordinance prepared allowing videoconferencing, mostly in an emergency situation, in accordance with Missouri law. The board then went into closed session.
