The first long weekend of summer will be here soon. Memorial Day weekend is an opportunity to enjoy visiting family or friends, go to one of Missouri’s lakes, or enjoy any number of recreation opportunities in our state. It is also an opportunity to put safety first. Be aware of construction along your route, pay attention while you are driving, and buckle up. If alcohol is part of your holiday, make sure driving a vehicle or a vessel is not. If you are planning time on or near the water, make sure you wear a life jacket. The Patrol will be participating in Operation C.A.R.E. (Combined Accident Reduction Effort) during the long holiday weekend. This means every available officer will be on the road enforcing traffic laws and assisting motorists. In addition, the Patrol will assign troopers to 20-mile intervals along Interstates 29, 44, 55, and 70, and U.S. Highways 60 and 61 on May 22, 2015 and May 25, 2015. Troopers taking part in the 20-Mile Trooper enforcement project will be alert for all traffic offenses, and be especially vigilant to aggressive driving violations. Motorists or boaters in need of assistance or who want to report a crime should use the Highway Patrol's Emergency Assistance number 1-800-525-5555 or *55 on a cellular phone. For road condition reports, travelers can visit our web site at www.mshp.dps.mo.gov and click on the Road Condition icon to view road construction areas throughout the state or call 1-888-275-6636. Over the 2014 Memorial Day holiday weekend, nine people died and 407 were injured in 946 traffic crashes. Last year, 146 persons were arrested for DWI. This year's fatality counting period for the holiday weekend begins at 6:00 pm, Friday, May 22nd, and ends at 11:59 pm, Monday, May 25th. Troopers will focus their attention on seat belt use, use of child safety seats, intoxicated drivers, and speed violations. Motorists are encouraged to be safe and courteous drivers. Speed, inattention, and impaired driving are leading causes of traffic crashes. Please do your part. Obey all traffic laws and buckle up. The Memorial Day weekend is also an unofficial start to the boating season. During the 2014 Memorial Day weekend, there were seven boating crashes which included two injuries; no one drowned over last year’s holiday weekend. Troopers arrested 20 people for boating while intoxicated. Boating is a great pastime and troopers want everyone to enjoy themselves. Please be courteous to others on the water, wear a lifejacket, and obey the law regarding safe operation of a vessel and no wake zones. Never operate a boat while you are impaired; never ride with an impaired operator.

An accident occurred at 3:20 in the afternoon on Tuesday, May 12th on Highway 19 at Rubinstein in Salem. According to the Salem Police report, a 1997 Chevrolet 1500 driven by Moriah Cramer of Salem was traveling south on highway 19. Cramer failed to see a 2014 Chevrolet Spark driven by Beverly Sieg of Salem that was also southbound on highway 19 approaching Rubinstein, attempting to make a left turn and made contact with the Chevrolet Spark. No injuries were reported. Both vehicles were removed prior to the officer’s arrival. The Chevrolet 1500 sustained minor damage while the Chevrolet Spark sustained moderate damage.

The Missouri Department of Natural Resources has approved Doe Runs Buick Resource Recycling Facility, LLC’s request, for a Class 2 Permit Modification request, that was dated February 3, 2015, with a conditional schedule of compliance. The request was to change the conveyance system between the receiving dock and the battery shredder for battery transport at the Boss location. The modification request also included adding three “less than 90-day” storage tanks for the treatment and storage of sulfuric acid and lead sulfate paste inside the BSN (Breaker, Separation and Neutralization) building. Within 60 calendar days, Buick must submit an updated drawing of the BSN building, that identifies the layout of the battery shredder and the ancillary conveyance system and equipment as well as the locations of the three new, and one existing, 90-day storage tanks. Buick must submit a report detailing the closure activities and final disposition of the removed wall (between the battery receiving area and the palletized storage area) and the old conveyor system. Buick must also submit an assessment and certification by a qualified professional engineer that the existing and installed tank systems meet the tank requirements of Code of State Regulations, which incorporates and modifies Code of Federal Regulations. Finally, Buick must submit an updated inspection checklist for the BSN building that includes the added 90-day storage/treatment tanks and ancillary conveyance equipment. Any parties adversely affected or aggrieved by the department’s decision to approve the proposed modifications or specific conditions of the modifications may be entitled to pursue an appeal before the Administrative Hearing Commission by May 31, 2015. Appeals must be sent to the Administrative Hearing Commission, Truman State Office Building, Room 640, 301 West High Street, P.O. Box 1557 Jefferson City, MO 65102 or they can be faxed to (573) 751-5018. A copy of the petition must also to be provided to Mr. David Lamb, Director, Missouri Department of Natural Resources, Hazardous Waste Program, P.O. Box 176, Jefferson City, MO 65102-0176 or faxed to (573) 751-7869.
