The Salem Board of Aldermen held their regular meeting at the City Hall Council Chambers Monday night. At the meeting, the board heard from Renee Keaton, the City Clerk of Licking, who presented City Clerk Mary Happel with a plaque recognizing her fine work as the city clerk for Salem. The board postponed discussing the cleanup at 817 East Gibbs Street at the request of City Attorney William Camm Seay who hadn’t reviewed the file in time for the meeting. Mayor Gary Brown reported that sales tax revenue for the calendar year 2013 was down about $48,000 or about 5% from last year which was a record setting year for sales tax revenue. City Administrator Clayton Lucas reported the first Law Enforcement Academy at the Salem Community Center at the Armory graduated 13 students and a second class will be held starting with interviews on January 2^nd. He also said that the city as part of their partnership with the Council For a Healthy Dent County received an honorary brick from the brick paver program that benefits the new Salem Community Center at the Armory. The bricks are being sold for $200 each to help raise funds to improve the facility. Lucas went on to say the transaction amount at the Salem Airport Fuel Pump has been increased to $300 so that pilots do not have to make a number of smaller purchases to fill their tank. Mayor Brown reported that with the help of Economic Development Director Ray Walden, the roads in the cemetery now have new street names referring to trees that will help people locate grave markers. Mayor Brown thanked interim Street Superintendent Gary Glenn and the entire street department for their work in getting the streets passable after the storms. Brown also read a “thank you letter from the city to KSMO Radio for providing Duracell Batteries in the “Save a Life” program that helped to collect over 200 cans of food that will be donated to local food banks. Brown went on to recommend that long time city employee Gary Glenn be named the new Street Superintendent replacing Ben Bryson who retired and the board approved the appointment. The board approved the bill from Asphalt Products, Inc. for cold asphalt mix to pave Park Street for the winter at a cost of $3,330.36, and the board approved the bill from Erb Equipment for repairs to the John Deere back hoe at a cost of $5,806.64. The meeting was then adjourned.

The Dent County Sheriff's Office, City of Salem Police Department, and the Salem Community Center @ the Armory announced they will be hosting a basic law enforcement training academy starting January 16, 2014 at the Salem Community Center @ the Armory. This will be the second academy held in Salem. The first class recently graduated 13 officers. The Academy will be a 700-hour course that will qualify graduates with a Class A peace officer license in Missouri. The class will meet Tuesday and Thursday nights from 6-10 pm as well as Saturdays from 8 am-5 pm and some Sundays. This is an eleven-month program with a maximum of 30 students and a graduation being held in December 2014. Sergeant Lenny Pabin, Dent County Sheriff’s Office, will serve as the coordinator for this academy. The Missouri Sheriffs’ Association Training Academy meets and exceeds the State of Missouri’s minimum basic training requirement for peace officer certification. Graduates will be certified in several areas from report writing to arrest procedures, intake booking to inmate supervision. Driving instruction courses will be held at the Salem airport and firearms training will be held at the newly completed firing range. The Missouri Sheriffs' Association Training Academy (MSATA) plays a vital role in the training and education of law enforcement and emergency services professionals statewide. The Salem Police Department released their reports. On Saturday, November 30^th at 7:03 at night, an officer was dispatched to a residence in the 800 block of East Ellis to assist the Division of Family Services with a hotline investigation. During the investigation it was discovered that a 26-year old Salem female had an active arrest warrant from the City of Salem. She was taken into custody on the warrant and later released with a new court date after posting bond. On Sunday, December 1^st at 10:17 in the evening, an officer was detailed to a traffic accident. The investigation led to the arrest of a 39-year old Lebanon male for driving while intoxicated and for an active felony Probation and Parole arrest warrant from Laclede County. He was issued a summons to appear in court and incarcerated pending extradition. On Monday, December 2^nd at 1:52 in the afternoon, an officer was dispatched to Highway 32 West near the Al Brown Complex in reference to a subject staggering out in front of traffic. That investigation led to the arrest of a 48-year old Salem male for an open container.  He was issued a summons to appear in court and incarcerated on a 12-hour hold.
