The Salem Board of Aldermen held their regular meeting Monday night at the City Hall Council Chambers. Alderman Jerry Randell was not present due to his illness. Street Superintendent Benny Bryson said that there were three bids received for 4,500 gallons of LL100 aviation fuel. The board approved the lowest bid from Negler Oil out of Springfield, Missouri for $4.37 per gallon that includes taxes, delivery and inspections. City Administrator Clayton Lucas stated that four bids were received for the demolition of the building at 1201 South McArthur that included all wood, brick and concrete. The lowest demolition bid was received from Dave Grammar of South Carolina for $5,230 that the board approved, and they also approved that the driveways may remain and not be removed. Lucas then discussed the clarifier painting done by the city crews where the cost of materials came in at $8,477.67 and the cost of the city labor was $4,337.04 totaling $12,814.71. The original estimate to paint one clarifier was $24,000. He stated that the cost savings of the city painting all three clarifiers would total $46,566.99. He recommended that the workers paint another clarifier in the spring and the third next fall. The weirs are currently being constructed and the anticipated total cost of the project with city labor is $66,983 compared to the $115,000 it would have cost if contracted out. Lucas said that Charles Wilcox had contacted him about renting out the old middle school gym and City Attorney William Camm Seay recommended that the city not rent it out due to the condition of the building. Mayor Gary Brown reported that the city was awarded the cost-share project with MoDOT for the reworking of Route J from Highway 32-72 to Highway 72 in 2014 that will cost over $1 million dollars. He said that the city would need to do the work on the water lines, sewer lines and manholes to get them ready for this project. He said that on November 14th, Integrity Engineering, Cahill Construction, and DNR went over the runoff water project off 3rd Street. There were some minor problems that will need to addressed before it is completed. Brown said that city workers would be installing the Christmas decorations starting on Monday, November 26th. Brown said the stats for the Salem TCRC from October indicated 1,123 people used the facility and 1,416 people attended the fitness center. The destruction of the old police records was postponed, and City Attorney Seay said that House Bill 1402 changes the definition of “recreational off-highway vehicles” and allows them to be driven within three miles of a person’s residence. The law does allow cities and counties to issue a permit for $15 for them to be used and Seay recommends that the ordinance also include proof of license, registration and insurance, and that a safety flag will be attached to the vehicle. The board approved his recommendation for a new ordinance that will be reviewed at the next meeting. The board then went into closed session for litigation and personnel.
The Salem Area Chamber of Commerce and the City of Salem invites individuals, businesses and organizations to participate in the 2012 Christmas Parade of Lights on Saturday, December 1st. This year’s theme is “TOYLAND CHRISTMAS”, and parade starts at 5:30 PM. The parade route runs from the old fairgrounds (corner of South Grand & Franklin) to the Dent County Courthouse. A $100 prize goes to winner of the Commercial category and Non-Commercial category. No ATV’s are allowed in the parade. The Salem Police Department has released several reports. On Friday, November 9th at 11:00 in the morning an officer was dispatched to a residence in the 100 block of North Water in reference to an assault. The investigation revealed that a 41-year old Salem male had assaulted a 28-year old Salem male with a metal ball bat and bit part of the victim’s ear off. The suspect was than arrested and incarcerated pending the application for warrants. The victim was treated and released at Salem Memorial District Hospital. On Saturday, November 10th at 5:04 in the evening, an officer observed a 23-year old male driving a tan 2001 Pontiac minivan swerve towards several juveniles walking on the sidewalk near Warfel and Dent. The officer conducted a traffic stop and during the investigation found that he intentionally swerved at the juveniles putting them in apprehension of danger and or injury for the purpose of causing fear. He was placed under arrest for assault and careless and imprudent driving. Later that evening at 5:59, an officer was dispatched to Walmart in reference to shoplifting. That investigation led to the arrest of a 21-year old Salem female and a 36-year old St. James female for stealing merchandise. They were issued a summons to appear in court and released. Later on that night at 7:19, officers of the Salem Police Department along with the Highway Patrol executed a search warrant at a residence in the 800 block of North Washington. Results of the search led to the arrest of a 17-year old Salem male for possession of opiates. He was incarcerated pending the application for warrants. On Monday, November 12th at 7:15 in the morning, an officer was dispatched to Village Gallery located on Carnett Industrial Drive in reference to a theft from a vehicle. That investigation revealed that someone took four wheels and tires, valued at $1,689.28, off of a 1997 Ford Mustang parked in the lot. The Salem Tiger and Lady Tiger basketball teams will open up their season on Saturday as they will play Northwest at the Rolla High School. Tip-off is set for noon and Varsity and JV for both teams will play.
The Missouri Tiger basketball team will be playing in the Battle 4 Atlantis Tournament Thursday through Saturday in the Bahamas. Missouri will play Stanford in the first round on Thursday at 11:30, with other game times to be determined by wins and loses. You can hear all three Mizzou games on KSMO Radio.
The Missouri Tiger football team will be in College Station to take on 9th ranked Texas A&M on Saturday. Missouri is 5-6 on the year and you can hear that game on KSMO Radio, starting with the pre-game show at 5:00.
The Kansas City Chiefs will host the Denver Broncos at noon on Sunday. The St. Louis Rams will be in Arizona to face the Cardinals on Sunday at 3:25. The Rams are 3-6-1 while the Chiefs are 1-9 on the year.

Funeral services for Pearl W. McGrail of Salem, age 86, will be held Monday at noon at the Wilson Mortuary in Salem. Visitation will be from 10:30 until time of service. Interment will be in the Cedar Grove Cemetery.
Funeral services for Barbara Ann (Sinkora) Helm of Salem, age 70, will be held Monday night at 6:00 at the New Harmony Church. Visitation will be from 5:00 until time of service at the church. Memorials may be made to the family of Barbara Helm. All arrangements are under the direction of the Wilson Mortuary in Salem.
Funeral services for Marcel Dozier of Salem, age 52, will be held at a later date. All arrangements are under the direction of the James and Gahr Mortuary in Salem.
