The Salem Board of Aldermen held their regular meeting Monday night at the City Hall Council Chambers. At the meeting, the Board heard from Willis Stagner about the cemetery located off Lough Lane in the city limits, which belongs to the county. He was asking about a fence around the property and gates for access and Mayor Gary Brown said the city had chain link fence left over from Al Brown Field and gates available. The Board approved vacating portions of East Ellis Street that adjoins Salem Heating and Cooling and DJS Rental and providing a Quit-Claim Deed to Dan Salyer and Gale England. City Administrator Clayton Lucas discussed the reimbursement of the employee deductible from the Insurance Contingency Fund. This fund was originally set up for vehicle insurance years ago. He said that if in the unlikely event that every employee would use their deductible, it would cost the city $87,000 to cover the $1,500 deductible per employee. The city employee would still be responsible for the first $500. Lucas reported the city has anticipated revenues over expenses of $106,905 for the fiscal year 2013 so the Insurance Contingency Fund could be replenished in full. Alderman Haydn Powell asked if this reimbursement would be taxable to the employees and City Attorney William Camm Seay said that it would be. Lucas stated that he would inform the employees of this fact. The board approved reimbursing the employee deductible until the end of the current fiscal year, and they also approved allowing the Insurance Contingency Fund to be used for this purpose. Seay reported on the Planning and Zoning Commission meeting held prior to the Board meeting and said that the commission decided they wanted property owners to review the occupancy inspection requirements and submit written responses for those involved by February 1, 2014, so the commission could review those comments. Administrator Lucas told the aldermen about a meeting for taxing entities to be held on December 16th at 1:00 at SBU to discuss the mapping software the Dent County Assessor’s Office uses and that the city also used to update the city boundary map. A report was given by Lucas on the concessions this past year and the expenses were $11,536.08 while the revenues were $9,283.15 with over $2,000 of product left over. Alderman Kenny Nash suggested looking at contracting out the concessions next year and Lucas said the city could do that. Mayor Gary Brown reported that 70 pounds of drugs were turned in during the “Drug Take Back” day, and that the city would be putting up Christmas decorations next week. He said that the city would not appeal Judge Bernstein’s decision on the Phinneus case, and that a fire occurred Sunday at the Industrial Park that was put out quickly before it could spread to the east. The Board approved Resolution #17-2103 that allows the mayor to execute an agreement to lease and eventually purchase five new Dodge Chargers for the city police department. The board approved holding a Municipal Election on April 8, 2014 for the Mayor, East Ward Alderman and West Ward Alderman. Signup dates will be from Tuesday, December 17th at 8:00 in the morning and conclude on January 21st at 5:00 in the evening. The Board also approved leaving the salaries of the elected officials the same for the next election. Administrator Lucas presented to the board a final bill from City Attorney William Camm Seay of $3,812.50 for the Phinneus case and Seay said that an additional bill would be coming from Scott Killian for the appeal, but it would not be substantial. The board then voted to go into closed session.

The Salem Area Chamber of Commerce and the City of Salem invites individuals, businesses and organizations to participate in the 2013 Christmas Parade of Lights with this year’s theme being, “THE MUSIC & MAGIC OF CHRISTMAS”. The 2013 Christmas Parade of Lights will be held on Saturday, December 7th starting at 5:30 pm. The parade route will run from the old fairgrounds (corner of South Grand & Franklin) to the Dent County Courthouse. NO ATV’s are allowed in the parade. A $100 prize will go to the winner of the Commercial category float and Non-commercial category float. Entry forms are available at the Chamber Office located at 200 South Main or online at www.salemmo.com. Entry forms must be submitted by no later than November 26th. Hunters checked 61,446 deer during the opening weekend of the November Portion of Firearms Deer Season, in spite of awful weather conditions. The Missouri Department of Conservation says the slow start doesn’t diminish prospects for a normal deer harvest. The opening-weekend harvest was down 12 percent compared to 2012. Conservation Department biologists predicted that this year’s deer harvest would be smaller than last year’s, due to a smaller statewide deer population and acorn abundance. Last year’s opening-weekend harvest of 69,614 was the smallest opening-weekend harvest in more than 20 years. Yet, in spite of that slow start, hunters shot enough deer during the remainder of the firearms deer season to post the third-largest total deer harvest in Missouri history. Top harvest counties for the opening weekend were Howell with 1,278 deer checked, Texas with 1,275, and Oregon with 1,109.

Brenden Morrow scored a pair of goals to lead the St. Louis Blues to a 4-1 win over the Buffalo Sabres at First Niagara Center on Tuesday. Vladimir Tarasenko and Magnus Paajarvi also scored and Chris Stewart added a pair of assists for the Blues, winners in six of their last eight games. Jaroslav Halak made 23 saves in the win. The Blues will be in Boston on Thursday to face the Bruins and you can hear it on KSMO Radio starting with the pre-game show at 5:30.

The Kansas City Chiefs signed defensive end Kyle Love to a one-year contract on Tuesday and released defensive tackle Anthony Toribio. Love spent last season in New England, where he started 11 games and recorded 25 tackles and 1 1/2 sacks. Over three NFL seasons, all with the Patriots, the 27-year-old Love has racked up 65 tackles and 5 1/2 sacks in 41 games, including 25 starts.

Funeral services for Melvin L. Givens of Jadwin, age 77, will be held today at 1:00 at the Dent County Memorial Chapel. Interment will be in the Jadwin Cemetery.

Funeral services for Frank Pelikan of Rolla, age 81, will be held Thursday at 11:00 at the James and Gahr Mortuary in Rolla. Visitation will be Wednesday from 5:00 to 7:00. Interment will be in the Ozark Memorial Garden in Rolla. Memorials are suggested to the Disabled Veterans or NRA.

Funeral services for Harley Orin Turner of Vienna, formerly of Salem, age 71, will be held Friday at 1:00 at the Dent County Memorial Chapel. Visitation will be from 11:00 in the morning until service time Friday. Interment will be in the Rector Cemetery in Shannon County. Memorials may be made to the family.

Funeral services for Jo Ann Hillis of Salem, age 69, will be held Saturday at 11:00 at the James and Gahr Mortuary in Salem. Visitation will be Friday from 5:00 to 7:00. Interment will be in the Jadwin Cemetery.
