The City of Salem Board of Aldermen met Monday evening for their regular meeting following a public hearing to discuss the city’s past performance in sponsoring the Council for a Health Dent County’s 2013 renovation project of the Salem Community Center at the Armory using CDBG funds. Kristen DeLuca from Verkamp and Malone, CPA discussed the city’s annual audit with the board. She reported the city has $14,611,382 in total assets while they have only $1,010,146 in liabilities leaving a total net position for the city of $13,601,236. Over the year, DeLuca pointed out the city had a decrease in their Net position in governmental activities of $88,409 and another $225,218 in business type activities for a total decrease in Net position of $313,627. The city also had a net decrease in cash from all funds of $254,495. DeLuca reported the audit was performed under generally accepted accounting practices, that the city does a great job with the small staff they have to do the books but as an auditor, she has to note there needs to be more segregation of duties to serve as a check and balance, and the city needs to do a better job of reconciling bank accounts. She realizes that in 2012. New accounting software was implemented where there was two different general ledger systems were being used. She said that all reconciliation’s are now up to date. City Attorney William Camm Seay discussed the public hearing before the meeting and said after comments to the positive and negative were heard, the end result of the City’s involvement with the renovation project was successful as the city was able to use outside funds to help improve the facilities in the building making it a more useful structure. The board discussed the Salem Police patrol vehicle take home policy at length. Mayor Tune said he saw some instances of abuse by officers, but only one was ever discussed with the chief. City Clerk Mary Happel said it would be beneficial not to have all the vehicles in one area in case where the police department would be destroyed and none of the vehicles would be available. With the take home policy, officers can respond from the homes with their patrol vehicles. Unable to determine if there is any cost savings or additional costs, the board approved to continue the policy at this time by a 3-1 vote with Molly Zettel voting against the policy. Zettel reported on their utility committee meeting held on November 5th. She discussed creating a budget or late payment plan, accepting partial payments, creating an assistance program for people who could not pay, and discussed possibly extending the utility cutoff date. Zettel did not have any definitive plans or recommendations for the board and the entire discussion was general in nature. She said she was still waiting on the utility rate study for the water and sewer rates before determining how to implement or change any of these policies or ordinances. All current utility policies have been established by ordinances and any changes would also have to be by ordinance. Alderman Powell said any changes to the utility ordinances would need to benefit the city as a whole and not just benefit a selected group of citizens. The board approved setting the Municipal Election date of April 7th for the purpose of electing one West and one East Ward Aldermen. Signups will be held from Tuesday, December 16th at 8:00 AM until January 20th at 5:00 PM. There is a $25 filing fee required, you must be 21 years of age to sign up, you must have lived in the ward you are filing for at least one year, and all your personal property and real estate taxes must be paid. For more information, call the city clerk at 729-5211.The meeting was then adjourned.
