An accident happened Monday night at 9:00 on Highway 63 about five miles north of Vichy that took the life of a woman from Rolla. According to the highway patrol report, 36-year old Rebekah Haslett of Rolla was driving a 2005 Ford Focus southbound when she traveled off the right side of the roadway and struck a rock bluff. The Ford Focus overturned, ejecting Haslett who was not wearing a seat restraint. Maries County Coroner Leo Kloepel pronounced Haslett dead at the scene at 10:00 Monday night. Her body was released to the Maries County Coroner. The Focus was totaled in the accident and removed from the scene by C&C Towing and taken to their lot.

On Tuesday, November 5^th at approximately 12:36 in the morning, officers were detailed to Grace Community Church in reference to a burglary in progress. Officers responded to the call and observed three suspects exiting the Church. After a foot pursuit, an 18- year old male and two 17-year old females all of Salem, Missouri were taken into custody for burglary and property damage. At a later time, it was found that a burglary, property damage and theft had occurred at First Baptist Church and Salem Pentecostal Church of God as well. The suspects were incarcerated pending further investigation and the application for warrants.  The exact value of property damage and thefts at this time are unknown.

The Salem Board of Aldermen held their regular meeting at the City Hall Council Chambers Monday night. At the meeting, Park Board President S.N. Ball brought in a proposal for the city aldermen to review to hold baseball and softball tournaments at the city park fields that included advertising the tournament, how teams can register for the tournament, logistics on age groups, schedules and personnel and other needs such as concessions, trophies and more. The board will forward the information on to Parks and Recreation Director Greg Nash for him to review. City Administrator Clayton Lucas talked with the board about helping to cover the $2,000 deductible for city employees. Lucas said he received information from nine different cities that participate in a reimbursement plan of 75% to 100% of the insurance deductible that also helps keep the premium in control. Since only about 20 to 30% of employees on the average will ever use their entire deductible in one year, the city is still saving money over the overall insurance plan than having a lower deductible. He said the money to pay the deductible cost would come from the Insurance Contingency Fund and then that fund would be replenished at the end of the budget year. Money would have to come from somewhere in the budget to replenish the fund and the board would like for Lucas to find what fund or funds that money would come from. Lucas reported the Planning and Zoning Commission would hold a workshop on November 12^th at 6:00. Mayor Gary Brown reported that after November 12^th, the city would set a date for a public hearing concerning homes to be considered for demolition. He also mentioned that the city in conjunction with KSMO Radio is providing Duracell 9-volt and AA batteries for smoke detectors or carbon monoxide detectors in exchange for a can of non-perishable food at the city administrative offices at 4^th and Iron Streets. Food that is collected will be donated to a local food bank. The promotion is open to all city and non-city residents. The board approved Bill #3276 that establishes “No Parking” on the west side of South Jackson between West Acuff and West Franklin, and also on east side of South Washington between West Center and West Franklin. They also approved using a cold mix asphalt to patch Park Street that has been torn up due to new sewer lines at a cost of about $5,000 that will last through the winter. The board voted to go into closed session.

An accident occurred on Monday, October 28^th at 11:51 in the morning on Highway 32 in Salem. According to the highway patrol report, Norman Copeland of Salem was driving a 2000 Ford Explorer west on the highway when he traveled off the right side of the roadway into the ditch. The vehicle continued in the ditch, jumped an embankment, and became airborne. The then continued and turned right out of the ditch and into the Country Mart offices parking lot. Copeland lost control, swerved right, and struck a parked and unoccupied 2010 Ford Taurus owned by Whitley Hayes of Salem. He then left the scene. Copeland stated that he was distracted by looking at the businesses on the south side of Highway 32. The Taurus sustained minor damage, and the Explorer sustained extensive damage. No injuries were reported.

The Missouri Office of Administration is now accepting management contract bids for the Salem License Office. Interested individuals and groups must submit their bids to operate the Salem License Office by November 27^th. Prospective bidders may also tour the Salem office from 5:30 to 6:30 p.m., November 14^th to gain perspective on how a license office is operated. In fiscal year 2013, more than 26,900 transactions were conducted at the Salem office, generating $88,962 in agent processing fees. The Missouri Department of Revenue oversees 182 license offices which are each operated by independent agents. All of the license offices were put out for bid under the competitive procurement process in 2009. Contracts were awarded for one year with three one-year renewal options. The move toward a competitive procurement process of the license offices overhauled the way local motor vehicle and driver license offices are awarded and was one of the first actions of Gov. Jay Nixon's administration. Bids will be evaluated on areas such as expertise of the personnel proposed, methods proposed for performing the services and whether the individual or entity is a not-for-profit, political subdivision, a Missouri Certified Minority Business Enterprise (MBE), a Women Business Enterprise (WBE) or a Missouri Service-Disabled Veteran Enterprise.
