The Salem Board of Aldermen held their regular meeting Monday night at the City Hall Council Chambers. The board was supposed to hear the audit report for the city by Kristen DeLuca from Verkamp and Malone, LLC, but there were a couple of things that needed attention before the audit was presented. City Administrator Ray Walden said the city is working with the county GIS vendor on the mapping of commercial and residential zones for the City Planning and Zoning Committee and said he would try to have that completed by the end of the year. He also received feedback on the city’s last surplus auction and he will be tweeking the process to make it better for the next auction, possibly even offering items online. Walden reported on the Work Ready program kickoff meeting last week. He said many businesses signed up that said they would give preference or require employees to be certified through the Work Ready program. The application deadline is the end of the month and there is a two-year window to meet the goals of the program. Walden stated the main asphalting must be done on McArthur this week or the contractor will face fines. Transition work can be done after the asphalt is down and MoDOT has granted an extension on that, while the sidewalk improvements don’t have to be done for another year. The city may do some temporary repairs to the sidewalks to get them by until the permanent work begins. Walden said the engineers have looked into the runoff water problem on the DCAI housing project. He said a new collection pipe could be put in along Missouri that goes into an extended pipe on Hunt that would then travel down to Sligo. Walden said the city is still waiting on the Water and Sewer rate study so as to schedule a utility committee meeting. He hopes to have the study soon. Mayor J.J. Tune reported the MRPC Annual Dinner and Awards Banquet would be November 13th at Camp Mihaska in Bourbon. He stated he received a letter from DMG Companies that own the Mobil Convenience Store in Salem and they are in support of a city ordinance to require the prepayment of fuel and Tune said that another large seller of gas also told him that they were in support as well. However, the issue died due to a lack of a motion as the Aldermen don’t feel they should be establishing rules for a private business. Tune also indicated the MFA Association Coop Dinner and Meeting would be held Thursday at the City Hall Auditorium. The board then approved to place on the April 2015 ballot a sales tax to help providing funding for the City of Salem Parks and Recreation Department. The sales tax would be a 3/8th cent sales tax or 0.375 of one percent and it is expected to raise over $400,000 each year. Sales taxes in Salem would still be under 7% if this tax passes. If it doesn’t pass, Tune said the city may have to raise utility rates to cover the Park and Recreation Department costs as that is the only other funding the city has control over. The board then went into closed session.

Two Phelps County people were indicted for their alleged methamphetamine distribution activities in March of 2014 in Phelps County. Indicted by a federal grand jury on one felony count of conspiracy to distribute methamphetamine were 50-year old Randy E. Karnes, and 37-year old Shantelle M. Libhart, both of Edgar Springs, MO. They appeared for arraignment in federal court Friday morning in St. Louis. If convicted, conspiracy to distribute methamphetamine carries a penalty range of 10 years to life in prison and/or a fine up to $10 million.  In determining the actual sentences, a judge is required to consider the U.S. Sentencing Guidelines, which provide recommended sentencing ranges. This case was investigated by the South Central Drug Task Force. As is always the case, charges set forth in an indictment are merely accusations and do not constitute proof of guilt. Every defendant is presumed to be innocent unless and until proven guilty.

Vladimir Tarasenko capped off his first career hat trick with a power-play goal in overtime to lead the St. Louis Blues in a 4-3 win over the Dallas Stars. Jori Lehtera posted a goal and two assists, while Brian Elliott turned away 25 shots for the Blues, who have won their past two. The Blues will host the Anaheim Ducks on Thursday.

Mike Moustakas smoked a double inside the right-field line, opening the floodgates. And just like that, two innings into a game they had to win, the Kansas City Royals renewed their hopes of a first World Series title in 29 years. Seven hits keyed a relentless seven-run rally in the second inning on Tuesday night and the Royals beat the San Francisco Giants 10-0 to force a Game 7. The winner-take-all game will be held tonight at Kauffman Stadium and will see the Royals send Jeremy Guthrie to the mound opposite the Giants’ Tim Hudson.

The Tampa Bay Buccaneers have dealt third-year safety Mark Barron to the St. Louis Rams prior to Tuesday's trade deadline. Barron, the seventh overall pick of the 2012 draft, has recorded 49 tackles in seven games this year after totaling 88 each of his first two seasons.
