The City of Salem Board of Aldermen held their regular meeting Tuesday evening at the city hall council chambers. In the consent agenda, the sales tax revenues for September were up $12,000 and year to date, sale tax revenues are up $47,000 in the City of Salem. Capital Improvement taxes were also up $6,000 over last September, and are up about $23,500 year to date. In unfinished business, City Attorney Nanci Wisdom stated that the contract between the city and AmerenUE calls for them to maintain a fee office in Salem. She then said that any further discussion would need to be done in closed session. Mike Elliott, the city’s insurance agent, was in attendance to answer questions about the city’s insurance policy. He said that the electrical sign was never insured by the city since it was purchased for $16,000 in 1999, and he could not find a way to get the sign covered under any other policy provision. Alderman Jim McDaniels asked Economic Development Director Sharon Tubbs to get a cost estimate on a new and better sign for the corner as well as the installation costs. Elliott was questioned about some other claims and he said that unless the city was found liable for damages, the insurance company would not pay. Alderman McDaniels stated that the city should form a committee to make sure that the city property is covered completely and that the coverage is adequate. The situation on Roberts Street was again discussed and until the last home remaining on the street is annexed, the street still belongs technically to the county and it will not be paved. Mayor Gary Brown said the resident stated that they would try to come up with the money to attach to the city water and sewer that would allow the annexation of the property sometime early next year. Mayor Brown talked about the Missouri Community Betterment banquet and that the Salem took fifth place in their category. He also thanked State Representative Jason Smith for giving the youth a tour of the capital rotunda. The mayor stated he and other representatives would meet with the students from MS&T on November 4^th to see how the projects are coming along. They will then have a dinner in December before the students are graded on their work. He said that the taxiway work has begun at the Salem Airport and that the FAA has been notified that the airport will be closed for about 50 days. Brown remarked that the people from Insituform were in town last week and completed over 3,000 feet of sewer on Thursday, including a line under the football field. Brown reported that AmerenUE would have a safety class for the city workers on November 6^th in the afternoon, and another class that evening for area firefighters. The board approved the annexation of the new R-80 District Administrative Office on Route J and Dilworth Lane, and also the property owned by John and Johanna Wegman. They also approved the adoption of the Identify Theft Program for the city with City Clerk Mary Happel acting as the administrative of the program, and approved a new cell phone policy for the City of Salem. The board then set the trick or treating hours for the City of Salem from 6:00 to 8:00 on Friday, October 31^st. After the bills were approved, the board went into closed session.

Those nominated will be honored at the 2008 Awards Banquet on Thursday November 13^th at The Commons.

The Salem Police Department released their reports involving traffic stops and a shoplifter. On October 19^th at 12:20 in the morning, a vehicle was stopped for an equipment violation. The investigation of the stop led to the arrest of two, 17-year old Salem men for possession of marijuana and possession of drug paraphernalia. Both subjects were issued summons to appear in court and released. On October 19^th at 5:06 in the morning, a vehicle was stopped for a traffic violation. The investigation of the stop led to the arrest of a 25-year old Jerome male for the equipment violation and driving while intoxicated. The man was incarcerated on the charge. On October 20^th at 8:00 in the morning, an officer was dispatched to the BP Convenience Store in reference to a shoplifter. The investigation led to the arrest of a 38-year old Salem woman for shoplifting. She was issued a summons and released to appear in court.

The Salem 9^th Grade Football Tigers lost a heartbreaker in the last game of the season Monday night to Owensville, 14-12.  In the game, J.R. Rictor scored early in the third quarter on a 20-yard run to give Salem a 6-0 lead, but the two-point conversion failed. Owensville responded with a touchdown on a long drive that lasted into early in the fourth quarter and converted the two-point conversion. With Owensville leading 8-6, Sammy Ibrahim then broke a 75-yard kick off return for a touchdown, but again the two-point conversion failed.  Owensville was able to score again, but the two-point conversion failed, giving the Dutchmen a 14-12 lead. Salem had their chances in the fourth quarter, turning the ball over once, then driving to the 4-yard line as time expired.

The St. Louis Cardinals have reportedly declined to exercise the 2009 option on left-hander Mark Mulder's contract, ending the oft-injured hurler's tenure with the club. Over the last four seasons with the Cards, Mulder was 22-18 in 53 starts with three complete games and a pair of shutouts. His last full season was 2005, his first with St. Louis, which produced a record of 16-8 with a 3.64 ERA in 32 starts.

The St. Louis Blues will face the Detroit Red Wings tonight at 7:30 at the Scott Trade Center. The Blues have won two straight and four of their first five games. You can hear the game tonight on KSMO radio.

St. Louis Blues have claimed forward David Koci off waivers from the Tampa Bay Lightning.
