The Salem Board of Aldermen held their regular meeting Monday evening at the City Hall Council Chambers. At the meeting, the board approved the bid from Knapheide for the purchase of two spreader boxes, two snow plows and a dump body for $35,455. This was not the lowest bid, but the low bid was not accepted due to inferior size spreader boxes and lower quality material. This bid was the second part of a previous bid where the board approved the bid from Columbia Freightliner for a medium duty truck chassis for a dump truck for $49,535. Alderman Jim McDaniels asked about storm water ditches and Superintendent Benny Bryson said that the city excavated around the main drain on west 3^rd Street and extended the ditch. He said that the containment pools needed to be cleaned out near the Salem Freedom Activity Center parking lot, and that the concrete slabs for the white storage buildings near the SHS track were blocking some of the ditch and that would need to be cleaned out. McDaniels also asked about the Carol Midyett Park and that it has been neglected. He suggested the city clean it up, improve it with some old playground equipment left over from the city park, and designate crosswalks. Alderman Kenneth Nash asked about the collection agency for the old electric bills and City Clerk Mary Happel said that she is putting the bid specifications together and will advertise it soon. Mayor Gary Brown reported that the roof has been leaking at the city hall and that workers were working on it laying down fiber material. He also said that the sales tax income for September was $101,668.82 which puts the city ahead of last year by $5,012, and is $15,000 better than last year’s September tax revenues. The board approved setting Halloween trick or treat hours from 6:00 to 8:00 on October 31st. After the bills were approved, the meeting was adjourned.

The Salem Police Department released their reports involving property damage, thefts, and a DWI. On Thursday, October 15^th at 3:15 p.m. an officer was detailed to the 700 block of West Seventh Street in reference to property damage. The investigation revealed that a person or persons unknown had damaged a gate to a dog pen. On Friday, October 16^th at 12:00 p.m. an officer was dispatched to Car World Connect at 1818 South Missouri Highway 19, in reference to a theft. The investigation revealed that between September 1^st and October 16^th, a person or persons unknown had taken a metal saw valued at $500, an Acetylene tank valued at $90, an Interstate battery valued at $79, and numerous hand tools valued at $150. Later that evening at 6:00 p.m. an officer was detailed to Country Mart at 1204 East Missouri Highway 32, in reference a theft. The investigation revealed that a person or persons unknown had stolen an undetermined amount of money from an outside soda machine. On Saturday, October 17^th at 3:00 p.m. an officer was contacted at the station in reference to theft. The investigation revealed a black Razor cellular telephone valued at $150 was stolen from a vehicle in the 500 block of East Roosevelt Street. Later that evening at 7:25 p.m. an officer drove upon an accident in the 400 block of North Park Street. The investigation of the accident led to the arrest of a 52-year-old Salem man for driving while intoxicated, driving while having his license revoked, and careless and imprudent driving. He was transported to Salem Memorial Hospital due to injuries. An accident occurred at 7:25 pm on Saturday, October 17^th on Park Street in Salem. According to the Salem Police report, a 1996 Ford Explorer driven by Elvin Tripp of Salem drove off the right side of the roadway and collided with an embankment. Tripp then fell out of the vehicle and struck his head on the ground and was transported to the Salem Memorial District Hospital for treatment. The passenger in the Ford reported no injuries. The Ford sustained minor damage and was towed from the scene.  

An accident happened at 10:09 am on Saturday, October 17^th on Highway 19 South in Salem. According to the Salem Police report, a 1988 BMW driven by Denis Riley of St. Peters and 1998 Dodge Caravan driven by Elizabeth Sweigard of Salem were traveling south on highway 19. The Dodge failed to observe the BMW stopping for a vehicle in front of the BMW that was making a left turn and made contact with the BMW. Riley reported road rash to his right arm and leg and did not seek any medical attention. The Dodge sustained no damage, while the BMW had minor damage.

Day-light savings time will come to an end on Saturday, October 31^st and you’ll want to be sure and set your clocks back an hour. You can either set your clock back an hour Saturday night before you go to bed or on Sunday morning, November 1^st when you get up.
