The city of Albany won the Gene Speichinger Community of the Year Award over the other 36 communities at the Missouri Community Betterment (MCB) conference held Monday night in Jefferson City. Thirty-seven communities and 14 individuals were honored at the Awards Banquet. The city of Salem took 2^nd place in Category V behind Higginsville in the community competition, and also took 2^nd place behind Higginsville in Youth Groups comparison. Honored for his hard work while a student at the Salem High School was Tyrel Floyd as he was presented a Youth Leadership Award. Other towns recognized from our area included those from Category III where Houston was awarded 2^nd place, Cabool took 3^rd place and Steelville captured 4^th place.

The Salem Board of Aldermen met for their regular meeting Monday evening at the city hall council chambers. The Missouri Department of Revenue Sales Tax report showed that Salem received $88,827.71 in October and that leaves the city with $24,257.48 less in sales tax revenues, year to date. The board postponed any discussion on the existing pole agreements and franchise fees until a later date. City Engineer Bill Huffman reported on the Planning and Zoning Commission meeting held prior to the board meeting where no action was taken on a special use permit for the residence at #1 South McArthur. The Planning and Zoning Board instead recommended resubmitting the information to have the property rezoned from residential to commercial for the in-house counseling services. Mayor Gary Brown reported that Sho-Me Power has sent a letter stating the City of Salem electric rate will increase to $.06.469 per kwh from $.06.414 per kwh which is less than a 1% increase. He said he has not done any calculations concerning any local rate increase to be passed along at this time. He said that the electronic and tire recycling day was a success with two trailers full of electronics and one-half trailer full of tires. He said that 1,520 people used the Cardio-Vascular Center at the Salem Freedom Activity Center while 858 used the TCRC for the month of September. He said that the city would have their surplus sale on October 30^th and an ad will be in the paper concerning the items available. The board approved Resolution 3-2010 that allows the Mayor to execute the agreement with the Ozark Rivers Solid Waste Management District grant K2011-06 for another recycling trailer, bins and part-time labor. The board also approved the liquor license request from Bigos Restaurant for a liquor resort license and Sunday sales license after a long discussion. Alderman Jerry Randall asked City Attorney Nanci Wisdom to revise the city ordinance that deals with the alderman voting on the liquor licenses if the board is required to conform to state law requirements concerning liquor licenses. After the bills were approved, the board went into closed session.

The Salem Police Department released their reports involving a disturbance. On Monday, October 18 at 4:50 a.m. an officer was detailed to the 700 block of East Center Street in reference to a disturbance. Investigation of the report led to the arrest of a 20-year old Salem man for disorderly conduct. He was issued a summons to appear in court and incarcerated.

The Dent County Schools, Salem R-80, Oak Hill R-I, Green Forest R-II, Dent-Phelps R-III and Northwood R-IV will be closed on Friday, October 22^nd. Classes will resume on Monday, October 25^th.

The Meramec Regional Planning Commission, in cooperation with the Meramec Community Enhancement Corporation and the Phelps County PHA Family Self-Sufficiency Program, will host a free workshop on budgeting and savings. The workshop is planned from 10:00 a.m. to noon on Thursday, October 21^st at the Meramec Regional Planning Commission at #4 Industrial Drive in St. James. The workshop is offered at no cost and registration is not required. Tammy Rigsby and Linda Huffman of the Phelps County PHA will be the workshop presenters. Free training classes are a part of the MRPC and PHA’s efforts to help prepare families who are first-time homebuyers for homeownership and make them aware of the resources available to assist with homeownership.
