The Salem R-80 Board of Education held their monthly meeting Wednesday evening at the district administrative offices. At the meeting, Superintendent Steve Bryant said that the September count for R-80 was at 1,507 students with 28 more resident students and 20 less non-resident students than the 2006-2007 year. Last year, non-resident students were down 29 from the 2005-2006 school year. Assistant Superintendent Cindy Rumpf said that the SCA Professional Day in Willow Springs went very well as Salem was well represented with a number of presenters. The CSIP Committee met on Tuesday and reviewed their mission statement. They hope to have a draft of their plan that includes their goals at the November board meeting as they will meet on October 30
th. Bryant reported that the PTO has installed two benches, two basketball goals and swing sets at the Upper Elementary School. Bryant reported that the judge made a final decision on the CEE lawsuit Wednesday saying that the state had satisfied their 25% revenue requirement. Bryant felt that the committee would appeal the decision to the Missouri Supreme Court. John McColloch then reported that the safety/crisis committee is setting policies that follow the ERIP plan from the Missouri Office of Homeland Security. The board has access to review the plan online. The board then heard about the art curriculum at the Salem Schools from elementary to high school. The junior high is holding an art project and fund raiser as they are writing grants, collecting box tops, holding an art night and are submitting art to Artsonia that can also generate income. The board approved the program evaluation on guidance and counseling, and approved a motion to allow Superintendent Bryant to negotiate a contract with the Newton Summer School. The board then heard the audit report from Matthew James of Willow Springs, CPA. James explained that the school operates on a cash basis and had net total assets of $4.7 million from all funds. He said that the receipts and disbursements report showed a decrease in cash of $97,000 due to the construction work on the school, but the facility construction showed an increase of $728,000 due mainly to the Upper Elementary improvements. James reported that the school had balances of nearly three million dollars in general revenue, $477,000 in debt service and about $894,000 in capital projects. James stated that the school had enough in reserves to operate for three or four months without receiving income. He said the school paid down the debt service by $280,000 last year and have only about $1.7 million dollars in debt with $1.3 million in debt service and $400,000 in bus leases. James reported that the ADA last year was up 5.34 from the previous year, but that was due to the summer school numbers, but for the regular year, was down 7.9 students. The reported indicated that Salem R-80 did not segregate enough of the accounting duties, but this is not unusual for a small district. James recommended that someone other than someone in accounting check out bills and do the bank reconciliation. He also reported that Salem did not keep the federal title log for instructional time and non-instructional time as complete as the federal government requires. Bryant said that the federal funds used in the Title programs to pay salaries would be moved elsewhere to alleviate the extensive record keeping requirements. After approving a number of board policies, the meeting was adjourned.
The City of Salem’s Capitol Improvement Committee will hold a meeting, called by Mayor Gary Brown, this morning beginning at 10:30 am in the City Hall Council Chambers. The meeting is being called to consider proposed street improvements as well as proposed water and sewer improvements. The meeting of the City of Salem’s Capitol Improvement Committee is open to the public.
The Salem Memorial District Hospital Board of Directors will hold their meeting tonight in the hospital library beginning at 6:00 pm. After the approval of the minutes from the September 20th meeting, John Cooper from BK & D will give the annual hospital audit report. In the administrator’s report, Dennis Pryor will be giving a department review along with a summary of operations and statistics for September, as well the hospital activity calendar and legislative updates. Nursing services, ancillary services and the auxiliary reports will be given in the Director of Nursing report. Old business will include a physician office building report, an information technology update and a strategic planning update. New business will consist of hospital purchases. The Board may then go into closed session for the purpose of discussing personnel, contracts and pending litigation. The regular meeting of the Salem Memorial District Hospital Board of Directors is open to the public.

The Salem Lady Volleyball Tigers are seeded third in districts and will face Ava Monday afternoon at 4:00 at Marshfield. If Salem wins the first game, they would face Logan-Rogersville in the semi-final at 7:00 also on Monday night.
Paul Kariya and Keith Tkachuk scored on the power play, as St. Louis beat Chicago, 3-1, at the United Center. Bryce Salvador also scored for the Blues, who posted their fourth straight win. Brad Boyes had two assists and Tkachuk added a helper, while Manny Legace stopped 28 shots in the victory. The Blues didn't win more than four in a row all of last season. The Blues have killed off 22 of the last 24 power plays and are on of the top teams in the league in penalty killing.

The Cleveland Indians can get back to the World Series for the first time since 1997 with a win over the Boston Red Sox tonight at Jacobs Field. The Indians, who lead the best-of-seven set American League Championship Series, 3-1, will send ace lefty C.C. Sabathia to the hill for the potential clincher, while Boston will counter with Game 1 winner Josh Beckett.

Funeral services for James J. Forgey of St. James, age 87, will be held Friday at 11:00 at the James and Gahr Mortuary in St. James. Visitation will be Thursday from 6:00 pm to 8:00 pm. Interment will be in the St. James Cemetery with Full Military Honors. Memorials are suggested to the Methodist Church in St. James.
Funeral services for Wayne E. Lunn of Tucumari, New Mexico, formerly of Salem, age 83, will be held Friday morning at 10:00 at the Wilson Mortuary. Visitation will be tonight from 6:00 to 8:00. Interment will be in the Mt. Hermon Cemetery. Memorials may be made to the Lunn family in lieu of flowers.
Funeral services for Elmer L. “Tug” Martin of Viburnum, age 86, will be held Saturday at 1:00 at Wilson Mortuary. Visitation will be from 11:00 until service time. Interment will be in the Boss Cemetery. Memorials are suggested to the Elmer Martin Family in lieu of flowers.
