The City of Salem Board of Aldermen held their regular meeting Monday evening at the city hall council chambers. The board approved the request of Beverly Flanery from the Grace Community Church to temporarily close the 600 block of South Water for a church fellowship event on October 31
st from 4:00 to 9:00 P.M. The board then approved to accept the bid for labor to install a three-phase line from Walker Street to Highway 72 from Kiowa Line Builders, Inc. at a cost of $110,161.80, and have an ordinance drawn up for the mayor to enter into a contract with them. Materials are being determined and will be bid out at a later date. In old business, Attorney Mark Weaver suggested to the board that a new ordinance concerning the Airport Board be adopted showing that they would be an advisory board only that has no accountability to the tax payers that would make recommendations to the city council. Acting President of the Airport Board Phil Schmidt says that before the board does anything, they need to see if they have attached or referred to the current airport board ordinance to their airport grant where changing it could create problems with the grant and the FAA. After a long discussion about the airport and the airport board with interjections from people from the Waynesville Airport who were in attendance, Weaver suggested that the an alderman or the mayor and himself need to get together with a couple of the current members of the airport board to coordinate ideas that could be incorporated into a new ordinance. The board approved that request. The board then postponed hearing any airport issues that were to be discussed until Superintendent Benny Bryson was in attendance at the next meeting. Mayor Brown then reported that the incident that occurred on October 9
th on Route F was reviewed following the incident indicating the strengths and weaknesses in the emergency management response. The mayor said that a capital improvements committee meeting would be held Thursday morning at 10:30 to discuss proposed street improvements as well as proposed water and sewer improvements. He stated that the recycling day was a success with 51 monitors, 18 TV’s and five microwaves being collected, plus they received ¾ of a yard dumpster of glass and a about a half a dumpster of tin cans. He said he would like to recycle paint in November if possible. He also said that for Clean-Up Week, Waste Management collected 65 tons of trash and are still collecting residual trash in some areas. Aldermen McDaniels and Whitley then chided in that the City Wide Yard Sale was also a huge success. Mayor Brown said that the Community Betterment Awards banquet would be held on Monday night in Jefferson City. The board then approved ringing the bell for the Salvation Army on December 1st at Wal-Mart. The board approved supporting a Resolution to help support the Salem High School with a donation of in-kind labor for any grant application for the Salem Football Field improvements, and they approved sending a full letter of support from the city for the extension of Highway 72 all the way to Interstate 44 as well as their approval for the Highway 63 project as well. After the bills were approved, the board went into closed session to discuss personnel.
The Salem Police Department released their reports involving juveniles, indecent exposure, bad checks and a fight. On October 8th at 3:29 in the afternoon, an officer observed a 15-year old male juvenile in possession of tobacco and a knife on school grounds. He was detained and released to his parents. The report will be forwarded to the juvenile officer. On October 9th at 9:30 in the morning, an officer was contacted at the station in reference to indecent exposure. The report revealed that a 17-year old male had exposed himself to other students. The report is under investigation. At 9:35 that evening, an officer was detailed to the 800 block of East Center in reference to a hotline call to the Division of Family Services. The report led to the arrest of a 26-year old female and a 29-year old male, both from Salem, for endangering the welfare of three juvenile children. Both were incarcerated pending the application for a warrant. The three juvenile children were transported to the Salem Memorial District Hospital for evaluation and will be in protective custody. On October 10th at 6:33 in the evening, an officer was contacted at the station in reference to a bad check. The report revealed a 19-year female and a 29-year old male, both of Salem had purchased firearms, valued at $960, from Roc’s Sporting Goods using a check on a closed account. On October 12th at 9:54 in the evening, an officer was sent to the 700 block of East Center in reference to a fight in progress. The report led to the arrest of a 26-year old Salem male for failure to obey a lawful order of a police officer. He was issued a summons to appear in court and released. Also arrested was a 28-year old Salem male for disorderly conduct and failure to obey a lawful order of a police officer. He was incarcerated and will be issued a summons to appear in court upon his release. The Salem Lady Volleyball Tigers will be in Houston for their final regular season game tonight starting at 6:00 with the JV contest with the varsity match to follow.
The 9th Grade Tigers lost a heartbreaker last night against the Cabool Bulldogs, 7-6. Cabool scored late in the 2nd quarter to take a 7-0 lead in at half. Kevin Presley scored from two yards out to pull within one late in the third quarter, but the two-point conversion failed. The 9th graders play their final game at home against Waynesville on Thursday, October 25h at 6:00.
Matt Holliday's three-run home run capped a six-run fourth inning as Colorado continued its storybook ride through the playoffs with a 6-4 victory over Arizona, clinching the National League pennant and a first-ever trip to the World Series. It was the Rockies 10th straight victory and 21st in 22 games. For his efforts, Holliday took home the National League Championship Series MVP Award.
Kenny Lofton's two-run home run and some solid situational hitting from the heart of Cleveland's order propelled the Indians to a 4-2 victory over Boston and the series lead after three games in the American League Championship Series.

Funeral services for Bessie “Betty” Washburn of Holts Summit, formerly of Steelville, age 90, will be held Wednesday at 2:00 at the Britton-Bennett Funeral Home in Steelville. Visitation will be from 1:00 until service time on Wednesday. Interment will be in the Steelville Cemetery. Memorials may be given to the Alzheimer’s Association.
Funeral services for James J. Forgey of St. James, age 87, will be held Friday at 11:00 at the James and Gahr Mortuary in St. James. Visitation will be Thursday from 6:00 pm to 8:00 pm. Interment will be in the St. James Cemetery with Full Military Honors. Memorials are suggested to the Methodist Church in St. James.
Funeral arrangements for Wayne E. Lunn of Tucumcari, N.M., age 83, are incomplete at this time but are under the direction of the Wilson Mortuary of Salem.
