The Salem Board of Aldermen held their regular meeting at the City Hall Council Chambers Monday night. Alderman Giacomelli was not present at the meeting. In bids, City Administrator Clayton Lucas presented three asphalt bids at a per ton price for the estimated 1,734 tons needed for the paving of Walker, Hickory, Warfel and Jack Streets and possibly Third Street. The lowest bid came from Rolla Asphalt, LLC for $76.16 per ton and the final cost if all the asphalt was used would be $132,061.44. Chairman of the Planning and Zoning Commission Jerry Craig reported on the meeting held prior to the Board of Aldermen meeting and recommended to rezone 900 South McArthur from Residential to Commercial. The board approved the recommendation. City Administrator Lucas reported that flag football was now underway and is being played on Saturdays, and Tuesday and Thursday nights at Al Brown Fields. He also said that an updated transportation priority list would be coming soon from MoDOT after a meeting Monday with MoDOT Engineer Preston Kramer and Bonnie Prigge from the MRPC. When received, Lucas will forward the list on to the aldermen. Mayor Gary Brown said that a SEMA drill will be held in Salem on October 16^th at Oak Grove Church and this week is Clean-Up Week. He said that he received literature from Home Serv and American Water Services about insuring the main water line to your home from the water meter. Brown says the city is not recommending this service, but the decision is up to each individual homeowner. Brown reported that an special electronic and tire recycling collection would be held on Saturday, October 19^th at the Water and Sewer Construction Building at Third and Grand Street from 9:00 AM until 1:00 PM. Electronics may be submitted free except for TV’s and monitors which are $5.00 each, and tires are $1.50 for passenger tires, $5.00 for truck tires and $10 for tractor tires. Brown stated the Ozark Rivers Solid Waste Management Executive Board approved their grant application in full for another recycling trailer and to pay a person to do recycling three days a week. The Department of Natural Resources still has to approve to fund the grant and the city would like to proceed January 1^st of 2014. Brown also said the Salem Police Department has been approved to receive the Bullet-Proof Vest Partnership Grant. Then board approved the resolutions dealing with the Salem Area Chamber of Commerce, Salem Area Community betterment Association, Dent County Museum and Dent County University Extension Council. The Board tabled any decision on the Salem TCRC until the full board could be present. The board approved by a 2-1 margin a resolution to allow the mayor to execute an employment contract between the city and City Administrator Clayton Lucas with Alderman Nash voting against the extension. The Board approved the purchase of four 16-ply tires for the city loader from Purcell Tire in Viburnum for $947.70 each for a total of $3,790.80 and the tires will last about ten years. They also approved the setting of the Halloween Trick or Treat hours from 6:00 until 8:00 Halloween evening.

An accident occurred on Thursday, October 3^rd at 1:39 in the afternoon at the intersection of Second and Pershing in Salem. According to the Salem Police report, Norma Bilkovic of Salem was riding a Murray bike east on Second Street when she failed to stop at the stop sign while crossing Pershing and made contact with a Chevy Impala driven by Ruth Garrett of Salem, who was driving south on Pershing approaching Second Street. Bilkovic made contact with the hood of the Impala before falling on the street. She suffered moderate injuries and was transported by ambulance to the Salem Memorial District Hospital. The bike and the Chevrolet Impala sustained moderate damage.

The Salem Police Department has released several reports. On Friday, September 27^th at 11:45 in the morning, an officer made contact with a 23-year old male and a 20-year old female, both of Salem, in the 700 block of South Washington. Both had active arrest warrants from the City of Salem and were taken into custody. The male was incarcerated pending a court appearance and the female was released with a court date after posting bond. At 11:47 that same morning, an officer made contact with a 43-year old Salem male in the 200 block of North Grand who had an active felony probation and parole warrant from the State of Missouri. He was taken incarcerated in Dent County Jail. That night at 11:30, an officer made contact with a 25-year old male in the 1100 block of West Franklin who had an active arrest warrant from the City of Salem. He was taken into custody on the warrant and incarcerated pending a court appearance. Anyone with info regarding an ongoing investigation may contact the Salem Police Department at 729-4242.
