The Salem Board of Alderman held their regular meeting Friday morning at the City Hall Council Chambers because City Clerk Mary Happel and Mayor Gary Brown will be at the Missouri Municipal League meetings the first part of next week. At the meeting, the board approved a request to close Doss Road between Highway 32-72 East and Roosevelt on October 31st from 4:00 to 9:00 for the Trunk or Treat event. Michelle Blackwell said that last year they drew about 2,000 people and they expect about 3,000 this year. They also approved a request to close Water Street from the 600 block of Water Street to Franklin for activities through Grace Community Church on October 31st from 4:00 to 9:00, and again on November 28th from noon to 6:00 PM. Mayor Gary Brown reported that the asphalting is now completed in the city for this year and that the sidewalk project on Water Street from Margaret to Roosevelt has been completed. He reported that the city received a report from Archer Engineering from the smoke testing and he said that some sewer lines to be videoed, and that some manholes need to be aligned. He wanted to remind people that Fall Cleanup Week would be held this week, Monday through Friday, on your regular trash day. Park and Recreation Director Greg Nash then reported that 250 children signed up for the soccer program this year which is about 20 more than last year. He said that they have 24 teams and the soccer games will begin on October 8th and last through October 31st. The board approved Bill #3181 that shows that the city is complying with the new laws concerning immigration, and they approved Bill #3182 that allows the mayor to sign a municipal tax landline settlement agreement with AT&T/SBC for $60.35. The board also approved a budget adjustment from Capital Improvement Street Backhoe funds to the Capital Improvement Water Department Backhoe funds in the amount of $16,500 to cover the final lease payment. They also approved transferring $10,000 from the Capital Improvement Mapping Water System and $10,000 from the Capital Improvement Sewer Engineering Fees to do a development study on Bio-Mass generation. This money is to see if the city can generate electricity using downed trees and limbs and could create some jobs in the area and help reduce the purchase of power. The board postponed putting out bids for the leaning and damaged trees in the Cedar Grove Cemetery until they can get a report from the Conservation Department or Forest Service on what can be done with the leaning trees. After the bills were approved, the board went into closed session to discuss litigation.
