The Salem Board of Aldermen held their regular meeting Tuesday night at the City Hall Council Chambers. The meeting started out with Mayor Gary Brown reading a proclamation concerning the tenth anniversary of the 9-11 terrorist attack and stating that September 11^th will be Volunteer Service Day in honor of those volunteers that lost their lives in the attack. The board approved the bid from Rommel’s Lock and Alarm for a surveillance camera for the utility office and the City Administration Building with a monitor at the police station for $2,274. Public Works Director Bill Huffman said that the electric department has set a transformer for the sawmill on Highway 19 North and is also doing some tree trimming. He said that the water and sewer department was reading meters and repairing fire hydrants. City of Salem Economic Development Director Sharon Tubbs presented the board with brochures on the Financial Management for Small Business Workshop, a new and updated restaurant guide, a specialty shop shopping guide and also gave them a flyer on the city wide yard sale to be held on October 1^st. She said that new city and county maps are available with the new county road numbers at the City Administrative Office. Mayor Gary Brown said that the Community Betterment Judges would be in Salem on September 15th at 1:15. He said that a Planning and Zoning meeting would be held on September 12^th with a workshop to follow. He also informed the board that an electrical recycling collection would be held in Salem at Third and Grand Streets on October 15^th from 9:00 AM until 1:00 PM. Brown also asked that the meeting dates be changed to he 10^th and 24^th of October and that was approved by the board. The board approved Bill #3239 which amended the ordinance concerning sick leave. The board then heard a presentation from Ray Walden of the Salem TCRC about the changes being made after the University of Missouri has stated that they will cease all funding effective October 31^st. The Council for a Healthy Dent County will be a new partner along with many of the original partners to continue their operations. After the presentation, the City approved their budgeted support for the TCRC. The board approved Resolution #18-2011 allowing the mayor to execute an agreement with Waste Corporation of Missouri for the collection and disposal of residential solid waste if two contractual issues can be resolved as stated by City Attorney William Camm Seay. The board also approved Resolution #19-2011 to allow the mayor to execute an agreement with the Missouri Joint Municipal Electric Utility Commission; and approved Resolution 20-2011 that allows the mayor to enter into a power supply and administration contract as well as a joint contract among the Missouri Joint Municipal Electric Utility Commission and the city as a member of the Mid-Missouri Municipal Power Energy Pool provided that the certain provisions of the new contract had been met. The board went on to approve Resolution #21-2011 that adopts the Missouri Capitalization Policy before approving Bill #3240 that pertains to the duties of the building commissioner that allows the city to file suit against someone to recover the costs of repairs or demolition of a structure. The board approved upgrading the charges for materials for the extension of water and sewer services or electrical services. The board wants to review the ordinance and clarify the duties of the Community Services Committee as currently they oversee the Park and Recreation Board. The board would like to review and set guidelines for the holding of cage fights in the city limits. The board discussed the parking problems on South Jackson Street between Acuff and Franklin Streets. After a lengthy discussion, they decided to let Officer Allen Kimrey investigate the situation and make a recommendation to the board. After the bills were approved, the board went into closed session.

An accident happened at 9:43 Saturday morning on Highway 19 in Salem. According to the Salem Police report, a 2001 Chevrolet 1500 driven by Jessica Raulston of Salem was traveling northbound on Highway 19 and was approaching the Phil-Mart north driveway. Raulston was slowing to stop for another vehicle and was struck from behind by a 2005 Dodge Durango driven by Amber Moore of Salem. Both drivers suffered possible minor injuries and wished to seek their own treatment. Both vehicles sustained moderate damages.

The Salem Lady Volleyball Varsity Tigers dropped their match in Eminence in two straight games by identical scores of 25-7. The JV also lost by the scores of 2504 and 25-5. Salem is 0-3 on the year. The Lady Tigers will be at Owensville Thursday night at 5:30.

Jon Jay and Matt Holliday each homered, and Kyle Lohse hurled six shutout innings to help the Cardinals' fading chances with a 4-2 victory over the NL Central-leading Brewers. Lohse (13-8), pitching on eight days' rest, scattered four hits and three walks while striking out six for second-place St. Louis, which had lost three of four coming in and still trails Milwaukee by a daunting 9 1/2 games. Jason Motte got his 3^rd save of the year. Chris Carpenter goes against Zack Greinke in the finale of the three-game series tonight at 6:40 on KSMO. The Brewers magic number right now is 11.

The St. Louis Cardinals announced that infielder Nick Punto has been activated from the 15-day disabled list after missing 36 games due to a strained left oblique. Punto was placed on the disabled list July 29. Punto, 33, has batted .271 with 13 RBI in 44 games for the Cardinals this season, making 21 starts at second base, three at third base and three at shortstop. The switch-hitting Punto batted .200 (3-for-15) in a five-game injury rehabilitation assignment with Memphis (AAA).  His 2011 season was interrupted by sports hernia and right forearm injuries earlier in the year.

Danny Duffy pitched into the seventh inning to get his first victory in more than a month, and the Royals got homers from Eric Hosmer and Jeff Francoeur in a 7-4 victory over the Oakland Athletics. Duffy (4-8), who gave up four hits and three runs over 6 1/3 innings, earned his first win since July 31 at Cleveland. The rookie southpaw lost his previous four decisions over a six-start span. Francoeur and Salvador Perez each had three hits with an RBI and two runs scored for Kansas City, which will try for the three-game sweep Wednesday afternoon.

Funeral services for Michael “Mike” Victor Giles of Salem, age 44, will be held today at 1:00 at the Wilson Mortuary Chapel in Salem. Visitation will be from 11:00 until time of service. Interment will be in the Rector Cemetery. In lieu of flowers memorials may be made to the family.

Funeral services for Tammy Lynn Bedford of Viburnum, age 30, will be held Thursday at 11:00 at the Wilson Mortuary in Viburnum. Visitation will be tonight from 6:00 to 8:00. Interment will be in the Sam Crocker Cemetery. Memorials may be made to the family.

Funeral services for Nelda Chrystell Forbes of Rolla, age 74, will be held Sunday 2:00 at the James & Gahr Mortuary in Rolla. Visitation will be held Sunday from 1:00 until time of service. Interment will be in the Rolla City Cemetery. Memorials may be made to the Landmark Baptist Church.

Funeral services for Samuel A. Ward of Rolla, age 89, are incomplete. Arrangements are under the direction of the James & Gahr Mortuary in Rolla. Interment will be at Jefferson Barracks in St. Louis with Full Military Honors. Memorials are suggested to the First Assembly of God of Rolla and Gideon’s International.
