The Salem Board of Aldermen held their regular meeting at the City Hall Council Chambers Tuesday night. In the hearing of persons, the Aldermen approved the request from Grace Community Church to partially block off South Water Street from 9 am to 6 pm on Sunday, September 15 for a community outreach, and then again on Thursday, October 31 from 4:00 to 9:00 pm. The board heard from Ryan Walsh with McKinstry Company requesting several variances to the City Codes for the Salem R-80 School construction project. They requested a variance to use the 2009 International Business Code instead of the current 1999 BOCA Code for the project. They also requested the city to allow the school to design and construct this project without the inclusion of a fire sprinkler system with a mutual agreement that a fire sprinkler system would be installed in the school within 5-10 years. Further, they requested a fire separation exemption allowing construction to proceed without having to build fire separation and draft stopping. An additional request to accept the current parking configuration and not increase the number of parking spaces for the school was made. The final request was to not have to address the egress issues in the Middle School gymnasium. City Attorney William Camm Seay was concerned about liability and safety issues and the board tabled their decision until the City Administrator could be present at the next meeting to obtain additional information. The board approved the purchase of a 2013 Ford F-150 4 x 4 pickup for the Street Department from Hutcheson Ford for $19,894. The current vehicle will be transferred to the Parks and Recreation Department. At the Planning and Zoning Commission meeting held prior to the regular board meeting concerning the rezoning of 900 South McArthur from Residential R-1 to commercial, it was denied due to the lack of a vote. The request for a Conditional Use Permit for 301 S. MacArthur Avenue was withdrawn by Tracy Wood since this is a home-based business and doesn’t need a permit. Mayor Gary Brown stated that Gary Glenn will be the interim Street Department Superintendent and that current Superintendent Ben Bryson’s last day of work will be tomorrow. Mayor Brown reported that this Saturday a Cobra Rally would be held in downtown Salem starting at 9:00. He said that parents wishing to sign their children up for flag football in grades 3 through 6 should contact the City Administration office. Brown then congratulated Tod Kinerk for all of his work done on the recent Timber Day parade and celebration. Brown said the Missouri Community Betterment judges will be in town on Tuesday, September 10th and he is asking residents and businesses to clean up their property. Limb pickup will be held this week by the street department and the city has written a recycling grant that would pay for an additional trailer and a staff person at 24 hours per week. The aldermen are invited to a Tree Planting Ceremony honoring Brenda Bell on Friday, September 20th at 10:00 am at the Courthouse. The alderman appointed City Clerk Mary Happel to be the employee delegate to the annual Lagers meeting. The meeting was then adjourned.
