The Salem Board of Aldermen held their regular meeting Monday evening at the city hall council chambers. At the meeting, the board approved a bid of $22,945 from C&E Auto and Heavin Motors for the purchase of a 2010 Ford Explorer, and also a approved the bid from Dave Sinclair Ford in St. Louis for a 2011 Ford Crown Vic for $21,400 to be bought at a later date before December 31^st.  Alderman Jerry Randell and Chief Jadwin want to hold off on the Crown Vic while the police department looks for a new drug dog. The board approved the bid from Erb Equipment in Cuba for the purchase of a 2010 John Deere 313 Skid-Steer Loader or $19,216.87 that included a warranty. The city budgeted $18,000 for this purchase and will take the remaining monies for the purchase with a budget adjustment from the Capital Improvement Fund. The board then held a public hearing to consider the tax rate for the year 2010. Last year, the rate was at 62.4 cents per $100 assessed valuation, but with the assessed valuation of real estate and personal property dropping by almost $337,000, the board could have raised the rate to 64.12 cents per $100 assessed valuation to keep the same amount of income from taxes as budgeted. After the public hearing, the board approved the consent agenda that showed that the sales tax revenues for the year are down $18,563 year-to date. The board then set the tax rate for 2010 year at the same rate as 2009 at 62.4 cents per $100 assessed valuation that will provide $7,800 less revenue for the city. Mayor Gary Brown said that the Mid Missouri Municipal Energy Pool is going to have six companies make a proposal to see what they will charge the pool to provide electric service. He said that the city received a Community Development Block grant for storm water for West 3^rd Street in the amount of $176,926. He also said that MoDOT has approved a sidewalk project from the hiking and biking trail to Park Street on the south side of Route J to be built with funds that have been set aside for this type of project in the amount of $131,188. Brown reported that 1,131 people visited the TCRC last month and 1,382 used the fitness at the Salem Freedom Activity Center. Alderman Kenneth Nash asked that the alderman reports be re-instated at the meetings and it was approved provided that the alderman actually give a report on that activity and not use that time for their own agenda. Brown said that he met with Senator Kit Bond who is favor of the Bio-Mass as long as it does not endanger other jobs in the area, and he said that the Dent County IDA Board sent a letter offering the city their assistance in the quest on making a decision on Bio-Mass. The board approved Bill #3206 authorizing the mayor to execute an agreement for the lease and purchase of a 2007 International 4300 Cab and Chassis; and approved Bill #3207 that established the tax rate levy of $.624 per $100 assessed valuation for real estate and personal property taxes for the City of Salem. After the bills were approved, the board went into closed session.

The Salem Police Department released their reports involving a disturbance, trespassing, and a refusing to leave. On Saturday, August 21^st at 4:30 p.m. an officer was detailed to the 700 block of East Center Street in reference to a disturbance. The investigation of the report led to the arrest of a 26-year-old Salem man for trespassing, disorderly conduct, and failure to obey a lawful order of a police officer. He was placed under arrest and incarcerated on the charges. On Sunday, August 22^nd at 9:00 p.m. an officer was dispatched to Wal-Mart in reference to trespassing. The investigation of the report revealed that a 19-year-old Salem man had been arrested prior to this date for shoplifting at Wal-Mart and had been issued a no trespassing order. He was arrested for trespassing, issued a summons to appear in court, and was released. On Monday, August 23^rd at 1:00 a.m. an officer was detailed to the 100 block of South Henderson Street in reference to a subject who refused to leave a residence. The investigation of the report led to the arrest of a 19-year-old Salem man for possession of drug paraphernalia. He was issued a summons to appear in court and was released.
