The Salem Memorial District Hospital tax rate hearing and regular board meeting was held Tuesday evening in the Hospital Library. In the tax rate hearing, the board approved a rate of $.1908 per $100 assessed valuation which is the same as last year. Estimated real estate and personal property tax assessed values for the year total over 236 million dollars and that will help generate an estimated $451,515 for the hospital. In the regular meeting, the summary of operations for the month of July showed a loss from operations of $112,294 and an after tax loss of $107,449. Cash did increase for the month by $236,000 and the days in net account receivables dropped to 50 days from 55 days last month. During the month, there were 861 emergency room visits with the average turnaround time of 125 minutes. There were 204 ambulance runs with 205 patients being assessed, 28 surgery cases, 1,734 outpatient registrations, 155 home health visits, 8,792 lab tests, 980 radiological procedures, 184 CT scans, 35 MRI scans, 14 nuclear med scans, 434 rehab treatments, 216 dialysis treatments and 367 clinical visits of which 156 were for podiatry. Hospital Administrator Dennis Pryor said that the visiting clinics would be moving to Physicians Office Building #2 in the near future. He also said that the construction on the new lagoon is waiting on the contractors as the supplies have already been received. Pryor also mentioned that with the Missouri Supreme Court ruling on the Medical Malpractice Liability Standards that he anticipates that medical malpractice insurance rates would rise again. Casey Lucas stated he is preparing the meaningful use statistics to be submitted so that the hospital can be reimbursed for their cost in the Electronic Medical Record conversion. The Foundation Program Committee met and reviewed possible candidates for the advisory board and Chairman Joe Brand said that they could still use about eight more people. Carol Lacy reported that she attended a meeting in Columbia for the Community Health Needs Assessment on August 1st and 2nd that provided a lot of statistics and data. She will be attending another meeting on August 29th. The board approved the budgeted software purchase of a Direct Deposit License from CPSI for $2,600 and approved the software and license for EMS for their tough book computers for $3,600 They also approved the non-budgeted purchase of a used Endoscopy Colonoscope for surgery from International Medical Equipment to replace the old one for $2,050, and they approved the purchase of two oxygen expansion kits for cardiopulmonary from Tri-Amin for $1,374. The finance committee appointments were made and they were Chairman Dennis Fiebelman, Ken Sheriff and Ray Bruno. Hospital Attorney Mark Weaver explained a bylaw change that would allow the hospital to not have to file an IRS Form 990. The hospital could qualify as an affiliate of a government unit and the dissolution bylaw 2.7 wording would need to be changed for that to happen. Bylaw revisions cannot be adopted until 30 days after the first reading so the board approved moving the next meeting back to September 25th at 6:00. Kathy Weldon from the lab will be speaking at the CPSI National User Conference in Chicago in September to discuss LOINC codes that are specific for each test performed and total over 60,000. This will be a requirement in Stage 2 of the Electronic Medical Record Conversion. The board then went into closed session.
