Mayor Gary Brown and the Board of Aldermen have announced three candidates for City Administrator who will be interviewed this week on August 25 for the position. The finalists for the position are all experienced municipal government managers:  Mark Falloon, most recently City Administrator of Sullivan, Missouri; Clayton Lucas, presently Assistant City Manager at Lindsay, California; and Robert Jenne, current City Administrator of Louisiana, Missouri. Mark Falloon has twenty-six years of experience working in municipal management in Missouri.  Until March of this year when he announced his resignation, Falloon served ten years as Sullivan City Administrator. Robert Jenne is presently City Administrator of Louisiana, Missouri, a position he has held for since early 2008. His public service also includes 26 years in positions of increasing responsibility at Des Peres Department of Public Safety (police, fire and emergency medical services) in St. Louis, ending with the rank of second in command at that agency. Clayton Lucas is presently Assistant City Manager of Lindsay, California, a rural community located in the agricultural area of the San Joaquin Valley.  His previous positions in Lindsay have included personnel director, management analyst and law enforcement officer.  Other public service includes law enforcement officer and later city planner in St. George, Utah. In addition to an interview with the Mayor and Board of Aldermen, the finalists each will be given a tour of City facilities and the community, and participate in a forum with City department directors.  Reference and background checks also will be conducted.  City leaders hope to have the next City Administrator on the job by October 1.

The Salem Memorial District Hospital Board of Directors held a Public Tax meeting prior to the regular board meeting Thursday evening in the Hospital Library. Hospital Administrator Dennis Pryor reported that the real estate assessed valuation is $192,105,729 and personal property is estimated at $51,829,378 in the hospital district. The aggregate assessed valuation increased by $20 million due to the valuation of lead from Doe Run in Iron County. Doe Run is currently requesting that the Board of Equalization lower the assessed valuation. The board approved leaving the tax rate at $.195 per $100 of assessed valuation, the same as last year. The estimated income from this rate is $475,673 with the current assessed valuation, but could drop to $438,000 if the Doe Run appeal is successful. In the regular meeting, Controller Stephanie Wofford stated that for the month of July there was an excess of revenues over expenses of $27,522. Pryor reported that hospital employee Alice (Micki) Teague has received a $4,000 MHA Hospital Employee Scholarship for Registered Health Information Technician training. Director of Nursing Carol Lacy gave her report for July. There were 62 acute care patients admitted, 846 emergency room visits for the month, 1,577 outpatient registrations, 169 ambulance runs, 21 surgery cases, 190 home health visits, 7,879 lab tests, 954 radiological procedures, 233 CT scans, 18 MRI cans, 12 nuclear med scans, 450 rehab treatments, 1,604 cardiopulmonary procedures, 201 dialysis treatments and 338 clinical visits. Pryor reported that the hospital auxiliary purchased an infant resuscitator for the emergency department. Their next fundraiser will be the Books Are Fun on September 27th, followed by Masquerade Jewelry Sale on November 3rd and 4th, and finally the Holiday Home Tour on December 4th.  In the construction update, the heating and air conditioning has been completed on the roof.  Roofing work begins this week. Pryor said that the hospital continues to gather information for the hospice program that could begin the first of next year. Pryor reported on the Interoperable Communication System proposed for Dent County. The system licensing will cost the county only $38,000 with the hardware being provided at no cost since this would be the first system in the state of Missouri. Earlier in the week, the City of Salem stated they would be providing up to $10,000 for the project and Pryor suggested that the hospital also provide up to $10,000. The Dent County Commission would be paying the remainder as well as the yearly costs. The board approved providing up to $10,000 for this system. The next health screening will be held on September 7th and 8th.  Assistant Administrator Kasey Lucas went over the Electronic Medical Record conversion as the CPSI trainers were on site and visited each department on July 19th. The on- site training for the Medication Administration is scheduled for October 10th. Allscripts went live on August 15th with no problems. This project will close on September 9th. Carol Lacy updated the board on the TeleHealth capabilities of the hospital.  Dr. Hess is currently seeing patients each Monday from his office at Missouri Baptist Medical Center. He visited with 17 patients this month. Missouri Baptist is working on expanding this capability with other specialists. This type of visit saves the patients the time and expense of traveling to St. Louis for these visits.  The board approved the budgeted purchase of ten single user licenses for Information Systems from Allscripts for $1,750, six LCD monitors for $696 from CompUSA. They also approved the non-budgeted purchase of a linen cart for Rehab from MMS for $339, a Digital Hydraulic Dynamometer from Sammons Preston for $1,219, 35 Microsoft Word software licenses for Information Systems from PC Connection for $3,930 and a network printer for Acute Care from CPSI for $1,161. Following the purchases, Chairman Leon Kreisler appointed A.J. Seay as Chairman of the Finance Committee with Joe Hayes as Vice-Chairman and Joe Brand. The board then went into closed session.
