Missouri State Auditor Susan Montee expressed much concern upon releasing a state audit which finds the state of Missouri still having problems with the tracking and registering of some paroled sex offenders. A June 2009 Missouri Supreme Court ruling resulted in thousands of previously exempt sexual offenders being required to re-register on the sexual offender registry; however, 1,445 (32%) had not re-registered as of March 31, 2010. The Missouri State Highway Patrol mailed letters to the previously exempt offenders advising them of the court decision. In the report of sexual offender registration, the number of sexual offenders and non-compliance rate by county showed Crawford County had 55 offenders with 49 being compliant leaving a total of six (10.9%) non-compliant; Dent County has 38 offenders with all 38 being in compliance; and Iron County has 27 offenders with 26 being compliant leaving one (3.7%) non-compliant. Also reporting were Phelps County with 88 offenders with 86 being compliant leaving two (2.3%) non-compliant; Reynolds County has 17 offenders with 16 being compliant leaving one (5.9%) non-compliant; Shannon County has 14 offenders with 13 being compliant leaving one (7.1%) non-compliant and Texas County has 37 offenders with all 37 being complaint. The audit finds the state moving forward in registrations but still in need of further improvements to ensure previous exempt offenders have registered, and discusses compliance with the Sex Offender Registration and Notification Act (SORNA). As of March 31, 2010, Missouri had 10,549 actively registered sex offenders in 114 counties and one city (St. Louis) not within a county.
An accident happened in Dent County about 12 miles north of Salem on Route FF at 12:55 Wednesday afternoon. According to the highway patrol report, a 1983 Yamaha driven westbound by 51-year old Michael O’Day of Salem, traveled off the right side of the roadway and struck a ditch. O’Day suffered moderate injuries and sought his own treatment. The Yamaha sustained moderate damage and was removed from the scene by Whitaker’s Towing of Salem.
The United States Attorney’s Office announced that 42-year old Dale Courtway, of St. James, has entered a guilty plea to one felony count of production of child pornography. According to court documents, between January 2008 and November 2009, Courtway took pictures of himself engaged in sexually explicit conduct with a minor under the age of eighteen. He appeared before United States District Judge Jean C. Hamilton, who set sentencing for November 19, 2010. This charge carries a penalty range of 15 to 30 years in prison and/or fines up to $250,000. St. James Police Department, South Central Missouri Computer Crime Task Force, and the Federal Bureau of Investigation investigated this case. Assistant United States Attorney Rob Livergood is handling the case for the U.S. Attorney’s Office.
The Salem Memorial District Hospital Board of Directors will conduct their regular monthly meeting at the hospital library tonight at 6:00 pm following a public tax hearing that will be held at 5:45 to determine the hospitals’ tax rate for 2010. After approval of the minutes from the July 22nd meeting, Administrator Dennis Pryor will give the summary of operations and statistics report for the month of July. Pryor will then give the auxiliary report, the hospital activity calendar and update the Board on legislative issues. Director of Nursing Carol Lacy will update the Board on the nursing services and ancillary service reports. In old business there will be a strategic planning update, the Board will discuss the hospital lagoon and the hospital foundation committee. In new business the Board will address the dialysis state survey, there will be an annual bylaw review and the Board will address hospital purchases. The regular monthly meeting of the Salem Memorial District Hospital Board of Directors is open to the public.
Troop I, of the Missouri State Highway Patrol, recorded one
traffic fatality during the month of July 2010 which is one less than July 2009. The total fatalities for 2010 were 14
compared to 11 for the same time period last year. There were 194 accidents with 97 injuries and two fatalities July 2009 compared to 194 accidents with 73 injuries and one fatality July 2010. In Crawford County, 23 accidents were recorded with 12 injuries, Dent County had 15 accidents reported with seven injuries and in Laclede County, there were 35 accidents reported with 15 injuries. Other county reports for July include Maries County where 12 accidents occurred with 12 injuries and one fatality, Phelps County where 63 accidents were reported with 16 injuries, and Pulaski County where 46 accidents were reported with 11 injuries.

Lorenzo Cain doubled, tripled, drove in one and scored twice to back 8 1/3 solid innings from Randy Wolf, as the Milwaukee Brewers held on for a 3-2 win over the St. Louis Cardinals, earning a sweep of a brief two-game set at Busch Stadium. Matt Holliday had an RBI double and scored a run for the Cardinals, who have lost four straight. Adam Wainwright (17-7) suffered his first home loss of the year for yielding three runs on seven hits with one walk and seven strikeouts over seven innings. The right-hander dropped to 11-1 at Busch Stadium this season. The Cards will be off today.
The St. Louis Cardinals have recalled catcher Bryan Anderson from Memphis (PCL) and optioned catcher Steven Hill to Memphis.
Yuniesky Betancourt finished 2-for-4 with a solo homer and three RBI as Kansas City fended off a late charge by Cleveland to post a 9-7 decision in the second of three between the clubs at Kauffman Stadium. Billy Butler and Mitch Maier each drove in two runs for the Royals. Bruce Chen (8-6) earned the win despite yielding 11 hits and four runs with five strikeouts in 5 2/3 innings. Joakim Soria worked out of trouble in the ninth to record his 35th save. The Royals and Indians finish their series tonight in Kansas City.
The 12th Tiger Club is sponsoring a Football Parade to be held on Friday, August 27th. That will be the Salem Tigers first home football game against Thayer. Businesses, clubs, organizations, churches and individuals are encouraged to participate in the parade. Floats should line up around 5:30 between the Dent County Courthouse and East Salem Hill. Funeral services for Elbie Hickman of Salem, age 70, will be held Friday at 6:00 at the James and Gahr Mortuary in Salem. Visitation will be from 4:00 until service time. Interment will be held a later date.
Funeral services for Elsa Elvira Day of Bunker, age 97, will be held Saturday at noon at the James and Gahr Mortuary in Salem. Visitation will be from 10:00 until service time. Interment will be in the Cedar Grove Cemetery. Memorials are suggested to the Swiney Cemetery in Bunker.
Memorial Mass for Rita Ann (Verkamp) Hertfelder of Las Vegas, Nevada, formerly of St. James, age 76, will be held Saturday at 1:00 at the Immaculate Conception Church in St. James. Visitation will be from 11:30 until service time. Interment will be in the Immaculate Conception Catholic Cemetery. All the arrangements are under the direction of the James and Gahr Mortuary in St. James.
Graveside services for Freda A. McDonald of Salem, age 83, will be held at 1;00 Saturday at the Cedar Grove Cemetery. All arrangements are under the direction of the Dent County Memorial Chapel in Salem.
