The Dent County Sheriff’s Department reported that on Saturday, August 13th at 11:45 in the morning at the Commons, an altercation led to charges of assault in the third degree against George ‘Benny” Maxwell and Johnny Martin. According to the preliminary report, the altercation stemmed over the admission into the Common grounds. According to Martin, he tried to collect the two-dollar entry fee from Mrs. Maxwell at which time Mr. Maxwell refused leading to Martin being struck by Maxwell. According to Maxwell, Martin had reached inside the vehicle and that is when he struck Martin. Both suspects were released as the investigation continues.

The Salem Board of Aldermen held their regular meeting Monday night at the City Hall Council Chambers. The board went into closed session at 6:00 and came back into open session at 7:05. The board then opened a public hearing to set the property tax rate for the 2011 year. According to City Clerk Mary Happel, the tax rate could not be raised this year since Salem held their rate last year at 62.4 cents per $100 valuation. The only way the tax revenue could increase is by increased valuation. In the consent agenda, the sales tax report shows that the city received $74,401.13 for the month of July and $4,910.81 from the Collector from real estate and property taxes. City Clerk Mary Happel prepared a comparison sheet between the bids from Waste Management and Swinger Sanitation for the solid waste pickup and disposal services for the residents in the city. Director of Public Works Bill Huffman recommended going with Swinger Sanitation’s bid, but Alderman Kenneth Nash and Phillip Giacomelli said they received quite a few calls to stay with Waste Management. After voting down the motion made by Alderman Jerry Randell to go with the Swinger bid, the board approved by a 3-1 vote to renew the Waste Management contract for residential services for three years. The board approved Resolution 17-2011 adopting the City of Salem Employee Handbook, and then formally set the property tax rate at $0.624 per $100 assessed valuation. The Planning and Zoning Committee postponed their meeting on both properties until more information could be obtained. Director of Public Works Bill Huffman said that the street and electric department continue to pick up limbs and debris from the storm Friday. The alderman all complimented the electric crew for their work Friday in clearing roads and restoring electricity after the storm. Mayor Gary Brown said that 1,012 people used the services at TCRC in July and another 1,219 used the fitness center. He said that the Council for a Healthy Dent County would be taking over as managing partner of the TCRC partners and he appointed Alderman Powell to be the city representative on their board. He went on to say that the Community Betterment Judges would be in Salem September 14th through the 16th. The mayor said that the city is no longer in MoDOT’s District 9 out of Willow Springs and is now in the Central District. Their area engineer is Preston Kramer and he will be headquartered in Rolla. He said that he asked Kramer to review a crosswalk at Roosevelt and Highway 19 south to see if some signs can be placed there. The board approved Bill #3235 that deals with amending the city of Salem 2010 Fiscal Year budget, Bill #3236 that deals with revoking Chapter 16 on garbage and trash collection and creating a new ordinance on the regulating of storage, collection, transportation, processing and disposal of solid waste; Bill #3237 concerning the issuance of liquor licenses, and Bill #3238 that established the tax levy for the year of 2011 of $0.624 per $100 assessed valuation. The board postponed until the 2nd meeting in September to discuss a contract with The Commons for the 4th of July Fireworks in 2012. After a long discussion, the board approved to provide up to $10,000 for their portion of the Interoperable Solutions Intercommunication System that would tie in communications that include the fire departments, the hospital, city police, sheriff’s department and emergency management. The board approved the appointment of Annette Vest as the Assistant City Clerk but there is no additional money in the budget for that position this year. After the bills were approved, the board went into closed session to discuss litigation, real estate and contracts.

The Public Water Supply District #1 of Dent County will hold their monthly meeting tonight at 7:00 at the Dent County Community Center. At the meeting, the board will approve the disbursements, the financial reports, and the water testing report. The board will also hear the President’s report and bookkeeping report, before there will be a general discussion at which time any new business will be addressed. The board will then hear any other items that may come before them before possibly going into closed session. The meeting is open to the public.

The Salem R-80 will hold open houses at the Salem Junior High and Senior high tonight starting at 6:30 and lasting until 8:00. This will give parents an opportunity to meet with teachers and see the improvements made to the school.

Ryan Doumit went 4-for-4 with a three-run homer to power the Pirates past the Cardinals, 6-2, in the first of a three- game set at PNC Park. Matt Holliday had two doubles, while Rafael Furcal and David Freese each drove in a run for St. Louis, which lost for the second time in five games. Jake Westbrook (9-7) was pegged with the loss after surrendering five runs -- four earned -- on nine hits in 5 2/3 innings. The defeat left the Cardinals six games behind the first-place Brewers in the NL Central. The Cards and Pirates play again tonight at 5:30 on KSMO Radio.

A.J. Burnett looked like he was heading for another frustrating loss or no-decision, having just given up the lead in the fifth inning. But the Yankees offense rallied to go back on top in the sixth, highlighted by Derek Jeter's two-run triple, to guide New York to a 7-4 victory over the Royals and help their starter win for the first time in more than a month. Felipe Paulino (1-5) allowed five runs in 5 1/3 innings, allowing eight hits and five walks to take the loss for Kansas City, which was coming off a 1-6 road trip. Rookie second baseman Johnny Giavotella had a career-best three hits and Billy Butler drove in two runs for the Royals. The Royals and Yankees play again tonight.

Funeral services for Pastor Elmer “Dooley” Garrison of Steelville, age 81, will be held Wednesday at 11:00 at the Britton-Bennett Funeral Home in Steelville. Visitation will be held tonight from 5:00 to 8:00. Interment will be in the Steelville Cemetery with full military honors.

Funeral services for Norma Jean Brown of Bourbon and formerly of Steelville, age 68, will be held Wednesday at 2:00 at the Britton-Bennett Funeral Home in Steelville. Visitation will be held from 1:00 until time of service. Interment will be in the Hibler Cemetery in Steelville.

Funeral services for James Noil Thomas of Salem, age 82, will be held Saturday at 11:00 at the Wilson Mortuary Chapel in Salem. Visitation will be Friday from 5:00 to 8:00. Interment will be in the Cedar Grove Cemetery.

Memorial service for Elisabeth Jane “BJ” Kinyon of Rolla, age 80, will be held Saturday, August 20th at 1:00 at the Christ Episcopal Church of Rolla. Memorials are suggested to the Christ Episcopal Church of Rolla building fund. All arrangements are under the direction of the James & Gahr Mortuary of Rolla.
