The City of Salem Board of Alderman held their regular meeting last night. During the hearing of persons, Bob Brendell wanted to know why the City's insurance company did not pay for the repairs to his wife's vehicle. He stated that the damages, which occurred in the fall of 2003, between $1,800 and $1,900, were cause from a transformer blowing, from a short, behind the Bank of Salem. He felt that his insurance company should have been reimbursed. His insurance company fixed the car and did not pursue going after the City's insurance company. In bids, the City of Salem had requested bids for two 4-wheel drive pickups, one for the Electric and one for the Water Department. The Board awarded the bid to Heavin Motors for two 2008 Ford F150's at $18,767 each. The Electric and Water departments had each budgeted $19,300 for the purchase of the trucks. Also in bids, the City of Salem had requested bids for lettering the new police cars. Chief Jadwin presented the bids and the Board awarded the bid to Action Graphics in the amount of $1,013.90. At the last Board of Alderman meeting, City Attorney Mark Weaver presented a draft ordinance concerning pit bulls for the Board to look at and make suggestions. After some discussion, a motion was made to have the Ordinance drawn up and put on the agenda for the next Board meeting. The Board did vote to have in that ordinance that the owner of a pit bull shall provide proof of rabies vaccination and shall pay the annual pit bull registration fee of $100. In reports of city officials, boards and committees, Park & Recreation Director Greg Nash reported on the Park Board meeting held on July 31st. Nash said they had about 550 age 4-12 year olds this year, the most ever participating in sports. Nash also said the pool is running great, attendance was up from last year and the pool will also stay open through the Labor Day week-end. Mayor Gray Brown gave a report to the Board on the Salem Business Revitalization Committee meeting. The Committee wants to start on Highway 19 North, by the roadside park, then head into town and widen 19 by the Main Street Cafe'. Brown also said they wanted to work on the island areas at the "S" curve. They had talked about putting fountains in those island areas as well as flowers and plants and keep those maintained. There was talk about a Street Maintenance Program for weeding, cutting grass and picking up trash. Alderman Jim Jackson expressed concern over the tall grass and brush covering the sidewalks around the old high school. Jackson was told that Tenth Street was weed-eated over the week-end. Brown went on to say that the last of August, asphalt would be put on the streets receiving the new water lines. Brown also met with Capital Electric regarding lines from Walker Street to Highway 72 along "J" Highway. This is a budgeted item and bids are being sought. The Mayor stated that the sidewalk by the grade school is complete, a flag pole has been put at the grade school, and striping has been done around the schools. Mayor Brown stated that at the beginning of the year there were 20 sheds, houses, etc. that needed to be addressed and taken care of. To date, there are only two left. There is a trailer at 609 East Hunt that needs to be moved and a house at 810 East Hunt that the owner had started taking apart and stopped. The Mayor told the owner that it was to be done by the Board meeting time, or bids would be sought to take it down and the bill would be added to the owner’s taxes. The Sewer Department has handed out about 20 sample bottles, which is done every three years, for samples to be taken and sent out for analysis checking for lead and copper. In the reading of bills, Bill #3102, an ordinance annexing certain adjacent territory, part of lot 5, lots 6, 7, and 8 of the Great Oaks Subdivision, into the City of Salem was read. The lots owned by Joyce Nash, were incorrectly annexed into the City two years ago and this is to correct that ordinance. Bill #3103, an ordinance amending ordinance #3101, dealing with the new budget was approved. This ordinance concerns Well #7 at the Industrial Park. The original budget was for $63,415 to replace Well #7. By cleaning it out at roughly about $21,000, putting in a new pump for $7,000, and then pumping water through it for about three weeks to make sure there is no sand in it, the new pump, new pipe and installation would cost about $16,763. The Board approved a new line item, "Income From Previous Year for Well #7 which was added to show the adjustments. Bill # 3104, an ordinance authorizing the Mayor to execute an agreement with the Bank of Salem for the purchase of 2007 Chevrolet Impala for $17,669, payable over a term of two fiscal years with the annual interest rate of 4.59% was also approved.
