The Salem Board of Aldermen once again has two east ward alderman after the meeting held Thursday evening in the city hall council chambers. Midway through the meeting, Mayor Gary Brown recommended the appointment of Dr. Hadyn Powell to replace the late Jim Jackson and the board unanimously approved the nomination. Powell was then sworn in by City Clerk Mary Happel. In the hearing of persons, the board heard from Tammy Williams about loud music, squealing tires and partying from teenagers at the parking lot of Century 21 Real Estate and further down Hickory Street. They said that the police do not respond to their calls and the problem has been going on for about four months, but not every night. Alderman Jerry Randell said that he parked on the Knight Auto Care lot one weekday night and only one car was there about five minutes; and on a Friday night, four cars were there about 20 minutes. Mayor Gary Brown said the city would look into the problem further. Mayor Brown reported that he pulled the bids on the John Deere 313 Skid-Steer Loader at this time and it will have to be rebid later. The board only received one bid for a 2007 International Bucket Truck with the Altec AM900 Boom System and that was from Global Rental Co. of Birmingham, Alabama for $89,000. The mayor said that $50,000 has been budgeted for the down payment and city will finance the balance. The board approved the purchase and then approved the loan rate of 3.61% from Town and Country Bank for the balance of the purchase of the truck which was the lowest of three bids submitted.  The board also approved the bid from Naegler Oil Company from Springfield, Missouri for the lowest per gallon price of $3.4492 for 4,000 gallons of airplane fuel. Economic Development Director Sharon Tubbs presented the report from SACBA from July 1, 2009 to June 30, 2010 to the aldermen that was compiled by volunteers. The events spotlighted include the Salem Sesquicentennial, serendipity, healthy school initiative, youth archery and the Upper Elementary School honor’s choir. In the public works report, Mayor Brown said that all the three-phase work has now been completed, the intersections of Doss and Roosevelt as well as Hunt and Water Streets are now four-way stop signs after accidents occurred at both locations. He mentioned that last Thursday, the city was approved to receive the soccer field grant from the Department of Natural Resources which is a 45-55 match. The board approved Bill #3204 that annexes three properties into the city limits owned by Ad-Par Construction Company in Brandon Heights; and they approved Bill #3205 that authorizes the mayor to execute an agreement between the city of Salem and BWR Engineering for work to be done at the Salem Municipal Airport. That work includes removing and replacing the medium light intensity runway light system, the end identification lights, and installing two box precision approach path indicators on Runways 17 and 35. They will also install a new regulator and electrical vault modifications as needed. The board then set the next Board of Aldermen meting for August 23^rd at 7:00 and set the public tax rate levy hearing to be held in the meeting. The 2009 tax levy for the city of Salem for personal property and real estate is $.624 per $100 assessed valuation. After the bills were approved, the meeting was adjourned.

The Dent County Commissioners met for their regular meeting at the Dent County Courthouse Thursday morning. In the road report, District One Commissioner Dennis Purcell said that grading was going to be done on Dent County Roads 2400 and 5170, and that brush was going to be cut on Dent County Roads 6010 and 6380. He said that workers would be hauling creek gravel and putting up downed or stolen road signs. In District Two, Commissioner Gary Larson said that grading was going to be done on Dent County Roads 2050, 2060 and 4290, and that crews would be working on and cutting brush on Dent County Road 4050. Larson said that material is being hauled to Dent County Road 2250 and that ERB Equipment is working on grader #27. Larson said that brush cutting in District Two would be focused on the bus routes first before other roads are done, and right now the district is one brush cutter short. It should be repaired shortly so that those bus routes are completed when school starts. Presiding Commissioner Darrell Skiles said that the Ozark Solid Waste Management District is making a one time offer through the Department of Natural Resources to schedule a trailer to come to Dent County to collect tires at no charge to the residents of the county. The program is called the “Scrap Tire Unit” program and is funded by the state scrap tire fee. The commissioners also received bids from Roberts Judson Lumber Company and Whitaker Building Supply for metal for the Dent County shed, but were talking with both companies to make sure that the bids covered everything. The next meeting of the Dent County Commissioners will be Monday morning at 9:00 and the meeting is open to the public.
