The presiding commissioner of Reynolds County, 63-year old Donald Barnes of Ellington, will be arraigned August 7th for soliciting a prostitute, an encounter that authorities say left the official with a stab wound and severe beating. The incident happened May 19th in Shannon County. According to the Missouri State Highway Patrol, Barnes was parked on a logging road in Shannon County with 24-year old Nicole Carey Parmeley of Robertsville, with an agreement to pay for a sex act. Three men and a juvenile, which had been riding with the woman when she went to meet Barnes, came up to Barnes’ vehicle, attacked him and stole his wallet. Investigators say that 19-year old Jonluc Ettinger of Pottersville, was armed with a pistol and pulled the woman from the truck. 22-year old Patrick Mitchell of West Plains took the woman back to her vehicle. He was carrying a baseball bat. Ettinger, 17-year old Lawrence Goure of West Plains, and the juvenile allegedly hit Barnes several times and stole his wallet.  Shots were allegedly fired, and Barnes truck was damaged.  Barnes stated that about $500 was in his wallet, and that a pistol was taken from his truck. In addition to being stabbed, Barnes suffered a broken nose and broken bones in his face. Ettinger, Goure, and Mitchell were charged July 13th with first-degree assault and armed criminal action and jailed on a $50,000 bond.

The Dent County Commissioners held their regular meeting Monday morning at the Dent County Courthouse.  At the meeting, Bill Raulston came in to state that he was not in favor of the rural addressing as he felt that would allow the federal government to identify his land. In the road report, Commissioner Bobby Simpson reported that in most areas it is too dry to grade. He said that materials are being added and work is being done on Dent County Roads 408 and 410. Simpson also reported that the ditches were being pulled and materials were being added to Dent County Road 624. He said that grading would be done on Dent County Roads 652 and 663 unless they were too dry. Commissioner J.J. Tune reported that work is being done on the south end of Dent County Road 221 as they are adding materials to the hill. He said that the work crews would be forming up and pouring concrete at a bridge on Dent County Road 224 and also in the Boss area. He said that the low water slab on Dent County Road 207 also needs attention and a Road pipe has washed out on Dent County Road 321. Presiding Commissioner Darrell Skiles said that he attended a SEMA Area I meeting at the MRPC and reported that a Mass Care Trailer is now available to respond to local emergencies and can be reserved at the request of a mayor or presiding commissioner. He said that they also gave an update on earthquake preparedness for the area, plus they announced that there will be a statewide workshop in Sullivan on October 15th and 16th to discuss an organized response.  Dent County Clerk Angie Curley said that she had contacted Brendon Morrow from the state archives office and he will be meeting with assessor Brenda Bell late in August to go over the records on the third floor of the courthouse. She also reported that after reassessment the property tax assessment for Dent County for 2007 is $148,281,298 and that is up about 10 million dollars from last year. The commissioners then opened a bid for culverts at 10:00 from Metal Culverts for a variety of sized culverts at a cost of  $24,975.18. It was the only bid they received. The next meeting of the Commissioners will be Thursday morning at 9:00 at the Dent County Courthouse and the meeting is open to the public.

The U.S. Department of Labor reminds employers and employees that the federal minimum wage will increase to $5.85 effective today.  With this change, workers covered by the federal Fair Labor Standards Act (FLSA) will be entitled to be paid no less than $5.85 per hour. The law also requires that workers be paid on their regular paydays for all hours worked during a pay period. The Fair Minimum Wage Act of 2007 amended the FLSA to increase the federal minimum wage in three steps:  to $5.85 per hour effective July 24, 2007; to $6.55 per hour effective July 24, 2008; and to $7.25 per hour effective July 24, 2009.  A separate provision of the bill will bring about phased increases to the minimum wage in the Commonwealth of the Northern Mariana Islands (CNMI) and American Samoa, with the goal of bringing the minimum wage in those locations up to the general federal minimum wage over a number of years.
