The Salem Board of Aldermen held their regular meeting at the Salem Community Center at the Armory Monday night. After the approval of the agenda that showed sales tax revenues received in July of $116,222.61, City Attorney William Camm Seay reported that he received a legal description of the firing range from the city clerk and faxed it to the Salem R-80 School Attorney Tom Mickus. Seay said that he has set a September 1st deadline for the agreement and feels that he should have a written agreement by the first meeting in August. Building Inspector Jarrod Brown updated the board on his inspection of the property at 701 East Center. He said on his first inspection on July 14th, he found improvements but there were still some violations. He recommended a seven-day extension to City Administrator Ray Walden who notified the owners they had until July 21st to correct the problems. Brown re-inspected the property on the 21st and found the violations had all been corrected and authorized the city clerk to issue the business license. Jerry Craig from the Salem Planning and Zoning Commission reported on their meeting prior to the regular board meeting. He said they discussed and recommended the proposed erecting of a low-power FM radio tower near Scenic Rivers Blvd owned by the Sacred Heart Catholic Church. The board approved the recommendation. Alderwoman Molly Zettel then discussed the utility meeting that was held. The discussion included changing the procedure for disconnection to be more lenient, accepting partial bill payments, and review the rates charged by the city for sewer, electric and water. By state statute, the rates charged by the city must cover the costs to provide the service and that is not the case with the sewer. She said the Missouri Rural Water Association would do a free study to compare Salem’s rates with other cities. She said another meeting would be held at the end of this month and the public is invited. City Administrator Ray Walden said the city surplus auction was held this past Saturday and the net proceeds were $13,316. He also reported the airport project of resealing the runway and striping it was completed last week and it was reopened Tuesday. Walden presented the board with a rough itinerary of what he plans to do to get information to help development a better financial and organizational strategy for the city. His goal is to have the process completed by December 2014. He has already started the process with the department heads and announced that he and the department heads will be available to the public for 30 minutes before the August meetings for the public’s comments and suggestions. He also presented to the alderman a timeline for the 2012 I-Code adoption by the city. He plans to have an overview session on August 11th open to the public that night followed by public comment over the next 30 days. The city can then respond to public comments on September 29th and then they could adopt the code with local amendments. The code would then go into effect on April 1st of 2015. Walden said the dates could be tweaked as needed by the aldermen. Mayor J.J. Tune would like for business owners and property owners to keep their sidewalks swept off for walkers and those with wheelchairs. He did say that property owners are responsible to make sure branches or bushes on sidewalks do not impede pedestrian traffic. That is not the responsibility of the city. With no further business at hand, they went into closed session.
