The City of Salem Board of Aldermen held their regular meeting Monday evening at the city hall council chambers. At the meeting, the board accepted the bid from Jeff Pogue for 2,400 yards of soil at $5.00 per yard for a total of $12,000 that the city will pickup and store at the street department. The city did not receive any bids for the cutting, bailing and removal of hay on the area where the soccer field will be and at the airport. City Engineer Bill Huffman said that the city right-of-way at Sligo and Highway 32-72 storage units starts about five feet off the road or five feet east of the fence, and MoDOT right-of-way ends about 25 feet south of the fence. Many of the weeds there are on private property and are the responsibility of the landowner. Alderman Kenneth Nash stated the city needs to review the user fees for the park programs, airport hanger fees and also at the Salem Freedom Activity Center. He said it is not fair for the people to have pay an increase in their own electric and also for these programs or locations. Nash said the electric for the Salem Freedom Activity Center will cost the city about $32,000 this year. Mayor Brown said that the Park Board and Airport Board would be meeting to discuss and recommend fees to the board for their approval. The board denied a pay raise for the city mechanic with two alderman voting no and two abstaining. They said everyone agreed that the pay increase for the employees was the changing of the retirement plan that cost the city about $72,000 last year. The board approved the annexing of the property at 300 South Dilworth into the city and will be zoned as R-1 residential as recommended by the Planning and Zoning Board. They also approved a conditional use permit for a used car lot at 404 West Fourth Street as recommended by the Planning and Zoning Board. The Alderman also denied the subdividing of the property at 402 North Water as the Planning and Zoning Board let the motion die for the lack of a second. Alderman Brad Nash suggested that a stop sign be installed at the intersection of Doss Road and Roosevelt Street so that it becomes a four-way stop and suggested this be done before school starts. He also said that all the people who filled out the pre-assistance disaster forms at the firehouse are NOT registered with FEMA for assistance and need to call the disaster assistance hotline number and file their claim for damages. That number is 1-800-621-3362 or go online at www.disasterassistance.gov. Mayor Brown said that well #8 has been repaired and could be back on line later today. He said that the city would hold an electrical and tire recycling later this year. He also said that the sheriff’s department has requested that the city make Iron Street a one-way street from Fifth Street to Rolla Road. The mayor said that city has cleaned out the ditch from the Fourth Street Mall to Second Street. The board then approved moving the October 5^th Board of Aldermen meeting to October 2^nd at 10:00 due to a conflict with the Missouri Municipal Conference that will be held from October 4^th through the 7^th. After the bills were approved, the meeting was adjourned.

The Dent County Coroner’s Office released a report of a body found by the Dent County Sheriff’s Department in the woods near a residence on County Road 3255. On Saturday, July 18^th at 10:37 am, Dent County Coroner Gina White pronounced 59-year old James Nelson Delcour of Salem dead from a gunshot wound to the head. The incident is under further investigation. The body was then released to the James and Gahr Mortuary in Salem.

Businesses who suffered property damage or loss from the severe storms, tornadoes and flooding from May 8^th through the 16th can register for federal disaster assistance. Registration is available by calling 1-800 621-3362 from 7:00 a.m. to 10:00 p.m., seven days a week, or at www.disasterassistance.gov. In order to complete an application, the following information is necessary: a phone number, address of the damaged property, a brief description of damages, a Social Security number, any insurance information and a current mailing address. The counties in which residents are eligible to register for disaster assistance are: Dent, Shannon, Texas, and surrounding counties. Businesses of any size and private, non-profit organizations may borrow up to $2 million to repair or replace damaged or destroyed real estate, machinery and equipment, inventory, and other business assets The U.S. Small Business Administration also sends loss verifiers to inspect damaged property of those who have submitted completed loan applications. And local building and safety inspectors may come to see if damaged structures are safe. All of these inspectors should have photo identification.

Assistance can include grants for temporary housing and home repairs, in addition to grants for serious disaster-related expenses not covered by insurance. Homeowners and renters are eligible for up to $40,000 to repair or replace damaged or destroyed personal property. FEMA disaster assistance covers basic needs only and will not normally compensate victims for their entire loss. For those with insurance, the government may help pay for basic needs not covered by insurance. Residents who applied for disaster assistance and are not insured can expect to hear from an inspector who will schedule a visit to look at damaged property. FEMA schedules inspections within 7 to 10 days to verify losses.

Graveside services for Robert Quinten (R.Q.) Hamilton of Salem, age 91, will be held this morning at 11:00 at the Pilgrim’s Rest Cemetery in Shannon County. Memorials may be made to the Timber Volunteer Fire Department. All arrangements are under the direction of the Wilson Mortuary of Salem.

Funeral services for James N. “Jimmy” Delcour of Salem, age 59, will be held today at 1:00 in the Salem Chapel of the James and Gahr Mortuary. Interment will be in the Cedar Grove Cemetery with Full Military Honors.

Funeral services for Obe Wofford of Licking, age 83, will be held today at 2:00 at the Boone Creek Baptist Church in Licking. Interment will be in the Mt. Olive Cemetery. Memorials may be made to American Cancer Research. All arrangements are under the direction of the Fox Funeral Home in Licking.

Funeral services for Grace Boatman Wilkerson of Salem, age 94, will be held Wednesday morning at 11:00 at the Wilson Mortuary Chapel in Salem. Visitation will be from 6:00 to 8;00 tonight. Interment will be in the Cedar Grove Cemetery. Memorials may be made to the Salem Full Gospel Church.

Funeral services for William Henry “Jack” Davis of Imperial, formerly of Davisville, age 88, will be held Wednesday morning at 11:00 at the Britton-Bennett Chapel in Steelville. Visitation will be held this evening from 5:00 to 8:00. Interment will be in the Davisville Cemetery. Memorials may be made to the American Cancer Society or the ABC Memorial Fund for the Davisville Cemetery.

Funeral services for Stephen P. Bullock, Jr. of Brighton, age 35, will be held Wednesday at 2:00 at the James and Gahr Mortuary in St. James. Visitation will be tonight from 6:00 to 8:00. Interment will be in the Miles Cemetery in St. James with Full Military Honors. 

Funeral services for Albert J. Krul of Salem, age 87, will be held Thursday at 1:00 at James and Gahr Mortuary. Visitation will be Thursday morning from 11:00 until service time.  Interment will be in the North Lawn Cemetery. Memorials are suggested to the Freewill Baptist Church. 

Funeral services for Lola Luna of St. James, age 83, will be held Friday morning at 11:00 at the James and Gahr Mortuary in St. James. Visitation will be Thursday from 6:00 to 8:00. Interment will be in the St. James Cemetery. Memorials may be made to the American Heart Association.
