The Salem Board of Aldermen held their regular meeting Monday evening at the city hall council chambers. At the meeting, the board heard from John Watson about some injustices he feels occurred to him including the city police department not enforcing court orders and their lack of filing police reports. City Police Chief Clifford Jadwin says that the court order does not have the official seal on it and it does not direct the city police to do anything. This was also re-enforced by comments from City Attorney Mark Weaver who also said that he has asked the incident in May turned over to the state to file state charges that may include the appointment of a special prosecutor. Watson also wanted to know why the utilities at the Western Cherokee complex were changed after there was leak at the property. Mayor Gary Brown said that the Western Cherokee Organization came in and paid the bill, paid a deposit and had the utilities transferred to their name. Western Cherokee representative James Ellis stated that he apologized for the incidents this past year, but that the governing board still wants to cooperate with and work with the city on improving the old middle school property. Ellis says that currently they are unable to do much as their funds are frozen due to the lawsuits, but they continue to have fundraisers to achieve their original goals. The board then approved the purchase of a trailer for the street department from the 72 Farm Center for $2,695 and it will take about three weeks for delivery. The old street department trailer will be given to the park board for their use. The board then approved the lease-purchase of three 2008 Ford Explorers from C & E Auto Sales for $23,700 each, and the lease-purchase of three Chevy Impalas from Don Brown Motors for $17,669 each for the Salem Police Department. Another $7,400 plus of police equipment that will be added to the vehicles brings the total to $131,511.70. The city will finance the two-year lease-purchase with either a 4.59% interest rate from the Bank of Salem if they are approved for the tax credit, or a 4.90% rate from Town and Country Bank. The city will sell six of the police cars and proceeds from the sale will go to general revenue. Prior to the regular meeting, the Planning and Zoning Board met to discuss a reviewed use for the operation of a Day Care Center at 700 East Hunt. The Planning and Zoning Board recommended allowing the reviewed use permit. An ordinance will be drawn up to that effect. Alderman Jim McDaniels wanted to thank the chamber, city employees, the Commons board in making the 4^th of July a success with an estimated 5,000 people viewingthe display at the Commons. Mayor Gary Brown said that he discussed Route J with MoDOT in removing the hump from the road and they will be looking into repairing the road. He said that a house on Hunt Street that has been on the destitute list needs to be taken care of or tore down. He said that he would place it on the agenda at the next meting if something is not done. Salem Economic Development Director Sharon Tubbs introduced web designer Phil Schmidt to the board as he was in attendance taking pictures. She said Schmidt still needs to receive information from all the departments in the development of the site. City Attorney Mark Weaver went over a draft ordinance concerning vicious dogs that would concentrate on the banning of pit bulls unless they are grandfathered in. They would have to be spayed or neutered, registered and confined. The board will review the draft and comment on it at the next meeting or possibly even approve the draft. The board did not take any action on hiring a designer for the new soccer fields, as they would like to discuss the issue with city engineer Bill Huffman. After approving the bills, the board went into closed session.

Funeral services for Debbie Jean Gibbs of Salem, age 43, will be Wednesday at 10:00 a.m. at the James & Gahr Chapel in Salem. Visitation will be this evening from 6:00 to 8:00 p.m. Interment will be in the Cedar Grove Cemetery in Salem.

Private graveside services for Roger Edwin Swan of Salem, age 63, will be held Friday at 10:00 at the Fee Fee Cemetery in Bridgeton. A memorial visitation will be Friday from 4:00 to 8:00 at the Niebrug-Martin Funeral Home in Warrenton. A memorial Celebration of Life will be held Saturday at 4:00 in Warrenton. Memorials may be made to the First Baptist Church in Salem or the cancer research of your choice.

Funeral services for David Wymon Skaggs of Rolla, age 68, will be Friday morning at 11:00 a.m. at the Vichy Campground Church of God in Vichy. Visitation will be Thursday evening from 6:00 to 8:00 p.m. at the James & Gahr Mortuary in Rolla.

Funeral services for Irma Jean Ilges of St. James, age 51, will be Saturday at 2:00 p.m. at the James & Gahr Chapel in St. James.
