The City of Salem Board of Aldermen held their regular meeting Monday night at the city hall council chambers. At the meeting, Patsy Hanson received a ticket for high grass at property located at 706 South Warfel, but explained that she had paid a person to cut that which they did not, and the excessive rain kept the grass from being done. She feels if the city continues to give her tickets, then she feels she should be compensated about $800 a strip of property that she has kept trimmed at Rolla Road and Washington that she claims to be city property. The board took no action. City Attorney Mark Weaver then reported on the public hearing concerning the annexation of #6 Great Oaks Drive and there were no objections. An ordinance will be drawn up for the alderman to review. Alderman Jim McDaniels asked Mayor Gary Brown about the bridge at the city park over the creek and said that should be a priority in this new fiscal year. Alderman Bill Riley asked the mayor if the sidewalk on the north side of First Street from Highway 19 to Jackson could be replaced before school starts and brown said he would check into it. Alderman Jim Jackson asked about the new pool filter and Mayor Brown said it was doing fine, but there was a small problem with the chlorination system during a backwash. Mayor Brown then reported that the Road Rally hi-lights from February would be on ESPN 2 at 3:00 today. He said that the city has raised $1,350 for fireworks for the Independence Day celebration and have possibly 25 vendors that will be on hand at The Commons. The mayor said he would meet with an engineer from MoDOT to discuss the crown on McArthur this Thursday. He also said that he has been selected to serve on the Missouri Municipal League Natural Resources and Urban Development Board, and he said he spoke with Representative Jo Ann Emerson at Rotary about sewer and water grants for the city. Mayor Brown reported that the city does not require a permit to demolish a home. The mayor said that someone turned in a contractor who was tearing down a house in the city limits to DNR. The board then approved the renewal of the R & C Mobile Home Park at 701 East Center, but postponed any decision on Section 17-102 of the city’s code book that requires the owner of multiple dwellings and rooming houses to have an operator’s or business license. It also requires that an inspection be made before the property is rented and also once a year at renewal. This ordinance has NOT been enforced to date and numerous property owners were in attendance to voice their opinion. The board then heard from Tammy Walker of Heartland Metal about the zinc levels and heard from Sewer and Water Superintendent Jack Emory as well. Walker showed through documentation that Heartland had only exceeded the city’s limit in eight of 93 samples in 2006 and twice in 44 samples in 2007. Emory stated that EPA informed him that as long as the sewer plant is not out of compliance, and the water is not contaminated going into the stream, there is no health issue. An engineer for Heartland said that the excess metals would accumulate in the sludge, and if they were constantly out of compliance, then the reeds would start to die. Alderman Riley still wanted a “No Tolerance” rule for Heartland, but his motion was not acted upon by the board leaving the current limits set by ordinance in place with a 10-day grace period. After approving the bills, the board went into closed session.

There will be no NEW issue of Your World Today on Wednesday, Independence Day, due to the holiday. Enjoy the celebration at the Commons all day, the Parade that begins at 5:00, and the fireworks that will begin about 9:15-9:30.
