The Salem Board of Aldermen met Monday night for a special meeting to discuss trailer court business licenses and the 2014-2015 fiscal year budget. The board approved to renew the licenses of the trailer courts on Truman Street and Park Street since the repairs have been made and the property has been brought up to standards as required by city ordinance and city policies. The trailer court at 701 East Center Street was not approved as Nuisance Officer Jarred Brown indicated that some progress has been made, but there were still a number of violations to the city’s policies. The board voted unanimously to deny the issuance of a business license and that means the business has five days to comply with the ordinance and policies or the water to the property will be turned off. The board was concerned about the citizens living there, but the property owners have done this in the past and were given extensions that the board was not willing to do this time. City Administrator Ray Walden then went over a summary of the budget for the fiscal year 2014-2015 that showed expected revenues of $11,653,756 and expected expenses of $11,323,343. The budget built in a 1.5% cost of living increase for the employees, but did not include funding for an economic development director. About 1.3 million dollars of the budget has been set aside for capital improvements. Revenues from sales tax and property taxes are expected to remain flat while the combined revenues from all the utilities are expected to rise about 3%. Walden indicated there was a savings of about $100,000 from the new health insurance premiums over last year’s budget and all the current agreements for services with community organizations were fully funded. Mayor J.J. Tune indicated that about $600,000 came from prior year reserves in primary areas and he said the city needs to begin planning immediately to have city services strive to be self funded. The city’s sewer rates are among the lowest in the state, but would need to be raised about 35% to be self-funding. The city needs to anticipate the expense of a sewer treatment plant upgrade to meet new Department of Natural Resources requirements in the next three years. Water and Sewer Superintendent Jack Emory said the city is a member of the Missouri Rural Water Association and believes the city can get a rate survey on water and sewer rates for no charge as part of the city’s membership. He will check on this and report back at the next meeting. The board then approved Bill #3278 adopting the budget before the meeting adjourned.
The Salem Police Department has released more of their reports. On Monday, June 23rd at 9:00 in the evening, an officer transported a 36-year old Salem male from the Phelps County Jail to the Dent County Jail in lieu of eight active arrest warrants from the City of Salem. On Tuesday, June 24th at 12:54 in the morning, an officer was detailed to a residence in the 700 block of South Warfel in reference to a domestic disturbance. That investigation led to the arrest of a 28-year old Salem male for possession of marijuana and possession of drug paraphernalia. He was issued summonses to appear in court and released. Later that day at noon, an officer was dispatched to the Walnut Motel reference a theft from a room. The investigation revealed that someone took a television, linens, and a phone valued at $90 from a room. Later that afternoon at 3:57, an officer made contact with a 17-year old male and an 18-year old male, both of Salem, at the Salem City Park. They were found to be in possession of intoxicants and the 17-year old had an open container. They were taken into custody, issued summonses to appear in court, and released. On Wednesday, June 25th at 10:13 in the evening, a vehicle was stopped for a traffic violation. The investigation led to the arrest of the driver, a 22-year old Salem male, for driving while intoxicated, possession of methamphetamine, and possession of marijuana. Also arrested was a passenger, a 32-year old Salem male, for possession of methamphetamine, possession of opium, and possession of marijuana. They were incarcerated pending the application for warrants. Captain James Remillard commanding officer of Troop I, announced that during the July Fourth holiday weekend, Troop I officers will be participating in enforcement operations to help make our roadways safer. Throughout the weekend, troopers within Troop I and the state will be participating in Operation C.A.R.E. (Combined Accident Reduction Effort). Once again, both the “20-Mile Trooper” project on Interstate 44 and High Enforcement Contact Teams patrolling secondary highways will be utilized on the designated peak travel days of Thursday, July 3rd, and Sunday, July 6th. The objective of the officers assigned to these operations is promoting highway safety through high visibility and strict enforcement. Troopers will also be able to respond quickly to motorists who need assistance. The 2014 July Fourth weekend counting period will begin at 6:00 pm on Thursday, July 3rd, and end at 11:59 pm on Sunday, July 6th. In support of “The Drive To Zero Highway Deaths,” the Patrol encourages motorists to protect themselves and their passengers by making sure everyone in the vehicle is properly restrained in a seat belt or child restraint. Tim Lincecum followed his no-hitter with another gem as the San Francisco Giants blanked the St. Louis Cardinals, 5-0, in the opener of a three-game set. Marco Gonzales (0-1) surrendered five runs on seven hits and four walks over 4 1/3 frames for St. Louis, which has dropped five of its last seven games. The Cards and Giants play again tonight and you can hear it on KSMO starting with the pre-game at 8:40.
Eduardo Nunez had three hits, including a solo homer, and scored three runs as the Minnesota Twins blew out the Kansas City Royals 10-2 on Tuesday night. Eric Hosmer had four this for the Royals, who saw starter James Shields give up five runs, four earned, on nine hits in five innings. The Royals and Twins play again today.
The St. Louis Blues snagged one of the most sought-after free agents less than an hour into the frenzy, signing Paul Stastny to a four-year deal worth $28 million. Stastny completed his eighth NHL season by picking up 25 goals and 35 assists over 71 regular-season games, adding 10 points (5G, 5A) in Colorado's seven- game first-round loss to the Minnesota Wild.

Funeral services for Lillie J. Whitaker formerly of Salem, age 81, will be held at 1:00 Thursday at the James and Gahr Mortuary in Salem. Visitation will be from 11:00 until time of service. Interment will be in the Cedar Grove Cemetery. Memorials may be made to St. Judes.
