The Salem Board of Aldermen held a special meeting Monday morning at the City Hall Council Chambers to wrap up some unfinished items before wrapping up the fiscal year and approving a new budget. City Clerk Mary Happel stated that the city inspector said to go ahead with the conditional trailer court license for the R & C Enterprises trailer park even though some items still needed to be repaired. If those items are not corrected in a reasonable amount of time, the permit can be revoked. The board approved the liquor license application from DMG Petroleum that does business as “bp”, and they approved the anti-fraud policy required by GASB and the city’s auditor, Molly Malone. The board reviewed bills #3133, 3134 and 3135 that set different electric rates based on rate increases of 5%, 10% and 13% respectively. The 5% rate still left the city with a deficit budget and was not considered. The 10% rate increase would have left the city with an excess of $51,757 and the 13% rate increase would leave the city with $201,367 surplus. Before deciding on the rate increase needed, Mayor Brown stated that an Emergency Management
request for $8,000 had not been added to the budget, that the Salem TCRC $10,000 that had been cut was reinstated due a contractual obligation, and that $150,000 in communication tax revenues had been added. Alderman Jim McDaniels then asked that the monies to community organizations that had been written out of the budget be reinstated. That included $5,800 for the Dent County Extension, $5,000 for SACBA, $10,000 for the Salem Chamber of Commerce, $1,000 for Project Graduation and $300 for the Dent County Museum. Alderman Bill Riley pointed out that for the city to make a donation to a group, they must have a contract with that organization describing what they will do with the money provided by the city. Clerk Mary Happel explained that the organizations submit letters with their request and what they will do with the funds provided and the auditor said that is sufficient. In the vote, Alderman McDaniels and Jackson voted to reinstate the funds while Alderman Riley and Nash voted against reinstating the funds. Mayor Brown broke the tie in favor of reinstating the funds to the organizations, and contracts will be created for those organizations. Mayor Brown then told the board that a petition for a state audit for the city has been circulated and if enough signatures are gathered, that audit may cost the city as much as $30,000. Brown also stated that there is only $667 left in the electric reserves and with the 13% increase, this would allow the city to put about $100,000 into that fund, and have money left over to deal with the expected electric rate increase in December. Alderman McDaniels and Jackson both voted for the 13% rate increase while Aldermen Nash and Riley voted against the rate increase, and Mayor Brown again broke the tie in favor of the 13% rate increase. The board then adopted the budget that showed revenues of $10,113,521 and expenses of $9,972,254 by a 3-1 vote, and approved unanimously Bill #3136 that created the budget for the fiscal year beginning July 1^st, 2008. The meeting was then adjourned.

Kyle Lohse threw seven strong innings to win his seventh consecutive decision as the Cardinals blew out the New York Mets, 7-1, on a night Mark Mulder made his return to the majors. Lohse (10-2) allowed five hits and one unearned run while walking two batters and logging four strikeouts to remain unbeaten over his last 10 outings. The seven-game winning streak ties the longest of his career. Mulder yielded two hits and struck out a batter while pitching the ninth inning - his first major league game of 2008. The Cardinals left-hander is trying to work his way back from two injury-plagued seasons. He had surgery on his left shoulder at the end of the 2006 season and missed almost all of 2007. Monday marked his first career relief appearance in the majors. Albert Pujols drove in two runs and Chris Duncan clubbed a two-run homer for the Cardinals, winners of three straight following a three-game skid. Aaron Miles extended his hitting streak to 12 games, going 3-for-5 with two runs scored in the opener of the four-game series. The Cards and Mets play again tonight at 6:55 on KSMO Radio.

Miguel Olivo's pinch-hit homer off George Sherrill with two outs in the ninth forced extra innings and Jose Guillen singled in Mike Aviles in the 11th, as the Kansas City Royals came back from four runs down in a 6-5 victory over the Baltimore Orioles at Camden Yards. Kansas City snapped a two-game losing streak, but has a six-game road winning streak, its longest since 1999. Ron Mahay (4-0) pitched a scoreless ninth and tenth for the victory while Joakim Soria picked up his 22nd save in the opener of the four-game series. Zack Greinke yielded five runs on seven hits and a walk in five innings while fanning five in the start for the Royals. The Royals and Orioles play again tonight.
