The City of Salem Board of Alderman will conduct a special meeting tonight at the City Hall Council Chambers located at 202 North Washington beginning at 6:30 pm. The special meeting will be the adoption of a 2014/2015 budget and approve Ordinance #3277, adopting an annual budget for the City of Salem beginning at July 1, 2014 and appropriating funds pursuant thereto. The Board will also approve trailer court licenses. The special meeting of the City of Salem Board of Alderman is open to the public.

The Salem Police Department has released their reports. On Thursday, June 19^th at 6:23 in the evening, an officer was contacted at the station in reference to a theft. The investigation revealed that someone took a green bicycle, valued $80, from the bicycle rack at the Salem City Park. On Friday, June 20^th at 1:15 in the early morning, an officer was dispatched to a leaving the scene accident involving a red Chevrolet Camaro that had struck a curb. That investigation led to the arrest of a 28-year old Salem male for leaving the scene of an accident and driving while intoxicated. He was incarcerated pending the application for warrants. Later that morning at 9:00, an officer transported a 34-year old Salem male from the Phelps County Jail to the Dent County Jail in lieu of four active arrest warrants from the City of Salem. On Saturday, June 21^st at 12:15 in the early morning, a vehicle was stopped for a traffic violation. The investigation led to the arrest of a 34-year old Salem male for driving while intoxicated and possession of marijuana. He was issued summonses to appear in court and released. Later that afternoon at 3:20, an officer was dispatched to a residence in the 900 block of South Water in reference to a disturbance. The investigation led to the arrest of a 30-year old Salem male for assault, possession of a concealed weapon, and possession of methamphetamine. He was incarcerated pending the application for warrants. On Sunday, June 22^nd at 7:12 in the morning, an officer was contacted at the station in reference to a theft. That investigation revealed that a 30-year old Salem female had been captured on video stealing merchandise from Walmart and a wallet from a shopping cart. She was arrested, issued summonses to appear in court, and released. On Monday, June 23^rd at 6:11 in the evening, an officer was detailed to a residence in the 500 block of East Acuff in reference to a domestic disturbance. That investigation led to the arrest of a 39-year old Salem male for possession of methamphetamine and possession of drug paraphernalia. He was incarcerated pending the application for warrants. The Missouri Department of Conservation (MDC) encourages Missourians to celebrate summer with a favorite outdoor pastime for many, frogging season. It begins at sunset tonight and ends October 31^st. Missouri has two frog species that are legal game, bullfrog and green frog. Bullfrogs are larger and therefore more sought-after. Frogging can be practiced with either a fishing permit or a hunting permit. Children under the age of 16 and Missouri residents over the age of 65 are not required to have a permit. The Wildlife Code of Missouri allows those with a fishing permit to take frogs by hand, hand net, atlatl, gig, bow, trotline, throw line, limb line, bank line, jug line, snagging, snaring, grabbing or pole and line. With a hunting permit, frogs may be harvested using a .22-caliber or smaller rifle or pistol, pellet gun, atlatl, bow, crossbow, or by hand or hand net. The use of an artificial light is permitted when frogging. The daily limit is eight frogs of both species combined. The possession limit allows you to store no more than 16 frogs at a time. Once a frog is speared, it must be harvested. The Wildlife Code of Missouri prohibits the release of a speared frog as “wanton waste” because the animal is not likely to recover. Any frog taken into actual possession, unless immediately released unharmed after being caught, is included in the daily limit.

Ryan Pharr, D.O., a family medicine physician in Salem and member of the Missouri Association of Osteopathic Physicians and Surgeons, along with a team of family medicine specialists, nurses, optometrists and volunteers from Missouri and Oregon, traveled to Haiti for a week-long medical mission from May 16 - 25. The Haitian Christian Mission (HCM), a non-profit organization dedicated to providing Haitians with free education, medical care, food, employment and child sponsorship, provided housing for the team while in Haiti.  Pharr and his team’s time were split between working at the HCM clinic and creating mobile treatment centers in HCM-funded churches. Pharr explained that visiting patients were not only triaged and seen by a provider, but they were also given medication, a bag of rice and information about a variety of topics, including safe drinking water and nutrition. Pharr stated that he took care of about 250 people, ranging from chronic medical issues, such as hypertension, GERD, arthritis and allergies, to more acute issues, such as febrile illness, vaginal infections and wounds. Even though mobile clinics were in various communities, Dr. Pharr clarified that some patients were too ill to be treated onsite, so they were relocated to the mission clinic for monitoring and care. Overall, he said that experience was truly enlightening and humbling. Pharr practices in Salem at SMDH Family Medicine in Physician’s Office Building 3 on the hospital campus.

Funeral services for Junior Webster Ellerman of Salem, age 82, will be Wednesday at 10:30 at the Wilson Mortuary in Salem. Visitation will be Tuesday from 5:00 to 7:00. Interment will be in the Cedar Grove Cemetery.
