The City of Salem Board of Alderman will hold a Special Meeting at 10:00 this morning at the City Council Chambers located at 202 North Washington. The Board will consider Trailer Court license approvals, liquor license approvals, and an Anti-Fraud policy. The Board will also consider Bill #3133, Bill #3134 or Bill #3135, which are ordinances for establishing new rates for electric services provided by the City of Salem. The Board will then address Bill #3136, which is an ordinance adopting an annual budget for the City of Salem beginning July 1^st. The Special Meeting of the City of Salem Board of Alderman is open to the public. 

An accident happened at 2:00 Friday morning on Highway 68 just north of Route U north of Salem. According to the highway patrol report, a 1994 Dodge Intrepid driven eastbound by 19-year old William L. Rutz of Salem, went off the left side of the roadway and struck a culvert. Rutz and a passenger in the vehicle, 14-year old Cody Bridgeman of Cuba, suffered minor injuries and sought their own treatment. Bridgeman was wearing a seat restraint when the accident happened while Rutz was not. The 1994 Dodge Intrepid was totaled in the accident and was removed from the scene by Whitaker’s Towing of Salem.

An accident happened at 6:25 Friday evening in Dent County on Highway 32 about a mile east of Salem. According to the highway patrol report, a 2005 Ford Ranger driven by 24-year old Nathaniel Sturdivant of Salem, turned from Dent County Road 4180 onto Highway 32 and into the path of a 2008 Nissan SUV driven by Gary Gordon of Salem which was traveling east on Highway 32. The vehicles collided and came to rest on Route P. A passenger in the Ford Ranger, 26-year old William Nash of Salem, suffered moderate injuries and was taken to the Salem Memorial District Hospital by ambulance. Nash was not wearing a seat restraint at the time of the accident while Sturdivant and Gordon both were. The Ford Ranger sustained moderate damages while the Nissan SUV had minor damage, and both were removed from the scene by Whitaker’s Towing of Salem. Sturdivant was issued a citation for not having proof of insurance.

The Salem R-80 Board of Education held a special meeting on Thursday, June 26^th, to discuss the possibility of holding a bond issue to raise as much as nine million dollars to finish out the long range plan of shifting the 9^th grade to the high school and renovating the current junior high to a 6^th through 8^th grade middle school. The school’s current bonding capacity is just over nine million dollars and Gregory Bicker from George K. Baum  & Company who helped Salem with their previous bond issues, discussed that the time is now to look at this while the schools taxpayers are still paying for the previous bond issue. Currently taxpayers in the R-80 district are paying a 68-cent per $100 assessed valuation levy to pay off the 2002 series bond issue, and if the board can get this issue passed in the next year and a half, the increase to the taxpayers would only be 25 cents per $100 assessed valuation up to 93 cents per $100 assessed valuation. If the board waits or can’t get the issue passed, the tax levy increase would have to be increased 83 cents per $100 assessed valuation if passed in 2010, or the full 93 cents per $100 assessed valuation of the old levy is already paid off. Bicker says that Salem is penalized by the current kindergarten through 8^th grade situation where they actually receive tuition from other schools to allow their students to attend high school, and cannot use those school’s  tax base to increase their bonding capacity, thus Salem has one of the lowest assessed valuations per student in the state. He said the board has until the last Tuesday in August to decide if they want to place the issue on the November ballot which would only require a 4/7ths approval percentage instead of a 2/3rds approval percentage if they wait until next August or November. They could also place the issue on a February, April or June ballot that would also be a 4/7^ths approval percentage. The board took no action at the special meeting. Board members then interviewed three applicants for the two vacant board positions: Carol Jordan, Chris Heavin and Joe Howard. A decision will be reached at the next board meeting where two of the applicants will be sworn- in. The board then accepted the resignation of Gayle Wrightsman as the Special Education Instructor at the Upper Elementary, and Travis Wrightsman as PE instructor and boys head basketball coach as they will be moving to Indiana. The board also accepted the resignation of Phyllis Freeman as a nurse at the Upper Elementary School. The board then went into closed session.

The Dent County Sheriff’s Department released a report involving stealing. On Tuesday, June 24^th, at 11:35 a.m., the Dent County Sheriff's Department received a report of stolen tools from a storage trailer located at a residence off of Highway 32/72 east of Salem.  Reported taken were a Dewalt hammer drill, Dewalt sawzall, Wizzard laser level, Dewalt cordless drill, Milwaukee Hole Hawg drill, various auger and spline bits and 75-feet of electrical entrance cable.  The incident was reported to have occurred between the hours of 10:30 pm the night before and 7:00 am that morning. Anyone with any information regarding the theft, which is still under investigation, is asked to please contact the Dent County Sheriff’s Department by calling 729-3241.

Jason LaRue homered and tripled, leading the Cardinals nine-run attack with four runs batted in, as St. Louis clinched an I-70 series win, 9-6, in the finale of a three-game interleague set at Kauffman Stadium. Albert Pujols homered and doubled with two RBI and two runs scored while Adam Kennedy scored twice with an RBI and two walks for St. Louis, which took two of three from the Royals. Braden Looper lasted just 3 1/3 innings, giving up three runs - two earned - on six hits and four walks. Chris Perez (2-0) picked up the win after taking over for Looper in the fourth, and gave up one run on two hits and a walk in 1 1/3 innings. Mark Grudzielanek led the Royals going 4-for-5 with three runs scored and an RBI while Mark Teahen, Esteban German and Joey Gathright added two hits and an RBI each in defeat. Brian Bannister (7-7) was roughed up for seven runs on nine hits and four walks over 4 2/3 innings for Kansas City, which had a season-high six-game winning streak snapped Saturday. The Cardinals face the New York Mets tonight starting at 5:45 on KSMO Radio. Kansas City will be in Baltimore tonight.  The Royals went 13-5 in interleague play this year while the Cardinals finished with a 7-8 record in interleague play.
