The Salem R-80 Board of Education held their regular meeting Thursday evening at the district administrative offices. After the consent agenda was approved, Superintendent Steve Bryant reported that the state approved an additional 5.1 million dollars for student transportation and that the fuel for school busses will be exempted from taxes. Bryant said that about 416 students in grades K-6 were attending summer school as well as 15 driver’s education students and 17 credit recovery students. He said that the junior high roofing project where a section will be replaced would be addressed before school starts to go along with the construction at the upper elementary school. Bryant announced that Angela Dingiss was named the Wal-Mart Teacher of the Year and she would receive a stipend, as would the William Lynch Elementary School. The board then discussed the proposed drug testing policy and Bryant said that the policy would be a tool that the school provides to let kids say no. He discussed the drug education that the school provides with DARE classes as well as instruction in physical education courses, health science and social students. He said the courts do not permit a school wide drug testing policy, but they do say it is permissible to test students in extra curricular and co-curricular programs. Bryant said that between 50 to 70% of the students are involved in those programs. The policy calls for about 20 students to be tested per month with a description of the process of taking the test, getting the results and the punishment if the student tests positive. The policy proposes that ALL students who want to participate in the extra or co-curricular activities would have to sign or have their parents sign a permission slip to be put in the drug testing pool by August 30th or they would not be allowed to participate. A concerned parent, Jamie Homeyer, presented a number of studies that show that these policies have not stopped drug problems in schools, that they can deter children from participating in extra curricular activities which could later jeopardize their college application; and without a larger testing group, it is going to be difficult to see if the program is working. She did agree that something needed to be done, but felt this was not the answer. The board then voted unanimously to approve the policy and thanked the Homeyers for their concern. The board heard and approved the technology and professional development programs, and they approved the professional development plan for 2007-2008. In the PTO report, they will be purchasing another swing set for the upper elementary school as well as two benches, four tables and two more basketball backboards for $7,050. The board approved budget adjustments that included an additional $29,000 in revenues and an additional $145,000 in expenditures. Bryant stated that the actual revenues for this fiscal year would be about 11.7 million dollars with about 11.9 million dollars of actual expenses including the construction at the upper elementary school for a budget deficit of about $200,000. The board then approved the 2007-2008 budget that shows $11.863 million dollars of income against expenditures of close to 12.536 million dollars. These figures would be adjusted at the budget hearing in August to be more accurate. The board approved the Developmental Preschool Building Lease for $925 per month, approved the core data certification, approved their partnership with the Salem TCRC for $10,000, and then approved the program evaluations on discipline and the A+ Program. The board accepted the resignations of Liz Condray who has been on leave with the state, Debbie Baird who was employed to be the school nurse, and Mark Mattlin who was employed to teach Social Studies, but indicated he was not accepting the jobs. The board then passed the resolution to move the maximum amount from the general revenue fund to the capital fund as permitted by law before going into closed session. In closed session, the board employed Jimmy Stephens as a senior high social studies teacher, Jodi Paul as an upper elementary sixth grade teacher, Lynda Cheatham as the district nurse, Phyllis Freeman as the upper elementary school nurse, David Samson as the junior and senior high band director, Drew Overmyer as the Assistant Band Director and Robin Pierce as the Junior Class Sponsor. The meeting was then adjourned.

Shane Victorino came through with a pinch- hit, bases-loaded triple in the eighth to lead the Philadelphia Phillies past the St. Louis Cardinals, 5-1, in the rubber match of a three-game set at Busch Stadium. The game was held up twice due to rain, causing about two hours of delays and shortening the starting pitchers' outings. Cole Hamels went just three innings, allowing one run on three hits, while Kip Wells let up one run over five frames. Brian Sanches (1-0) got the win thanks to two hitless innings in relief, and the loss went to Brad Thompson (5-3). Albert Pujols had an RBI for St. Louis, which had won four of five coming into this set. The Cards will be in New York tonight to face the Mets at 5:50 on KSMO Radio.

The Detroit Tigers traded pitcher Mike Maroth to the St. Louis Cardinals for a player to be named later on Friday. Detroit is anticipating an overabundance of starting pitchers with the return of Kenny Rogers and Nate Robertson from the disabled list, and the Cardinals are in definite need of front-line pitching with injuries to Chris Carpenter and Mark Mulder. Carpenter has not pitched since Opening Day and underwent elbow surgery in May, while Mulder has not pitched all season while recovering from rotator cuff surgery last September. Maroth owns a record of 5-2 with a 5.06 ERA in 13 starts this season.

Joey Gathright drew a bases loaded walk to force in the winning run in the 11th inning as Kansas City avoided a sweep by edging Milwaukee, 4-3, in the finale of a three-game interleague set at Miller Park this afternoon. The Brewers bullpen lost control of the strike zone throughout the frame. Jose Capellan (0-2) sandwiched walks to John Buck and Emil Brown around a Tony Pena single to load the bases. Milwaukee went to Chris Spurling who induced David DeJesus to line out at first but then walked Gathright to force in the game winner. Jimmy Gobble then threw a perfect ninth to secure things and earn his first save of the year. Gathright drove in two runs for the Royals, who snapped a four-game skid. DeJesus finished 3-for-5 with a run scored and Esteban German also drove in a run for Kansas City. Odalis Perez started and allowed two runs on seven hits in five innings. David Riske (1-2) earned the win with a scoreless 10th inning. Kansas City finished interleague play 10-8. The Royals will travel to Anaheim to face the Angels tonight starting at 9:05.

Funeral services for Karen Curtis of Salem, age 62, will be held Tuesday morning at 11:00 at the Dent County Memorial Chapel. Visitation will be from 6:00 to 8:00 tonight. Interment will be in the Round Pond Cemetery. Memorials may be made to the Ber Juan Park.

A memorial service for Marvin George Hargus of Rolla, age 63, will be Friday at 2:00 at the First Assembly of God Church in Rolla. All the arrangements are under the direction of the James & Gahr Mortuary in Rolla.
