The Salem Board of Aldermen met for their regular meeting Monday night at the City Hall Council Chambers. At the meeting, Alderman Philip Giacomelli requested a change to the New and Miscellaneous Business portion of the agenda to discuss a policy change. The addition to the agenda was approved. He also recommended to permanently remove from the agenda the “public comment at the Board of Aldermen meetings on non-agenda items” in the Mayor’s Report and that was approved 3-1 by the board, but was vetoed by Mayor Tune. The Board approved the bid from T&R Electric from Colman, South Dakota, for two 250 KVA Single Phase Padmount Transformers for $4,861.40 each. The transformers are for the new DCAI housing off Missouri Avenue. DCAI will reimburse the city the full amount. The board approved the consent agenda that showed sales tax revenue collections at over $96,000 for the month. City Attorney William Camm Seay reported Salem R-80 has not given him any agreement for the use of the shooting range by the FFA, nor has he been able to catch up with Superintendent Steve Carvajal as he was on vacation. The discussion of the agreement was postponed until the next meeting. City Administrator Ray Walden reported that he, representatives with the Commons and the State Fire Marshall’s Office will be checking the Commons for the Independence Day Fireworks. Walden reported the Current River Car Cruisers show this past weekend was well attended, plus a communications provider has upgraded their Internet speed effective June 1
st. Walden said two engineering firms have submitted bids to the city to use their services and he will be reviewing those bids. He also said he is in the process of developing the budget for next year as the sales tax collections this fiscal year have exceeded the income expectations. Meetings will be scheduled soon to finalize the budget discussions. Mayor J.J. Tune reported there was an issue with the Salem Public Library over the proper reimbursement for the collection of city taxes. The city pays the Dent County Collector $15,000 to collect the city taxes and about 25% of that is for the Library tax. The Library has only been paying $1,000 per year instead of the 25% of the amount being paid which comes to $3,750. Tune said he would talk with Dr. Bertz about this. Tune also said the city’s agreement with MoDOT to take over Route J from Highway 72 North to Highway 32-72 East is going to be a money pit once the improvements are finished on McArthur. Tune said the agreement calls for MoDOT to put down a one-inch overlay on the portion from Highway 72 to the intersection of McArthur and Rolla Road which the mayor feels will be inadequate. He feels that a two-inch overlay will probably be needed and would like to talk with MoDOT about that, even if it costs the city extra money. The board then voted to override the veto of Mayor Tune on the “Public Comment on Non-Agenda Items” by a 3-1 vote only to have Tune veto it again. City Attorney William Camm Seay admitted at that point that he did not know the proper way to proceed with overriding a mayoral veto, but said he would by morning. The board approved the granting of a business license to the Layman Mobile Home Park as they passed all inspections. Two other mobile home parks have submitted applications but have not corrected all violations as indicated by the building inspectors. A fourth mobile home park has not turned in their application for a business license. The parks have to pass all the inspections before a business license will be issued otherwise as of July 1
st, the license will expire and the landlord will get a five-day letter from the city. The board earlier in the week approved the health insurance coverage fromBlue Cross Blue Shield that came to $516.36 per employee for PPO and $377.25 for HSA. The rate this past year from United Healthcare was $572.89 per employee for PPO and $520.25 for HSA. The city also has to provide life insurance which was provided with the old coverage through United Healthcare. The board approved going with Guardian Insurance that provides for $20,000 worth of life insurance and $40,000 for AD&D for $5.00 per employee that also allows Guardian to present supplemental coverage to the employees at an additional cost. The board approved the purchase of a C2 Compound Omni Water Meter for the high school from HD Waterworks for $3,848.00. Alderman Giacomelli then proposed a policy change that would affect items in unfinished business. He proposed that once an item is voted down on the agenda and it is not seconded at the next meeting, that item would then need a 2/3rds majority to be put back on the agenda for discussion. The board approved to authorize the attorney to create the policy by a vote of 3-1, and Mayor J.J. Tune again vetoed the vote. With no further business at hand, the meeting was adjourned.

The Lady Basketball Tigers will be hosting its own one-day shootout today at the High School gym. The price of admission is $2 and people will need to enter through the back door just like they did during this past basketball season. There will be four schools in addition to Salem: Bunker, Viburnum, Potosi and Chillicothe. Games will start at 9:00 in the morning with the last game starting at 3:45 in the afternoon.
Michael Wacha turned in another strong effort by a St. Louis starting pitcher to lead the Cardinals to a season-high fifth straight victory, a 5-2 decision over the New York Mets at Busch Stadium. Wacha (5-5) held the Mets to a run on five hits while striking out seven over six innings of work. The young right-hander received support from Jon Jay and Matt Holliday, both of whom had two hits and came through with an RBI during a two-run fifth inning. Yadier Molina added a solo homer for the Cardinals, who have now won eight of their last nine games and limited the opposition to a total of seven runs in those triumphs. The Cards and Mets play again this afternoon and you can hear it on KSMO starting with the pre-game show at 12:10.
Omar Infante drove in three runs and the Kansas City Royals surged to their ninth straight win with an 11-4 victory over the Detroit Tigers on Tuesday. Alex Gordon and Mike Moustakas each hit a two-run home run for the Royals, who jumped a half-game ahead of Detroit for first place in the AL Central. Lorenzo Cain, Salvador Perez, and Jarrod Dyson each hit an RBI single for Kansas City. Yordano Ventura (5-5) gave up three runs on eight hits with a pair of walks and four strikeouts over seven innings in the win. The Royals and Tigers play again this afternoon in the third game of their four-game set.
A Summer Volleyball Camp will be held from June 23rd through June 27th this year at the SHS Gym. Camp times will be from 8:30 in the morning until 10:00 for girls in the 3rd through 5th grade, and from 12:30 to 2:00 for girls in the 6th through 8th grade. This camp is open to any girl entering these grades from Salem R-80, Oak Hill R-1, Green Forest R-2, Dent Phelps R-3, or Northwood R-4. The cost of the camp is $30 per girl. Graveside services for Ina R. Carroll of Rolla, age 54, will be held today at 1:00 at the Pilot Knob Cemetery in Rolla. Memorials may be made to the Carroll family for help with funeral cost. Arrangements are under the direction of the James and Gahr Mortuary in Rolla.
